' The Regular Council Meeting of September 6, 1994, was called to order at 7:30 P.M.
with Mayor Louise Gardner presiding.
Prayer was offered by City Clerk Phyllis Powell, followed by the pledge of allegiance.

Representatives from W. F. Corroon Company made a presentation on the
classification and pay plan study recently conducted by them for the City. The
;.; presentation was followed by a period of questions and answers by members of the
Council.
Mayor Louise Gardner requested the Council to allow her to make a special
presentation at this time which was scheduled for "Mayor's Announcements" on the
agenda. There were no objections to the Mayor's request for moving this special item
forward on the agenda:
Mayor Gardner then stated that "Smokey Bear" was present and asked that he come ' .;';'
forward ici be presented with a certificate of Honorary Citizenship to the City of
Jefferson. She congratulated Smokey on his 50th birthday and thanked him for his f ''
work in promoting safety in our community and communities nationwide for the past 50
years.
Jack Deeken, 1705 Greenberry Road, was present to speak about his bid for the
cemetery maintenance.

Bob Hawkins 111, 700 E. Capitol, was present to speak about the acts of vandalism at
the city cemetery the previous weekend. He stated the amount of damage to the
cemetery has been roughly estimated at $50,000, and stated Council may wish to
consider fencing the cemetery to prevent, or at least greatly impede, future acts of
destruction.
Chip Buckner, 612 E. Capitol, was present to speak about the work of the Jefferson ;
City Historic Preservation Committee. He urged better communication between the
City and the Committee to assure that the Committee's work receives proper priority.
Councilman Chris Wrigley stated he would be willing to work with the Committee, but `
that he has only heard from the Committee on one occasion since becoming a member Y,
of Council, and agreed with Mr. Buckner that better communication was probably
needed.
There being no further presentations from the gallery at this time, Councilman Green
moved that the Council recess for a short break, motion was seconded by Councilman
Bertel, and approved unanimously at 8:50 P.M.

Council was reconvened at 9:00 P.M. by Mayor Gardner.
The Consent Agenda consisted of the following items:

Councilman Byrd moved for approval of the Consent Agenda, seconded by Councilman
Bertel. Councilman Jackson stated his concerns with the change order provisions in
items (d) and (e), and reiterated his feeling that the City needs to change its method
' from providing for change orders to designating a certain amount as a "contingency of
funds" in such contracts. He requested that the method be changed immediately to
reflect this. Motion to approve the Consent Agenda was then approved.

The Council Members are invited to participate in a Golf activity at Fort Leonard
Wood on September 29, 1994.
TCI has informed the City that, effective November 1, 1994, its rates for Basic service
would be decreasing from $9.66 to $9.64, but that rates for Extended Basic service ;:
i would be increasing from $10.30 to $10.42.
Information is available from the U.S. Conference of Mayors pertaining to City-State
Lobbyists if anyone is interested in receiving or viewing it. �{E:t;,• ,
A letter of invitation has been received from the Capitol Queen Casino to tour the
riverboat on September 8. After discussion, Councilman Green moved that anyone
i wishing to go on the trip should feel free to do so, but not at the expense of the City.
Motion was seconded by Councilman Halsey, and approved with Councilman Jackson
voting "Nay."

RS94-23, five-year capital improvements program, Sponsored by Councilman
Nilges: Councilman Nilges stated that he wished it understood that the resolution is not
intended to be "set in concrete" in order to allow flexibility to handle problems as they
arise. Councilman Nilges moved for adoption, seconded by Councilman Green and

Councilman Estes-Benward stated she had participated in a tour of the wastewater
facilities and thanked all City personnel involved.
A discussion was held regarding schedule changes in the upcoming Finance f
Committee meetings. Dates agreed upon at this time were September 12, 15, and 20.

Councilman Halsey asked Allen Garner for an update on the Hancock II issue.
Councilman Chris Wrigley and Rick Nilges left the Council chambers at this time.
After Mr. Garner gave Mr. Halsey what limited information he had available with him,
Councilman Halsey requested that Mr. Garner provide the Council with a position paper
on this issue for the next meeting.
Councilman Halsey stated his opposition to using any of the money from riverboat
gambling o support the DARE program because he felt it sends a wrong signal 9 pp p 9 g to
the community to use the money for such programs,

Dave Johnston, City Administrator discussed Bid 1483, cemetery maintenance, at this
time. Councilman Jackson stated his opposition to allowing a bidder to come into
compliance with bid specifications after the bid has been received. After further
discussion, Councilman Green moved to reject all bids and the project be rebid at this
time, seconded by Councilman Nilges, and approved, with Councilman Jackson voting
Nay
Councilman Wrigley reminded City staff that the pipe containing a wire outside the City
Hall building has still not been buried according to Code. ; .

Councilman Estes-Benward announced we have a contract with Laidlaw and
encouraged the public to utilize the recycling program, and gave the following
address of facilities performing free recycling for citizens not wishing to participate in
Laidlaw's curbside service: 610 Mulberry, and 609 Hilda.
Dave Johnston, City Administrator explained the situation with the inter-city bus
terminal building. He stated that he and Public Works Director Marty Brose planned

to talk with Sho-Me Bus Lines to negotiate alternatives and bring the report of those •e.;,:,
negotiations back to the Council at their next meeting. '`' `^ '

Personnel
The annual performance review of Police Chief Gary Kempker was discussed. The
City Administrator recommended a meritorious increase of 3%. Councilman Chris
Wrigley moved and Councilman Randy Halsey seconded the motion to approve the
recommendation. Motion was approved unanimously.
