REGULAR COUNCIL MEETING OF JANUARY 13, 1992
A Council Meeting of January 13, 1992, was called to order at 7:00 P.M. with Mayor
Louise Gardner presiding.
A Regular Council Meeting of January 13, 1992, was called to order at 7:30 P.M. with
Mayor Louise Gardner. presiding.
Prayer was offered by Councilman Kyle Mason.
The Pledge of Allegiance was led by City Administrator Dave Johnston.
The following Council Members were present:
Present: Feldman, Gordon, Haake, Halsey, Mason, Owens, Scheulen,
Vincent, Wrigley and Woodman.
A quorum was declared present.
Mayor Gardner introduced members of'the Jefferson City Jaycees and the Historic
Preservation Commission that were present, in the meeting.
PUBLIC HEARING:
The first item on the Agenda was a public hearing on the rezoning of property
generally located west of the Main Branch of Wears Creek, and north of the West
Edgewood extension from RS-1,Single Family Residential, to M-3 Planned Industrial,
There was no one present to speak either for or against the proposed rezoning.
The next item was a public hearing on amending of Chapter 36 of the Code of the
City of Jefferson, the Zoning Ordinance, us it pertains to the M-3 Planned Industrial
District, There was no one present to speak either for or against the proposed
amendment.
The next item was a public hearing on adding new sections pertaining to historic
preservation to Chapter 36, Zoning Code, entitled Purpose; Definitions; Surveys and
Research; Nominations of Landmarks and Historic Districts; Preservation Permit;
Maintenance of Historic Properties, Hardship Variance; Appeals, Review of
Applications for Zoning Amendments, Conditional Use Permits and Variances;
Review of Public Improvement and Land Acquisition Projects; Public Safety
Exclusion; and Fees. Mary Ann Caplinger, 2200 North Drive, Chairman of the
Historic Preservation Commission, spoke in favor of adding the new sections.
Councilman Halsey expressed concern that the district concept is too broad and too
restrictive. Mr. Jerrold Scarlett, 2414 James Drive, endorsed the addition of these
sections. Councilman Haake stated that he would like to have input from the

residents on the proposed sections. Mr. Frank Rycyk, 406 Chestnut, spoke in
opposition of the proposed sections. Mr. Bill Quigg, representing Central Bank, 238
jI Madison, expressed support for encouraging preservation efforts but stated that he
felt the preservation districts should not be forced on property owners. Mr. Richard
Lachance, 104 Clay, spoke in favor of the proposed new sections.
City Planner Dick Preston explained that designation of districts is comparable to
rezoning. Tom Benton, Director of Planning and Code Enforcement, noted that the
proposed sections establish a mechanism for designating historic districts. Mr. Dave
Brizendine, 418 Oak Valley Court, stated that he would like to see the proposed
• sections revised to be less stringent. Mr. Brizendine commended the City Council
and Police Department on their involvement in the Chestnut and Ash Street
• neighborhoods.

3 A public hearing was also held on rezoning the easterly 3.69 acres of an 8.19 acre
i; tract located at 900 Hibernia Drive from RU, Rural, to C-2, General Commercial.
H There was no one present to speak either for or against the proposed amendment.
The public hearings concluded at approximately 8:35 p.m.
PRESENTATIONS FROM TIIE GALLERY:
• Sue Kauffman, 1012 Bast Capitol, addressed the Council concerning several houses
in her neighborhood which have condemned and left standing. She also stated that •
she felt the furniture items are left on porches or front yards detracted from the
• overall appearance of the neighborhood.
Councilman Gordon moved that the Columbia ordinance on aesthetic regulations be
referred to City Counselor Allen Garner for drafting a proposed ordinance for
Jefferson City. Councilman Feldman seconded the motion; motion was approved.
j' Councilman Gordon commented that the City Counselor work with the Planning and
,: Code Enforcement Department on this matter and they might contact Columbia and
F; other cities for their policies on condemned buildings.

Councilman Owens moved approval of the Consent Agenda as amended. Councilman
Vincent seconded the motion and it was approved.

REGULAR COUNCIL MEETING OF JANUARY 18, 1992
Councilman Halsey requested this bill be held over on the Informal Calendar until
after the work session scheduled for Monday, January 27, 1992.
RESOLUTIONS:
Councilman Woodman moved approval of Resolution 91-19 regarding the adoption of
the Department of Transportation, Transit Division, Paratransit Plan. Councilman
Wrigley seconded the motion and it was approved.
Councilman Woodman moved approval of Resolution 91-20 authorizing the Director
of Transportation to make application for a grant with the Missouri Highway and
Transportation Department to fund transit planning for the City's transit system.
Councilman Wrigley seconded the motion and it was approved.
Councilman Vincent moved approval of Resolution 91-21 establishing City policy on
Chamber of commerce membership and activities. Councilman Feldman moved to
amend RS91-21 by inserting"as deemed appropriate by the City Administrator"after
the word activities in the last sentence of item 1. Councilman Vincent seconded the
motion and was approved. RS91-21 as amended wau approved.
UNFINISHED:
Mayor Gardner announced that the progress report on the parking facilities
construction was included in the packet,
NEW BUSINESS:
City Administrator Dave Johnston asked for comments from the Council on the
suggestion of holding pre-Council meetings. After discussion, Councilman Haake
moved that pre-Council meetings be used on a trial basis (pre-Council session would
begin at 7:00 p.m. and the regular Council meeting would start at 7:30 p.m. with
executive sessions held at the end of the regular meeting). Councilman Halsey
seconded the motion and the motion was approved.

Councilman Gordon moved that the recommendations for increased recognition for
the Property Improvement Recognition Award be referred to the Property
Improvement Recognition Award Committee for implementation, Councilman Halsey
seconded the motion and it was approved.

REGULAR COUNCIL MEETING OF JANUARY 13, 1992
Mayor Gardner announced that the Chamber of Commerce is holding a luncheon ,
meeting on January 15 on tax increment financing. Also, January 16 is the date of 1
the Chamber's "Taste of Jefferson City" legislative reception. Councilmen may stop s 1

by the Chamber office for a complimentary ticket.
ADJOURN:
As there was no further business to come before the Council, Councilman Gordon ';
moved the meeting be adjourned. Councilman Vincent seconded the motion and it
was approved. The Council meeting adjourned at approximately 10:35 p.m.
ACTION TAKEN IN EXECUTIVE SESSION: `}

' Councilman Halsey moved and Councilman Chris Wrigley seconded a motion to select
Debbie Cheshire as the City Clerk with a beginning salary of between $20,000 and
$22,000. Motion was approved.
