Dear Chantel,
The City of Tybee Island has received my recommendation for designation as a Certified
Local Government (CLG) and your application has been forwarded to Ms. Megan Brown at
the National Park Service in Washington. Designation typically involves three to four weeks
for review and Mayor Buelterman will then be notified by letter if CLG designation is
approved.
Please find enclosed the CLG Agreement between the City of Tybee Island,The Georgia
Historic Preservation Division and the National Park Service,US Department of the
Interior. Please pass the agreement as a city wide resolution,have Mayor Buelterman execute
the documents, and then return both copies to me here at the division. Once Tybee Island is
designated, I will return a copy of the certification agreement for your records.

CERTIFICATION AGREEMENT
GEORGIA CERTIFIED LOCAL GOVERNMENT PROGRAM
City of Tybee island
WHEREAS, the State Historic Preservation Officer, through the Historic Preservation
Division, Georgia Department of Natural Resources, representing the State of Georgia, is
responsible for maintaining a historic preservation program approved by the Secretary of the
Interior in accordance with Section 101(b) of the National Historic Preservation Act, as
Amended; and
WHEREAS, all approved state historic preservation programs must develop and
maintain procedures for certifying local governments to participate and cooperate in
identification, evaluation, and protection of cultural resources; and
WHEREAS, the State Historic Preservation Officer, through the Historic Preservation
Division, has established minimum eligibility requirements, a process for certification, and
provided for the transfer of historic preservation funds in Procedures: Georgia Certified
Local Government Program in accordance with the National Historic Preservation Act, as
amended, and the Regulations of the Department of the Interior, National Park Service; and
WHEREAS, the City of Tybee Island has submitted a request for certification and an
Application for Certification to the Historic Preservation Division; and
WHEREAS, the State Historic Preservation Officer, through the Historic Preservation
Division, has reviewed the application and evaluated the local government program in terms
of the requirements of Georgia's Certified Local Government Program and determined that
the City of Tybee Island satisfies these requirements; and
WHEREAS, the State Historic Preservation Officer,through the Historic Preservation
Division, desires to provide technical information, historic preservation program information
or planning assistance to the local government that will assist them in carrying out their
Certified Local Government responsibilities, and also desires to work with the local
government to encourage their continued eligibility and participation in the program.
NOW THEREFORE, the State Historic Preservation Officer, through the Historic
Preservation Division, and the City of Tybee Island enter into this Certification Agreement
and agree as follows:
1. This agreement represents a mutual consent between the State Historic
Preservation Officer, through the Historic Preservation Division, and the City of Tybee

Island to accomplish the goals and objectives of the Certified Local Government Program in
conformity with the provisions of Georgia's procedures for the Certified Local Government
Program and the regulations of the Department of the Interior,National Park Service.
2. By consenting to participate in Georgia's Certified Local Government
Program, the City of Tybee Island acknowledges its commitment to historic preservation and
agrees to carry out those responsibilities delineated in Parts II-A, II-B, and II-D of
Procedures: Georgia Certified Local Government Program.
3. This Certification Agreement shall be valid until, after substantive review and
evaluation, it is determined that the local government is not fulfilling the terms of this
Agreement as provided for in Parts II-E and F of Procedures: Georgia Certified Local
Government Program or until the local government requests to be decertified and no longer
participate in this program.
