The Regular Council Meeting of August 15, 1994, was called to order at 7:30 P.M. with
Mayor Louise Gardner presiding.
Prayer was offered by City Clerk Phyllis Powell, followed by the pledge of allegiance.:;

to Single Family Residential. No one wished to speak on this public hearing.
b) Rezoning 2.07 Acres rear of 2103 & 2107 Blair Drive from General
Commercial to Planned Unit Development. No one wished to speak on this
public hearing

Jefferson City Police Officers Steve Weaver and Randy Dampf were presented a
Medal of Honor for Valor in the Line of Duty.
Jefferson City Police Officers Mark Edwards, Mervin Seidel, Sergeant Mike Wagers +
and Sergeant Steve West were presented a Meritorious Service Award.
Jefferson City Police Chief Gary Kempker was presented a Meritorious Service
Award.
Clyde Lear, 408 Oak Valley Court, spoke to the Council on behalf of the Ad Hoc
Charter Review Committee and presented that committees recommendations.
Councilman Jerry Green made a motion that the recommendations be tabled until the ';':_ -;,za ;..
Council has had time to review the minutes of the committee's meetings, seconded by
Councilman Halsey, and approved. '
Richard Powell made a presentation regarding the report of the Transit System
Study and the recommendations for modifications as a result of the study.

The Consent Agenda consisted of the following items:
a) Minutes of August 1, 1994, Council Meeting
b) Approval of Width of Driveway Approach for FAB Builders
c) Bid 1483 - Cemetery Maintenance, Planning & Code
After a discussion of Bid 1483, Councilman Nilges moved to rebid that item, seconded
by Councilman Estes-Benward. Councilman Green moved to amend the motion to
allow the contractor to provide services himself or to subcontract the services A
seconded by Councilman Bertel. Councilman Jackson asked City Counselor Allen ',;;. :
Garner to voice his opinion regarding the actions these motions represented, after
which Councilman Halsey moved to table the motion until such time that the City
Counselor and Staff have had an opportunity to review the proposal, seconded by
Councilman Jackson. Motion to table previous motions was approved.
Councilman Byrd then moved to approve Items (a) and (b) of the Consent Agenda,
seconded by Councilman Bertel, and approved with Councilman Green abstaining from
voting on Item (b).

seconded by Councilman Halsey, and approved.

Councilman Green asked about funding or the D.A.R.E. ,. .:•.;..,..'' '.
9 program, to which Mayor E
Gardner replied that the program was included in the budget which she planned to
present to the Council tonight. She stated her proposed funding of the program would
come from the $200,000 which Becker Gamin had given to the City.
Councilman Nilges asked Fire Chief Rennick for an update regarding the practical
tests. Chief Rennick replied that those should be completed sometime the end of this E
week. ,
