HomeMy Public PortalAbout19931220 227 REGULAR COUNCIL MEETING, DECEMBER 20, 1993 1 The Regular Council Meeting of December 20, 1993, was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Byrd followed by the Pledge of Allegiance. The following Council Members were present for roll call: Present: Bemskoetter, Bertel, Byrd, Estes, Green, Haake, Halsey, Nilges Absent: Benton, Wrigley A quorum was declared present. Mayor Gardner announced that Councilman Tom Benton has returned home from the hospital following surgery. The Mayor introduced Ms. Linda Hunter, the new Convention & Visitors Bureau Director for Jefferson City. PUBLIC HEARING: A public for rezoning property at 1524 Southwest Blvd. had been appropriately posted, but did not appear on the agenda. No one was present to speak on the rezoning request, PRESENTATIONS FROM THE GALLERY: The presentation of the December Commercial Landscape Design Award went to Country Kitchen. Mr. Tom Anderson of Country Kitchen was present to accept the award. Mayor Gardner encouraged Jefferson Citians to tour the city and view the spectacular Christmas decorations at both homes and businesses. The next presentation was from the Cable Quality Commission and TCI Regarding the cable franchise extension. Councilman Bertel stated that the Mayor had asked her to temporarily serve on the Commission until Councilman Benton returns, and stated that Lawson Phaby and Chris Kam were scheduled to speak. Since Mr. Phaby was not present to represent the Commission, Allen Gamer was asked to provide information about the Commission's activities in its past meetings. Mr. Garner detailed the make- up of the Commission, the subcommittee created from it, and the issues it has been addressing. He also stated the subcommittee hoped to have reached some conclusion and present a report to the Cable Quality Commission at its January 20 meeting. t t kl 228 REGULAR COUNCIL MEETING, DECEMBER 20, 1993 2 Mr. Chris Kam was present to speak on behalf of TCI, and answered questions from the Council regarding their concerns with the high volume of constituent complaints about TCI's quality in Jefferson City. "" Councilman Halsey requested reconsideration of the removal of the TCI payment drop box at the McCarty Gerbes East location. Members of the Council advised Mr. Kam they hoped to see TCI's quality and service improved markedly if the franchise is extended. Watts Questions to Staff were asked by Councilman Wrigley regarding item (b), by Councilman Nilges regarding item (d), and Councilman Bemskoetter regarding item (f). After discussion, Councilman Bemskoetter moved to withhold items (b) and (f) for separate consideration, and to approve the remainder of the Consent Agenda, second by Councilman Green, and approved. Item (b) - purchase of tractor: Councilman Green moved to approve item (b), purchase of tractor, second by Councilman Bertel, and approved with Councilman Bemskoetter I I voting "nay." 1 Item (f)-purchase of sludge spreader: Councilmen Bemskoetter, Wrigley and Nilges 1! voiced objection to the lack of information received by Council prior to such purchases. ANNOUNCEMENTS BY MAYOR: Mayor Gardner distributed to Council Members copies of a letter of resignation from Mr. Donald Owens from the Library Board, and a letter of interest to serve on that Board from Mr. Sidney Dulle. She requested that the rules be suspended for approval of Mr. Dulle so that he could begin serving in that capacity immediately. Councilman Wrigley moved for suspension of the rules and approval of Mr. Dulle to the Library Board, second by Councilman Green, and approved unanimously. Councilman Bemskoetter recommended that the City utilize more health care preventive programs for its employees. Councilman Green suggested that any anticipated changes in employee benefits that will affect their take-home pay should be brought to the Council's attention in the future. Councilman Haake requested that Bill 93-121 remain on the Informal Calendar. RESOLUTIONS: Resolution RS93-28, authorizing application to FEMA for Flood Plain Waiver regarding the Becker Gaming Group river front gambling casino project, sponsored by Councilmen Byrd and Green. Councilman Byrd moved for approval of the resolution, second by Councilman Green. Councilman Haake asked that the Council be informed why this resolution was needed. Mayor Gardner stated that there were representatives present from the Becker Gaming Group to make a presentation to the Council and answer any questions they might have, and called for a five-minute break in the meeting before these presentations begin. Council reconvened after a five-minute break. The following representatives of the Becker Gaming Group were present: Randy Scharr of Jefferson City, Bruce Becker and John Spare of Las Vegas. Architect John Spare showed architect's rendition of the aesthetic proposal to the Council. Councilman Niiges thanked Becker for supplying copies of the proposal to all the Council members, and requested that any future information be made available as well. Councilman Halsey asked for clarification of the money to be spent, whether it included the proposed convention center, to which Mr. Becker answered that it did, Councilman Halsey also thanked Becker for its efforts to improve communications to the Council since Becker's last meeting at City Hall, and advised the City to "stay away from the Capitol" after session begins, and not to involve itself in negotiations there. Councilman Haake stated he felt Becker was deviating from its original proposal in regards to the restaurant facility and the plans to "cruise" the boat rather than remain permanently docked. After further discussion, Councilman Green moved to amend Resolution RS93-28 to approve the aesthetic design of the land-based operation as per the photos to be attached to the resolution. Second by Councilman Niiges, and approved. Councilman Byrd restated his original motion to approve Resolution RS93-28, and Councilman Green restated his second. The resolution was approved, as amended.
