The Special Council Meeting of November 15, 1994, was called to order at 12:00 noon

with Mayor Louise Gardner presiding. .

Bill 94-134, sponsored by Councilman Nilges, entitled: • "
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING A BUDGET.::
AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF
NOVEMBER 1, 1994, TO OCTOBER 31 , 1995, AND APPROPRIATING MONEY IN
THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY

GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET.
Bill 94-134 was read third time by title and placed on final passage. Councilman Nilges
moved to amend Bill 94-134, page 4, Section 10.32, Equipment and Expenses, by
reducing the amount by $120,000.00. Motion was seconded by Councilman Green.
Councilman Wrigley moved to amend the amendment as follows: that the $120,000.00
be put into reserve and held there until such time as we (the Council) get a listing of
what refurbishments are necessary to provide safety modifications to the ladder truck,
and a solid figure is given to us (the Council) and that it be brought back to the Finance
Committee to make possible amendments to the budget. Motion was seconded by
Councilman Bertel, and approved. Councilman Nilges's amendment, as amended, was
then approved. Councilman Wrigley then asked Councilman Nilges to explain the
additions of FTE's in Bill 94-134. Councilman Wrigley then asked for unanimous
consent of suspension of rules of procedure to ask questions regarding Bill 94-139.
There were no objections to Councilman Wrigley's request. After discussion,
Councilman Green moved, seconded by Councilman Barnicle, to vote on each
additional four personnel in Bill,94-134 as individual items. Councilman Wrigley called
• for the question on the motion. Call for the question was approved. Councilman
Green's motion was then defeated by the following roll-call vote:
