HomeMy Public PortalAbout19920203 .5..::,. 5it 265 REGULAR COUNCIL MEETING, FEBRUARY 3, 1992 A Regular Council Meeting of February 3, 1992 was called to order at 7:30 P.M. with Judy Owens President Pro Tempore presiding in Mayor Louise Gardner's absence. Prayer was offered by Rev. Robert Kraus, a retired Catholic Priest. The Pledge of Allegiance was led by City Administrator Dave Johnston. The following Council Members were present: Gordon, Haake, Halsey, Owens, Scheulen, Vincent, Woodman and Wrigley. Absent: Feldman and Mason. A quorum was declared present. CITY CLERK OATH OF OFFICE: Darrel Gordon moved to appoint Deborah M. Cheshire as City Clerk, second by Councilman Wrigley and approved by the Council. Municipal Judge Thomas Sodergron administered the Oath of Office. PUBLIC HEARING: A public hearing was held regarding a petition requesting annexation by City of Jefferson of a 30.6 acre tract located south of U.S. 60 West and immediately west of the Jefferson City Country Club and Hawthorn Memorial Gardens known as "The Meadows by the Club". Tom Denton, Director of Planning and Code Enforcement, presented a written Staff Report on the voluntary annexation. PRESENTATIONS FROM THE GALLERY: Phil Freeman, Chairman of the Citizens for Continued Progress Committee appeared before the Council and presented a video produced by the Committee in support of Proposition 1, the 1/2 cent sales tax issue to appear on the March 3, 1992 ballot. He stressed that even though a person may not agree with all projects being proposed, the package as a whole would benefit the City and continued economic growth. Paul Robinson, 710 Locust asked who drew up the list of proposed capital improvements projects being advertised with the 1/2 cent sales tax proposition. He further commented that there seemed to be very little improvement scheduled for the area east of Jefferson Street. He was advised by Mr. Phil Freeman that the City �7v ?t'q 266 REGULAR COUNCIL MEETING, FEBRUARY 3, 1992 . � .. ._ -.. . 7 .:= !; Council in conjunction with City Administration Staff had approved the list of proposed capital improvement projects and that even though it seemed that the eastside had not received an equal share of the proposed revenue, the City as a whole would benefit from increased economic growth,i.e. State of Missouri expansion to the '! z_ Frog Hollow area would mean more jobs and economic growth for all of Jefferson City. Allen Garner, City Counselor, highlighted the amended sections and stated the amended bill is a '' result of meetings with apartment owners and Fire Department personnel. Chief ,, Remick spoke in favor of the amended bill. RESOLUTIONS: Councilman Halsey moved for approval of Resolution RS91-22 regarding the final payment made to Merchants Bank by Von Hoffmann Press on January 16, 1992, completing payment on the bonds in the total amount of $5,969,100.00 including principal and interest and therefore, be it resolved that the property be transferred by the City to Von Hoffmann Press, Inc. pursuant to the terms of the lease and authorizing Mayor and City Clerk to sign and execute all necessary documents related to the transaction, second by Councilman Woodman and approved by the Council. UNFINISHED BUSINESS: Parking Garage President Pro Tempore Owens announced that the progress report on the parking facilities construction was included in the packet. Neighborhood Housjg Conditions As of result of Mrs. Kauffman's appearance before the Council, the Planning and Code Enforcement Department had included in the packets a report on the five specific properties mentioned by Mrs. Kauffman. Considerable discussion was held regarding neighborhood housing conditions and appearances. 274 REGULAR COUNCIL MEETING, FEBRUARY S, 1992 Councilman Wrigley agreed to sponsor an ordinance dealing with vacation, removal, repair or demolition of structures posing a public nuisance or dangerous to the health, safety or general welfare of the neighborhood. Councilman Halsey stated that there were ordinances on the books dealing with this issue and that staff members had the authority to proceed but had not produced results due to extensions, etc. '! Councilman Wrigley suggested that the proposed ordinance contain specific language with regard to length of extensions and percent of work to be completed. Councilman Vincent raised the question of funding the additional demolitions if Planning and Code Enforcement aggressively pursues the removal of unsafe properties. solid Waste Coymanitteu, Councilman Gordon asked that the City Administrator gather information and make contacts outside the State of Missouri regarding the handling of incineration of solid waste materials and make a report to the Solid Waste Committee. Some property owners have complained that there remains unfinished work. Councilman Wrigley made a motion authorizing the City Clerk to direct a letter to Gary Plummer, Executive Director of the Jefferson City Chamber of Commerce t! expressing the Council's willingness to lend the Council Chambers to the Chamber of Commerce for a Councilman Candidate debate, no later than two weeks prior to the primary and allow the use of the Chambers from 6:30-7:30 p.m. prior to the February 17 Council meeting, second by Coucilman Gordon and approved by the '} Council, ii ii 4 f 275 REGULAR COUNCIL MEETING, FEBRUARY S, 1992 Cable Quality Commission Councilman Gordon reported a cable TV outage on the westside on Saturday night and customers were unable to reach TCI by telephone. He requested that the Cable Quality Commission review TCI's procedures for recording messages,trouble shooting and follow-through to assure that the ordinance is being followed. { DARE Councilman Gordon asked that a letter he received by distributed to Council members and the Pro-Active Prevention Committee as an example of what it can cost when programs such as DARE are not funded. EXECUTIVE SESSION MINUTES: Councilman Gordon moved for approval of the Executive Session Minutes of 12/16/91 and 1/13/92. Second by Councilman Wrigley and approved. EXECUTIVE SESSION: Councilman Wrigley moved for the Council to go into Executive Session to discuss personnel matters. Second by Councilman Hnuku and approved by the following vote: Aye: Gordon, Haake, Halsey, Owens, Scheulen, Vincent, Woodman, and Wrigley Nay: None ADJOURN: As there was no further business to come before the Council, Councilman Halsey moved the meeting be adjourned, second by Councilman Vincent and approved by the Council.
