HomeMy Public PortalAbout19930817 special 154 SPECIAL COUNCIL MEETING,AUGUST 17, 1993 The Special Council Meeting of August 17, 1993,was called to order at 7:30 P.M. with I Mayor Louise Gardner presiding. The following Council Members were present: Present: Benton,Bernskoetter,Bertel,Byrd,Green,Haake,Halsey,Nilges ' and Wrigley Absent: Estes A quorum was declared present. The following staff members were present: City Administrator Dave Johnston, City Counselor Allen Garner and City Clerk Debbie Cheshire. The following guests were present: Randy Scharr, Ron Laurie, Bruce Becker, Brian Fox and Sara Maxwell. RIVERBOAT GAMBLING DEVELOPMENT AGREEMENT Mayor Garder announced that the purpose of the Special Council meeting was to discuss the riverboat gambling development agreement with Becker Gaming Group. Councilman Benton moved to take the agreement under advisement and to meet at a future date to discuss, second by Councilman Halsey. After further discussion, motion was withdrawn. 1 City Counselor Allen Garner distributed to Council members two letters, dated August 13, 1993 from Attorney Michael P. Riley, which critiqued the proposed agreement with Becker Gaming Group. Councilman Wrigley moved to share the letters with members of the Becker Gaming Group,second by Councilman Halsey and approved. City Counselor Allen Garner responded to questions from the Council and commented on points raised by Mr. Riley in his letters. Councilman Green moved to approve the amendments to the agreement as presented at this meeting,second by Councilman Wrigley and approved by the following roll call vote: Aye: Bernskoetter, Bertel, Byrd, Green, Haake, Nilges and Wrigley Nay: Benton and Halsey 155 SPECIAL COUNCIL MEETING, AUGUST 17, 1993 1 l BILLS PENDING 11 BILL 93-70, AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, I !AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CAPITOL QUEEN AND CASINO, INC., A WHOLLY OWNED SUBSIDIARY I OF BECKER GAMING GROUP FOR RIVERBOAT GAMBLING DEVELOPMENT AND OPERATION.
