REGULAR COUNCIL MEETING, OCTOBER 19, 1992
The Regular Council Meeting of October 19, 1992, was called to order at 7:30 P.M.
with Mayor Louise Gardner presiding.
Prayer was offered by Councilman Bertel, followed by the Pledge of Allegiance.

Councilman Byrd moved for approval of the Consent Agenda items, second by
Councilman Green and approved.
APPROVAL OF BIDS OVER $25,000:
Councilman Hooke moved for approval of Bid 1362 - Concrete and Concrete
Products, Public Works Department, awarded to Farmers Concrete, Jefferson City,
MO. Second by Councilman Green and approved.
MINUTES/REPORTS RECEIVED AND FILED:
Mayor Gardner announced the following minutes/reports had been received and were
on file in the office of the City Clerk:

ANNOUNCEMENTS BY MAYOR:
Mayor Gardner presented the lawn and garden recognition award sponsored by the
Commission on Environmental Quality and selected by the Hawthorn Garden Club:
Commercial Landscape Design Award- Casualty Indemnity Exchange, 3425
West Truman Blvd. Mr. Bob Gooderl accepted the award for the Casualty Indemnity
Exchange.
Mayor Gardner announced she had signed a proclamation declaring October as"Stay
in School/Stay Off Drugs Month"as requested by the U.S.Army Recruiting Office.

INFORMAL CALENDAR:
BILL 92-68, sponsored by Councilman Wrigley, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A
BUDGET AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE
PERIOD OF NOVEMBER 1, 1992,TO OCTOBER 31, 1993,AND APPROPRIATING
MONEY IN THE CITY TREASURY TO PAY THE COST OF OPERATING THE
CITY GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE
BUDGET.
Councilman Wrigley requested Bill 92-68 be removed from the Informal Calendar.
Councilman Green moved for adoption of the Mayor's 1992-93 recommended budget
with the following amendments:
1. Remove the "Director of Human Resources" classification from the
Personnel Schedule of Full-Time Positions and authorize one"Personnel
and Safety Officer" position for 1992-93.

j 2. Appropriate $5,000 in account # 8300 8300 1940 0020 from MODAL yT
11 reserves to support the City's share of refining convention center
recommendations.
3. Increase the appropriation by$25,000 in account #1000 3100 1010 0100
for one additional Police Officer position;appropriate$15,000 in account
;I # 1000 0000 0335 0040 as revenue form Cole County for assigning police
personnel to the County Prosecuting Attorney's office; increase the
number of Police Officer positions under the Personnel Schedule of Full-
Time Positions from 42 to 43.
Motion was seconded by Councilman Halsey.
Councilman Nilges moved to amend Councilman Green's amendment by adding the
following:

1. Replace the rescue truck
2. Not replace the reserve pumpers with rescue/pumpers
3. Replace the vacant fire fighter to ensure the six man rescue squad
4. Implement a "First Responder" program designed to respond to not only
• medical emergencies, but all emergencies that the department has the
expertise to respond
5. Not reduce five fire fighters through attrition

THE SUPPLEMENTAL APPROPRIATION OF ADDITIONAL REVENUES
RECEIVED, TRANSFERS FROM RESERVES AND THE CLOSING AND USE OF

Councilman Wrigley requested Bill 92-71 remain on the Informal Calendar, however,
Councilman Bernskoetter requested Bill 92-71 be removed from the Informal
Calendar and considered at this time.

UNFINISHED BUSINESS:
Mayor Gardner called for any unfinished business, there was none.
NEW BUSINESS:
Parking Garage,
Councilman Haake stated he had been contacted by the Downtown Business
Associaton with regard to renting the parking garage for 13 nights from 5:00 p.m.
until 9:00 p.m. during the Christmas shopping season. Marty Brose, Transportation
Director, stated he had also been contacted and he thought the rental of$400 would
would cover the amount normally generated during that time. Councilman Haake
moved that the parking garage be rented to the Downtown Business Association and
that Mr. Brose negotiate with them on the rental agreement. Second by Councilman
Bernskoetter and approved.
Fire Fighters H'
Jack Brade, 2825 Brushcreek Court, President of the International Association
of Fire Fighters - Local 671, appeared before the Council to oppose the personnel
cuts proposed in the 1992-93 Budget. He presented the City Clerk with a petition '
signed by all Jefferson City fire fighters, opposing the personnel cuts proposed by the

Mayor and City Administrator. He also distributed to Council members copies of
page 14-87 from the National Fire Protection Association Handbook dealing with
High Hazard Occupancies and response capability.
Mr. Brade presented the City Clerk with a petition signed by 2,000 citizens who
support the minimum staffing level of twenty fire fighters as opposed to the nineteen
proposed by the Mayor and City Administrator.
Mr. Brade made the following comments and allegations:
1. Overtime was initiated years ago to justify the elimination of fire fighter
positions
2. Excessive amount of overtime is due to mismanagement by leaving
positions unfilled for extended periods
3. A resource to the City are the years of experience of fire fighters on the
force and Administration chooses not to utilize this resource in their
decision making process
4. Promotions currently based on written examination and Chiefs
preference - Bill 92-95 would measure fire fighter's ability to pass
written, physical and practical examinations in order to bo promoted, a
plan endorsed by the fire fighters
Councilman Halsey stated that it appeared the fire fighters wore trying to educate
the Council after the decision is made. He suggested in the future, he be contacted
prior to making a decision.
Councilman Nilgos objected that Mr. Brade was not placed on the agenda or called
upon during "Presentations from the Gallery" to give his views. Councilman Wrigley
agreed and apologized to the fire fighters.
Harold Updegraff,driver for the Jefferson City Fire Department, appeared before the
Council to ask for their consideration of the petition presented.
Councilman Bernskoetter asked that the grievances against the Fire Department
Administration, as outlined by Mr. Brade, be listed in order to give Chief Remick an
