Prayer was offered by Pastor Lang from Faith Lutheran Church, 2027 Industrial Dr. , followed by the Pledge of Allegiance. The following Council Members were present: Present: Feldman, Gordon, Halsey, Owens, Scheulen, Vincent, Woodman and Wrigley b Absent: Haake A quorum was declared present. PRESENTATIONS FROM GALLERY: Missouri River Home Health Agency Margo Borst, RN, Executive Director of Missouri River Home Health Agency, 1440 Aaron Ct. , Jefferson City, appeared before the Council to request endorsement of a Medicare-Certified Hospice Project. The project application, requesting funding through tax credit incentives, in being submitted to the Neighborhood Assistance Program administered by the Missouri Department of Economic Development. In order to receive funding, the project must have endorsement from a local governing body. Initially, the Cole County Commission had endorsed the program. Ma. Borst wan advised to nook City Council endorsement since the Missouri River Homo Health Agency is located in Jefferson City. Councilmen Feldman and Scheulen announced that they had received telephone calls from hospice of Jefferson City volunteers who advised them to vote against the endorsement. However, a representative for the group was not present at this Council mooting. Stadium West Proportion J. Kent Lowry, Attorney at Law, 235 E. High St. , Jefferson City, representing Stadium West Properties,, a ppeared before the Council to announce that the owners no longer wished to be voluntarily annexed into the City. He informed the Council that a notarized statement was delivered to Tom Benton Director of Planning and Code Enforcement, from Larry F. Beck, Partner of Stadium West Properties, dated February 25, 1992 which states "Due to the inability of Stadium West Properties to II be assured of its continuing ability to develop its property as desired in the event its property is annexed into the City of Jefferson, Stadium West Properties hereby i withdraws its support of the proposed annexation and should no longer be ! considered a part of the voluntary annexation petition." Mike Bates, 1714 Delta Place, Jefferson City, a consultant for Stadium West Properties, appeared before the Council to offer further explanation and answer k' questions. is 1; a` 285 REGULAR COUNCIL MEETING, MARCH 2, 1992 CONSENT AGENDA: The Consent Agenda consisted of the following items: a) Council Minutes of 2/17/92 b) Approval of the following bids: 1311 - Fire Hose, Nozzles and Personal Alert Devices, Fire Department, award to Orr Safety Corporation, Fenton, MO. 1312 - Upgrade of Scott Air Paks, Fire Department, award to Smeal Fire Equipment, Lewistown, Mo. e) Appointments to Boards and Commissions: Cola County Extension Council - Paul F. Dow (Replaces Herman Oligschlaegor), term to expire 2/94. Councilman Gordon moved for approval of the Consent Agenda, second by Councilman Halsey and approved. MINUTES/REPORTS RECEIVED AND PILED: Mayor Gardner announced the following minutes and reports have been received and were on file in the office of the City Clerk. Minutes: Historic Preservation Commission 1/28/92 and Pro-Active Prevention Committee 2/12/92. ANNOUNCEMENTS BY MAYOR: Mayor Gardner announced that she had attended the USS Jefferson City 759 commissioning on February 29 in Newport News, VA. She stated the weather was terrible duo to strong winds but that the commissioning ceremony was hold. Mementos for Council members commemorating the event are forthcoming. Mayor Gardner reminded the Council and the general public that March 3, 1992 was a municipal election date and urged everyone to cast a ballot. Ho moved that the sixth sentence of the proposed language in Section 2 of Bill 91-148 on lines 2-4 of the second page be amended to road as follows: "If the employee is unable to work duo to the injury for more than fourteen calendar days, whether consecutive or non-consecutive, after the date of injury, the City's Workers' Compensation program then covers partial loss of wages for the first three days." Motion was seconded by Councilman Wrigley. Resolution RS91-26, sponsored by Councilman Halsey, authorizing a Community Development Block Grant application was approved by the Council. UNFINISHED BUSINESS: Parki�a Ga Gardner announced that the progress report on the Now Jefferson Street Parking Facility construction was included in the packet. Block Grant Councilman Gordon requested that additional lighting be included in neighborhood rehabilitation plans. Councilman Gordon moved that at the next appropriate meeting of the Pro-Active Prevention Committee, an active discussion on tax breaks, something similar to our Tax Increment Financing, be studied and a recommendation given for the area where the Community Block Grant is designated. Second by Councilman Halsey and approved by Council. • 290 REGULAR COUNCIL MEETING, MARCH 2, 1992 Solid Waste Councilman Gordon requested information from other cities regarding solid waste management. City Administrator Johnston reported that the City already had quite a library on the solid waste issue and the Council members were welcome to come to City Hall to use the resources available. JCTV Councilman Feldman asked City Administrator for the status of his request to have a TV camera in the conference roo: or pre-Council meetings. Mr. Johnston stated he would follow-up on his request and report to him by next Council meeting. NEW BUSINESS: Housing Authority Councilman Halsey asked Allen Pollock, Housing Authority Director, to address the Council concerning Section 8 and the voucher program. Mr. Pollock stated that Section 8 is a low-income rental subsidy program for privately owned units. He further explained the process of recovering damages should the renter leave the rental unit in disrepair. Oak Hills Rest Rooms A letter was read at the request of Councilman Halsey from Jo Anne Thompson, 1213 Elmorino St. regarding the lack of adequate rest room facilities at Oak Hills Golf Course. Bill Lockwood was requested to follow-up on the request for additional facilities and give a report at next Council mooting. Parks & Recreation Commission Bid Procmuu Counc man lie soy requested the Parks & Recreation Commission to scrutinize bids from outside vendors and give careful consideration to local bidders when awarding bids. Clark Avenue Sidewalks Councilman Halsey requested that Public Works inspect sidewalks on Clark Avenue at Immaculate Conception School and notify parties responsible for repairs if warranted. CPR Training Councilman Feldman requested that Emergency CPR Training be made available to all City personnel, not just Police and Fire personnel. Boonville Rd. Curb & Gutter Plans Councilman Gordon requested status of plans to curb and gutter Boonville Rd. to Hwy. 179 as well as sewer extensions. Public Works Department Councilman Wrigley commended the Public Works Department for their diligence in working with property owners to complete projects in a timely and professional manner. ii 1� 291 REGULAR COUNCIL MEETING, MARCH 2, 1992 — — 11 EXECUTIVE SESSION MINUTES: .; Councilman Wrigley moved for approval of the Executive Session Minutes of 2/17/92, second by Councilman Schouten and approved by Council.
