REGULAR COUNCIL MEETING FEBRUARY 7j 1994
The Regular Council Meeting of February 7, 1994, was called to order at 7:30 P.M. with
Mayor Louise Gardner presiding.
Prayer was offered by Rev. Philip Rodman, followed by the Pledge of Allegiance.

The following Council Members were present for roll call:
Present: Bemskoetter, Bartel, Byrd, Estes-Benward, Green, Haake, Halsey,
Nilges, Wrigley
Absent: Benton
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Mr. Dan Massie, 310 Ellis Blvd, Jefferson City, was present to speak regarding the
riverboat issue. He distributed pictures taken in the 1950`s of riverboats, and
explained how the water level and ice on the river affects the boats.
Mr. Jack West, 1007 Boonville Rd., Jefferson City, was present to speak on the
riverboat Issue. Mr. West voiced his opposition to the Mayor and City Council to
riverboat gambling for both social and economic reasons which he outlined.
PUBLIC HEARING
A public hearing was held on the issue of rezoning property located on West Mokene
Road. Mr. David Brydon was present to represent the Capital Queen and Casino, Inc.
to answer any questions. No questions were posed to Mr. Brydon.

Councilman Halsey stated that he had planned to ask for suspension of the rules on
Bill 93-157, but he wished to take a poll of each individual councilman to ask their
opinion about suspending the rules. After each councilman expressed his/her opinion,
Councilman Halsey stated that, since it seemed to be the unanimous consensus of the
council members present to wait until the Missouri State Legislature makes its final
decision on this issue, he did not wish to request suspension of the rules at this time.
He stated that if the City does have to hold a special election on this Issue, the election
costs would be substantially more than if it were on a regularly scheduled election
ballot.
Mr. David Brydon asked permission at this time to have a point of personal privilege to
speak on this Issue. The Mayor and City Council stated they had no objections to Mr.
Brydon's presentation at this time. Mr. Brydon then introduced Mr. Byron Fox, Attorney
at Law, Kansas City, MO, representing the Becker Gaming Group. Mr. Fox spoke on
behalf of Becker and answered questions of the Council regarding the proposed
riverboat project. Councilman Halsey asked for assurance that Becker did indeed plan
to build a convention center as part of their agreement, to which Mr. Fox replied that

the convention center Is In the stages of planning and development, and will be built as
agreed.,

Councilman Wrigley stated that he had originally planned to ask for suspension of the
rules on Bill 93-158, but did not wish to do so at this time In order that further
Information could be Incorporated Into the bill before the next meeting.

Resolution R593-35, sponsored by Councilman Nilges, pertaining to the Americans
with Disabilities Act. Councilman Nilges moved for adoption of RS93-35, second by
Councilman Green, and approved.

Councilman Green asked a question of Finance Director Bette Wordelman regarding
the interest which the City Is paying on its parking revenue bonds. Ms. Wordelman
replied that she expected a re-evaluation report within the next week or so. Mr. Green
encouraged the Finance Dept. to keep an eye on the City's bonds in order to save the
City money on Interest.
Councilman Nilges asked a question regarding budget changes that had previously
been discussed between Mayor Gardner, City Administrator Dave Johnston, Betty
Wordelman, and himself. City Administrator Dave Johnston responded that he and Ms.
Wordelman are still working on the issue, Councilman Nilges requested that the
Information be sent to all the Council members as well as to himself.
Councilman Halsey asked that City Administrator Dave Johnston Include information
regarding small buses versus large buses In the transportation study which Is currently
being performed. Councilman Halsey stated he is still seeing a lot of empty buses on
their routes, and that If we use buses on Saturdays, the small buses might be the more
economical choice,
Councilman Halsey stated he had spoken with Representative Carl Vogel, and he told
Mr. Halsey of Governor Carnahan's efforts to get 1993 flood funds for the City of
Jefferson. Councilman Halsey stated that Governor Carnahan's efforts should be
recognized by the City.
Councilman Bernskoetter asked a question regarding the City's Insurance carrier
responding to inquiries and claims In a timely manner. Allen Garner responded that the
person(s) had been sent a letter stating the status of their claim.
Councilman Green asked Public Works Director Marty Brose the status of the condition
of painted intersection lines at Hwy. 179/Stadium Blvd,, Stadlum/Missourl Blvd,,
Southwest/Missouri Blvd, and Rex Whitton Expressway/Missouri Blvd. He requested
that this matter be addressed, because the lines are not visible, thus making the
Intersections dangerous. He also asked Mr. Brose to try to persuade the State
Highway Department to install reflectors in the lanes, Mrs. Brose stated he would
continue to monitor the matter and see what could be done to speed up the process.

real estate and litigation, motion was seconded by Councilman Halsey, and'approved
by the following vote:
