SPECIAL COUNCIL MEETING, SEPTEMBER 10, 1993
The Special Council Meeting of September 10, 1993, was called to order at 11:30 A.M.
Iwith President Pro Tempore Chris Wrigley presiding.

I! The following Council Members were present:
ii Present: Benton, Bernskoetter, Bertel, Byrd, Estes, Green, Haake and
Wrigley
j Absent: Halsey and Nilges
11 A quorum was declared present.
The following staff members were present: City Administrator Dave Johnston, City
Counselor Allen Garner, Finance Director Bette Wordelman, Fire Chief Robert
Remick, Parks & Recreation Director Bill Lockwood, Environmental Sanitation
Supervisor Charlie Lansford and City Clerk Debbie Cheshire.
President Pro Tempore Wrigley announced the purpose of hte meeting was to discuss
the 30 day moratorium requested by Representative Gracia Backer on behalf of
} residents of North Jefferson City affected by the flood. City Counselor Allen Garner
requested guidance from the Council on what activities could, or could not, be
pursued by City staff members. Resolution RS98•21, as amended, was presented
to Council for approval.

The resolution was further amended as follows:
1. Reconsider the City's plan on October 4, 1993 unless earlier action
would be appropriate.
2. During the period from and after passage of this resolution until
11 October 4, 1993, no commitment shall be solicited from individuals for
their participation under the proposed plan.
7. Staff shall proceed with applications to State and Federal agencies for
assistance.
8, Staff shall suspend curb side pickup service in all areas affected by the
flood.
9. Staff shall continue to enforce health and nuisance regulations of the
City where appropriate.

Add: This resolution shall be enforce and affect from and after its date of
passage until October 4, 1993. !t

Councilman Green moved for approval of Resolution RS98-21, as amended, second
11 by Councilman Bernskoetter and approved.
