Prayer was offered by Councilman Bertel followed by the Pledge of Allegiance. '! The following Council Members were present: Present: Benton, Bernskoetter, Bertel, Byrd, Estes-Benward, Green, Haake, j Halsey, Nilges and Wrigley II A quorum was declared present. 1!: PRESENTATIONS FROM THE GALLERY: I' Councilman Green introduced Chief Petty Officer James Campbell who serves on the USS JEFFERSON CITY submarine. Chief Campbell represented the officers and crew at a fundraiser held on October 17; the proceeds from that event will be used for ! expenses incurred in bringing 14 officers and crew members to Jefferson City in late October. Ron Lurie, 740 S. Decatur, Las Vegas, NV, representing Becker, Incorporated, reported their application for a gaming license has been submitted to the State Gaming Commission; a contract has been signed with an architect to design the boat; a contract with the shipbuilder for constructing the Capitol Queen will be signed on October 21; the wetland study as well as the archeological, hydrology, historical and all necessary i studies required by the Corps of Engineers have been started. Mr. Lurie stated that the project was about 30 to 45 days behind schedule due to the flooding this summer but he believes that time will be made up as the project progresses. The land-based facility is being designed at this time. Mr. Lurie indicated that he will continue to provide reports to the Council on the project development. E Councilman Green asked Mr. Lurie if the projection for the arrival of the boat and completion of the facilities by next June or July was correct. Mr. Lurie advised that the boat was on schedule and the anticipated date for delivery was mid-June of 1994. + Based on the studies and the Corps permit, a July 1994 opening is projected. II Councilman Halsey asked if the application submitted to the State Gaming Commission was for operating dockside or cruising. Mr. Lurie replied that the application was submitted for cruising operation Councilman Halsey inquired if the boat would be docked in a stationary position. Mr. Lurie responded that all applicants indicated in their application that if at some future time the State Gaming Commission allows permanent dockside operations that the Capitol Queen would apply for that type of operation. Mr. Halsey asked about the status of the convention center. Mr. Lurie ,'. reported that the topographical study and survey of the convention center site is ff ti 191 REGULAR COUNCIL MEETING, OCTOBER 18, 1993 underway and the projection for opening of the facility is nine months from the day the boat is opened. Gary Higgins, 134 Douglas, appeared before the Council to speak in favor of Bill 93- 101. Mr. Higgins expressed concern about restaurants and public buildings providing a smoke free area for individuals with medical problems. Linda Landon, 611 Bel!ridge Drive, representing the River Bluffs Audubon Society, appeared before the Council to speak in favor of Bill 93-101. Ms. Landon believes the bill will provide protection for non-smokers and smokers and property from involuntary exposure to cigarette smoke. Lucy Sjoblom, 1307 Moreland, representing the Environmental Quality Commission, appeared before the Council to speak in favor of Bill 93-101. Ms. Sjoblom encouraged the Council to adopt Bill 93-101 in order to bring City code in compliance with state law. Pets Gibson, 835 Southwest Boulevard, appeared before the Council to speak In favor of Bill 93-101. Mr. Gibson discussed the effects of smoking on many members of his family and friends. Newman as probationary police officers e) Approval of reimbursement of expenses for Councilmen Mary Estes- f Benward and Tom Benton (Missouri Municipal League annual meeting) f) Approval of reimbursement of expenses for Mayor Gardner(Missouri Municipal League annual meeting) Councilman Halsey asked that remarks by Council members during discussion be 1 included in the Council minutes. 192 REGULAR COUNCIL MEETING, OCTOBER 18, 1993 Councilman Green moved to amend Councilman Estes-Benward's expense report to Include $36 for parking, second by Councilman Bemskoetter and motion was approved. Councilman Byrd moved for approval of the Consent Agenda as amended, second by Councilman Green and approved. I Councilman Green stated that he was pleased to note, based on the financial I statements for September, that the sales tax revenue has increased since the flooding and that the City is in a solid financial position. City Vehicle Use by Mayor. The Mayor shall have the use of a City vehicle throughout the term of the Mayor. The vehicle shall be prominently marked as a City vehicle. All expenses associated with the provision of the vehicle shall be reflected in the budget appropriations for the office of the Mayor, by way of example in the 1993-1994 budget line items 7000 0010 Purchase of Vehicles, 2015 0020 Vehicle Maintenance and 1540 0200 Gas, Oil, Anti-freeze, etc. The vehicle shall only be used in accordance with Section 19-8 of the Personnel Policy Manual. NEW BUSINESS: Councilman Nilges reminded the 'Council members of the October 21 Finance Committee meeting and that a special City Council meeting will be held immediately i upon adjournment of the Finance Committee meeting. The starting time for the , Finance Committee meeting was changed to 7:30 p.m. I Councilman Wrigley asked if November 2 would be convenient for conducting the final interviews for the position of City Clerk, Councilman Estes-Benward stated that she would be unable to attend on that date.
