Mayor Louise Gardner presiding. Prayer was offered by Sister Elizabeth Schnieders from St. Mary's Health Center followed by the Pledge of Allegiance. The following Council Members were present: • j! UNFINISHED BUSINESS: Fainwood Subdivision. Annexation Councilman Gordon reported that the decision of the Council not to proceed with the voluntary annexation of Fainwood Subdivision appears to have been a good one. He reported that the residents of Fainwood and the business owners have gotten together and reached an agreement so a voluntary annexation is possible in the future and litigation avoided. Corot ost Sito Councilman Feldman asked for a report on the yard waste compost site. Tom Benton, Planning and Code Enforcement Director, reported that he had visited the compost site today and it was going well. Chan Russell, Public Works Director, reported that there was yard waste in bags being dumped but that most citizens were emptying their own bags and were very cooperative. She reported that there was no garbage being dumped, only yard waste and she was very pleased with the response ! so far. !'. 1 ; NEW BUSINESS: Geneva Street Drain Problem Councilman Gordon requested that a storm water drain problem on Geneva Street be investigated by Public Works Department. City Administrator. 1!I is Iy ii 304 REGULAR COUNCIL MEETING,APRIL 6, 1992 .w-am wrr.�r-rarrnr — ` Riverfront Development Project Councilman Scheulen referenced the City Administrator's Informal Report on the Riverfront Development Project. He asked for a verbal report on the project. City Administrator Dave Johnston reported that the Army Corps of Engineers had met with the consultants, Booker and Associates, and local officials concerning the acceptability of the Master Plan for the riverfront for the permits required to !ill implement the plan. Councilman Scheulen asked who had authority over the project. Mayor Gardner j! I responded by saying that the Housing Authority was the lead agency since they own l 1 the land. The Housing Authority has established a committee to oversee the project and Councilman Wrigley serves as the Council representative to that committee. At 1 this time, Councilman Wrigley gave a report on the river floodway and the Federal ;; Emergency Management Agency regulations prohibiting the obstruction or backup 11 of flood waters. Councilman Scheulen made the motion for the Housing Authority to report on the !I Riverfront Development Project to the Council verbally every six months or anytime a major occurrence happens regarding the project, second by Councilman Owens and !" approved. EXECUTIVE SESSION Councilman Vincent, moved for Council to go into Executive Session to discuss '' personnel matters, second by Councilman Bertel and approved by Council. APPROVAL OF EXECUTIVE SESSION MINUTES ;I Minutes of the March 16, 1992 Executive Session were approved as written. ADJOURN '3 There being no further business to come before the Council, the meeting adjourned ;1 at approximately 8:40 p.m. ACTION TAKEN IN EXECUTIVE SESSION: Councilman Jim Haake moved and Councilman Jim Woodman seconded a motion to grant City Counselor Allen Garner a $500 bonus. Motion was approved. •
