C. Industries, Inc. for improvements to ,, Eastland Drive, $28,630.00 1 Councilman Green moved for approval of the Consent Agenda items, second by ii i1 Councilman Byrd and approved. ii i. 1 ANNOUNCEMENTS BY MAYOR I li Mayor Gardner announced that the top three finalists for the position of Planning il ,I& Code Enforcement Director have been chosen. Councilman Nilges asked to ij if review the top six candidates' applications. Council members are scheduled to ii interview the top three finalists on August 24, 1993 at 7:00 p.m. IIi ,r ii ii ;j iJ ii i I ii 140 SPECIAL COUNCIL MEETING, AUGUST 9, 1993 Mayor Gardner announced that the photo session was rescheduled for September I 7, 1993, prior to the Council meeting. ! BILLS INTRODUCED ' BILL 93-67, sponsored by Councilman Haake, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE JEFFERSON CITY PUBLIC SCHOOL DISTRICT FOR PARTICIPATION IN THE COST OF A TRAFFIC SIGNAL AND SIDEWALKS AT LEWIS AND CLARK !) MIDDLE SCHOOL. ?� li Councilmen Halsey, Benton, Green and Byrd stated that they had received complaints from property owners in the area who are opposed to the widening and I, left-hand turn lane on Eastland Drive. Councilmen Nilges and Haake voiced concern over the Jefferson City Public School District's portion of the cost for sidewalks and ;I street improvements. Public Works Director Marty Brose stated that staff members �? were in favor of the bus loading zone being located on the south side of the school. ;' City Administrator Dave Johnston agreed to discuss the Council's concerns with the School Board and to delay the project until Council approved it. Councilman Haake ' stated that the sidewalk policy, as reviewed by the Public Works & Planning Committee, needs to bo adopted to avoid fixture controversies such as this. BILL 93-68, sponsored by Councilman Nilges, entitled: !, AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, DESIGNATING THE CITY ADMINISTRATOR AS THE OFFICIAL DESIGNATED , REPRESENTATIVE TO THE STATE EMERGENCY MANAGEMENT AGENCY (SEMA)AND TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY(FEMA). Ij Councilman Nilges requested suspension of the rules so that assistance applications �E could be submitted immediately. There were no objections. Bill 93-68 was read third j time by title, placed on final passage and passed by the following vote as Ordinance 11940: Aye: Benton, Bertel, Byrd, Green, Haake, Halsey and Nilges Nay: None EXECUTIVE SESSION Councilman Byrd moved for Council to go into Executive Session to discuss real estate, second by Councilman Green and approved by the following roll call vote: I Aye: Benton, Bertel, Byrd, Green, Haake, and Halsey Nay: Nilges 141 SPECIAL COUNCIL MEETING, AUGUST 9, 1993 (ADJOURN There being no further business to come before the Council, meeting adjourned at approximately 8:45 p.m. Following adjournment, the Finance Committee was called Ito order. ACTION TAKEN IN EXECUTIVE SESSION: Councilman Green moved to authorize staff to pursue the redevelopment of North Jefferson City through acquisition of the property,with or without FEMA assistance, ilsecond by Councilman Benton and approved unanimously. 1 '+ Ii I j+�
