HomeMy Public PortalAbout96-27 Councilman Presents the following Ordinance Seconded by Councilman AMENDING CHAPTER 4 OF THE CODE OF THE BOROUGH OF CARTERET ENTITLED "ADMINISTRATION OF GOVERNMENT" BE IT ORDAINED by the Mayor and Council of the Borough of Carteret that Section 4-20 of the Code of the Borough of Carteret shall be amended as follows: SECTION 4-20C. Department of Engineering A. There shall be a Department of Engineering. The Head of which shall be the Borough Engineer. He/She shall be appointed pursuant to Law. B. The Borough Engineer shall, prior to his/her appointment, possess a Professional Degree in Civil Engineering from a recognized College and a license as a Professional Engineer issued by the State of New Jersey and also a Certified Municipal Engineer. He/.she shall also have had prior to his/her appointment at least fifteen (15) years of supervisory engineering experience in the design maintenance and construction of civil engineering projects, including the preparation and review of construction plans and specifications. C. As compensation for his/her duties, the Borough Engineer shall receive a salary per annum as provided in the Salary Ordinance, payable in the same manner as other salaried Borough employees are paid, which may be increased by the Mayor and Council. D. The Borough Engineer shall devote his/her full time and attention to his/her duties during the usual business hours of the Borough government. He/she shall supervise all of the divisions of the Department of Engineering and its employees and with the assistance of his/her subordinate employees, he/she shall perform all duties imposed upon said Department. He/she shall not perform any work relating to professional engineering within the limits of the Borough of Carteret except his/her duties for the Borough. E. The Department of Engineering shall: 1) Provide all engineering services as directed by the Mayor and Council required by the various departments, offices, boards, bodies or agencies of the Borough government with the assistance of such consultants, if any, as may from time to time he authorized by the Mayor and Council within ~ ~ available appropriations. NO. 96-27 PAGE 2 2) Except for construction of new buildings and structures, direct and supervise the preparation of plans and specifications for public works contracts, assist in the letting and performance of such contracts and authorize progress payments pursuant to contract. 3) Maintain the Tax Map for the Department of Assessments in a current status and get recorded thereon all changes in character of the property assessed from information provided pursuant to Law.
