HomeMy Public PortalAbout19931101 207 REGULAR COUNCIL MEETING, NOVEMBER 1, 1993 The Regular Council Meeting of November 1, 1993, was called to order at 7:30 p.m. with Mayor Louise Gardner presiding. ;f Prayer was offered by Councilman Bemskoetter followed by the Pledge of Allegiance. • • The following Council Members were present: Present: Bemskoetter, Bartel, Byrd, Estes-Benward, Green, Haake, Halsey, } and Nilges Absent: Benton and Wrigley A quorum was declared present. PUBLIC HEARING: A public hearing was held for the proposed rezoning of property at 1309 Fairgrounds Road from PUD, Planned Unit Development, and RA-1, Multi-family Residential, to C-2 General Commercial (relates to Bill 93-120). No one appeared in support or opposition to the proposed rezoning. Councilman Nilges moved to amend 93-111 to include rather than delete the positions of Police Captain and Assistant Fire Chief among those City positions in which the incumbents must live within the corporate boundaries of the City of Jefferson as listed in Section 4-9 of the Personnel Policy Manual. (b) Applicants appointed to the classes listed below must be residents of the City of Jefferson, reside on property owned by the City, or move within the corporate boundaries of the City within six (6) months of appointment. All direct moving expenses will be paid by the City. RESOLUTIONS: Councilman Bartel moved to approve Resolution RS93-23, supporting Congressional action regarding unfunded federal mandates. Second by Councilman Green and approved. UNFINISHED BUSINESS: Councilman Bemskoetter and Halsey discussed the length and content of Council minutes, ;' NEW BUSINESS: Councilman Green, on behalf of Councilman Wrigley, reminded the Council members of the Executive Session for the purpose p rpose of interviewing City Clerk candidates scheduled for 7:30 p.m. on Tuesday, November 2, 1993. "! i I' '.1 f j 1 i1 214 REGULAR COUNCIL MEETING, NOVEMBER 1, 1993 Councilman Green read a letter from Commanded Michael Flentje expressing appreciation for the hospitality extended to the crew members who visited Jefferson City recently. Mayor Gardner reminded the Council members of the breakfast meeting hosted by the Jefferson City Area Chamber of Commerce on Wednesday, November 3, at the Capitol Plaza Hotel. Mayor Gardner announced the appointments to the City Council-Parks and Recreation Commission Ad Hoc Committee; the Council representatives will be Councilmen Nilges, Halsey and Bemskoetter and the Commission representatives will be Anne Lock, Gene Bushman and Brad Hutchison. Councilman Haake moved to approve the appointments to the City Council-Parks and Recreation Commission Ad Hoc Committee. Second by Councilman Bertel and motion was approved. Councilman Green discussed the impact of the summer flooding on Adrian's Island and requested that Marty Brose contact the Corps of Engineers and report to the Council on the status of the island. Councilman Halsey suggested that the members of the Deborah Cooper Trust should also be contacted to see what they want to do about the project. APPROVAL OF EXECUTIVE SESSION MINUTES: Councilman Green moved for approval of the Executive Session minutes of October 4, 1993; second by Councilman Bertel and approved.
