IISPECIAL COUNCIL MEETING, DECEMBER 28, 1992
The Special Council Meeting of December 23, 1992, was called to order at 7:30 p.m.
i with Mayor Gardner presiding.
The following Council Members were present:

Absent: Green, Halsey and Nilges

The following staff members were present: City Clerk Debbie Cheshire, City
Counselor Allen Garner and Public Works Director Chandra Russell.

BILL 92-128, sponsored by Councilmen Haake and Wrigley, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH
REYNOLDS ELECTRIC, INC. FOR THE WASTEWATER SYSTEM
IMPROVEMENTS PROJECT.
Bill 92-128 was read first and second time by title and ordered distributed to
members of the Council.
Public Works Director Chandra Russell distributed to Council members a letter from
Steven D. Townley, Chief, Financial Services Section for the Department of Natural
Resources dated December 23, 1992 and a letter from Heidi-Jo M. Stanfield, E.I.T.,
with A. C. Kirkwood and Associates dated December 22, 1992. These letters were in
response to concerns expressed by the Council members at the Public Works and
Planning Committee Meeting of December 21, 1992, ,
