'` "js± `2?! ry± ±G ' ' i`i`i:::# ?{ The Regular Council Meeting of October 10, 1994, was called to order at 7:30 P.M. with Mayor Louise Gardner presiding. Prayer was offered by Councilman Bill Byrd, followed by the pledge of allegiance. »< ::;::: ............................................. ........................................................ The following Council Members were present for roll call: Present: Barnicle, Bertel, Byrd, Estes-Benward, Green, Haake, Halsey, Jackson, Nilges and Wrigley :;:-: Absent: None {' A quorum was declared present. Councilman Halsey requested that City Counselor Allergy Garner meet with Mr. Hans Overton (who is scheduled to speak as part of PRESENTATIONS FROM THE GALLERY) to see if his problem is one of concern for the City or a personal problem. Mayor Gardner asked if the Council had an objection to Mr. Halsey's request. Mr. Dave Donnelly, 2542 Highway C, Co-chairman of Committee for Responsible Government, was present to speak in opposition to the Hancock II Amendment. _. Mr. Dan Bernskoetter, 2417 Scenic, was present to speak in opposition of the City Council adopting a resolution on the Hancock II Amendment. [City Counselor Garner advised that he had met with Mr. Overton and determined tliat his remarks are general and address a concern that is present in the City.] Mr. Hans Overton, 422 Union Street, was present to speak on his concern about racism in Jefferson City. Mr. Robert Kelsick, 2734 Ridgemont Drive, was present to speak on behalf of the Missouri Highway and Transportation Department about the plans to widen ramps and install traffic signals on Clark Avenue. He indicated that the ramps will be widened from 18 feet to 24 feet. Signals will be located at both the ramp terminals and at Elm Street and Miller Street. Because Elm and Miller Streets are located so close to the ramps, the two sets of signals will operate as one signal. It is requested that 100 feet of parking be removed on both sides of Clark Avenue north of Miller Street in order to accommodate a left-turn lane. In addition, the lighting for the interchange will be updated. The work will be done without closing Clark, Miller or Elm. Councilman Halsey stated that he felt it was important to hold a public hearing so the citizens of that area and those who use the ramp have a right to know what is planned for this project. ` Nick Luetkemeyer, 714 Rock Hill Road, was present to speak in favor of the Hancock II amendment. Reverend Gary Parker, was present to speak in opposition to riverboat gambling. Mr. Allen Spear, spoke in opposition of riverboat gambling. V ' Mr. Rollin Chapman, 528 Mesa, expressed his opposition of riverboat gambling. .' ' Mr. Jack West, 1007 Boonville Road, urged the Council to hold another vote on eu : riverboat gambling. Rev. Gene Rooney, 1421 Dixon Drive, was present to speak in opposition to riverboat gambling. The Consent Agenda consisted of the following items: a Minutes of September 19, 1994, Council Meeting I b� Bid No. 1489 - HVAC System for Airport, Public Works/Airport c) Bid No. 1499 - Security System for City Hall, City Administrator d) Bid No. 1501 -Aud•it Services, Finance Department e) Reappointments to Cable Quality Commission: Frank Newell and Grayson Peters, terms to end June 1997 f) Approval of request by St. Marys Hospital for a 50 foot drive off of Bolivar Street g) Approval of reimbursement of expenses for Councilman Mary Estes-Benward (co-composting presentation) h) Approval of reimbursement of expenses for Mayor Gardner (U. S. Conference t of Mayors Board Meeting, Knoxville, Tennessee) i) Approval of reimbursement of expenses for Mayor Gardner (MML Conference) Councilman Nilges asked that Bid No. 1501 for Audit Services be removed from the ;.. Consent Agenda and discussed at the Finance Committee meeting scheduled for October 1.1, 1994. Councilman Byrd moved for approval of the Consent Agenda, except for Bid No, 1501 (item d), seconded by Councilman Haake. Motion to approve the Consent Agenda was approved. Councilman Wrigley made a motion that upon completion of Bid No. 1489, HVAC -- System for Airport restaurant, an itemized listing of the job plus any change orders including any request for change orders, either verbal or in writing as well as the rationale for the change orders. The October 1994 issue of Athletic Business featured Memorial Swimming Pool with a photo and article and commended the Parks and Recreation Commission and Parks staff on a job well done. Councilman Wrigley seconded the motion which was approved, with Councilman Wrigley voting "Nay." Councilman Haake requested that City staff determine if property owners south of the Missorui River (i.e. Lincoln, Johnson and Grant Streets) are interested in the buyout program and to ensure they have an opportunity to participate in the program. Solid Waste -- Councilman Estes-Benward reported that 844 residents are participating in the curbside recycling program offered by Laidlaw Waste Systems. Councilman Barnicle commended the Safe Community Committee for the work it recently completed. He made a motion that the City Council establish a six-member F committee of three Council members, City Administrator Dave Johnston, Police Chief Gary Kempker and Planning and Code Enforcement Director Keith DeVault to study the neighborhood plan used by Independence, Missouri, and to make a recommendation at the Council meeting of November 21, 1994. Councilman Jackson seconded the motion which was approved. Councilmen Byrd, Bertel, Halsey, Estes-Benward and Barnicle indicated they would be interested in serving on this committee, rd . .SM t Councilman Halsey asked if the prices at the two City swimming pools were different. City Administrator Johnston advised that the admission price at•Memorial Swimming Pool is higher because there are more features available. Councilman Halsey-asked why the door on the men's restroom had been removed. r City Administrator Johnston responded that the City is working on compliance with ADA and that renovations to the doorway are being made to allow the door to swing in the opposite direction: Councilman Wrigley asked if the City was held to compliance with ADA in all instances.
