NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for engineering services related to the Noe Street Area Drainage Study Phase I & B, in a total amount of x28,750.00 billable in accordance with T &M's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. It is our understanding that the Borough wishes to evaluate the current flooding problems that occur in the vicinity south of Noe Sheet, Cooke Avenue, and surrounding local sheets for the drainage area which ends at Perishing Avenue. The area drains via a 48" pipe and flood gates into Noe's Creek which in tun drains into the Arthur Kill. Our proposed scope of services is broken down into two phases as follows: Phase I — Field Reconnaissance R. Field Survey We will visit the site to understand the flood problems and limits. As part of this reconnaissance, we will identify exiting inlets that need to be cleaned and internally televised and inspected to determine current conditions of the drainage system. In addition, based on this field work, a field survey of the tributary drainage collection system, which collects runoff and affects local flooding, will be conducted. Survey data will be collected to identify pipe sizes, types, inverts and top of grate elevations. Survey data will be based on State Plane Coordinates and tied to the existing Borough topographic base map, to update the current mapping. 2. Phase 11 We will use the information gathered under Phase I and prepare a hydrologic and hydraulic analysis to determine the existing design parameters, existing conditions, and limits of flooding. A summary report will be provided to the Borough for review and comment. Data will be collected from state and county sources and FEMA to conform limits and additional potential sources of flooding. We anticipate studying the effects of the 2 -year, 10 -year, 25 -year, 50 -year and 100 -year storm events. Conceptual plans and details will be provided for the Alternatives. Recent Field Observations On June 28, 2012 TRM staff visited the site within the Borough to identify areas of major concern from historic flooding. Based on our initial field reconnaissance and interviews with DPW personnel, the preliminary areas of concern are outlined below. Downstream end of the triple culverts (48 -inch pipes) discharging to the tributary stream to the Arthur Kill. The system continues up to Pershing Avenue. Local roadway low points trap the flows and do not have adequate drainage from potentially undersized pipes with flat slopes. As a result the system appears to flow under pressure and the hydraulics losses in the pipes collection system causes the water to surcharge and backs up out of the inlets inundating the area. Debris observed in the collection system also diminishes the capacity to convey the flows downstream. The system discharges into a tidally influenced ditch tributary ( Noe's Creek) to the Arthur Kill. It appears that during periods of high tides the system surcharges. A combination of high tides and heavy rains cause severe flooding. Based on observations and conversations with Director of Engineering there appears to be an area just downstream of the collection system adjacent to the municipal lot on Pershing Avenue that could serve as a detention basin to help attenuate the area runoff. There appears to be other areas adjacent to the nearby Dog Park that could also serve to provide detention and attenuate the flows. The Noe's Creek also appears to have some silt and sediments that could be cleaned to help provide improve flow capacity during low tidal events to help improve the outflows from the drainage system downstream of the flood gates. As part of this program we will identify other obvious areas of concern in the immediate vicinity as found. This may include tributary areas which convey flows from the other two culverts adjacent to the 48 -inch outfall from the system tributary to Noe Street, as well as the flood areas designated on the FEMA flood insurance maps. Scope of Services, Phase I The scope of services herein for this initial phase of work is limited to Field Reconnaissance, and Filed Survey to identify the collection system conveying flows downstream. The information gathered will be used to supplement the Borough's base mapping and update the collection system information. Task 1. Background Information — Review existing storm sewer mapping and Aerial Topographic Mapping within affected flood areas. T &M will also review historical records such as Borough documents on past flooding history in the area. Field Reconnaissance — Perform a Field Reconmaissance of the flood prone area to further identify potential sources of flooding. T &M will perform the following: a. Search for existing high water marks to be used for hydraulic analyses. b. Based on observations of the existing drainage systems recommend areas to be TV inspected and /or cleaned. c. TV inspection will be provided by others. The Borough shall notify all property owners within the project limits and obtain right -of -entry agreements as necessary for T &M personnel to inspect existing storm sewers on private property. T &M will coordinate with the Borough DPW for cleaning of the storm sewer system and TV inspection. The TV inspection work will be geared to identify possible pipe failures, root infestation, or silt/ sediment buildup within the area of flooding. T &M will review TV videotapes and identify potential problems in a written report to the Borough. Task 3. Field Survey — Land survey will be performed to identify and confirm pipe inverts, pipe sizes, and to supplement the Aerial Map ( Basemap). The information will be shown on the base map. The following will be performed: a. Establish GPS control on the streets /sites to be surveyed. b. Traverse and carry the elevations with the data collector. c. Set a Bench mark on each street. d. Plot right -of -way from Tax Maps. e. Obtain storm sewer inverts, pipe sizes, inlet grate elevations, and manhole cover elevations, were accessible from ground level. Assume 40-structures on the roads listed. f. The Aerial Mapping will be used as the project basemap and existing structure locations. The basemap will be prepared at a scale of 1 " =40'. g. Obtain inverts and sizes of the tidal gates, for the three culverts. Obtain downstream inverts and section at the outfall end of the three 78" Culverts crossing under Industrial Highway. h. The Borough shall provide all Access /Right of Entry Agreements for T &M personnel to enter private property. i. No field location of existing property corners is proposed under this scope of work. Police Assistance is anticipated for the survey on Pershing Avenue, Industrial Highway, and Roosevelt Avenue. Two days is anticipated. The Borough will need to provide an Aerial Topographic Mapping of affected areas with minimum of two foot contour intervals. It is assumed that the mapping will identify visible survey datum and bench marks in the project site to tie into. T &M will coordinate this effort to prepare the base map. It is anticipated that DPW will clean the inlets identified under Task 2 and the pipe cleaning and TV inspection will be performed by others under the direction of the Borough. Proiect Schedule — Phase I T &M Associates will begin work on this project within two weeks upon written authorization to proceed. We anticipate completing this initial phase of work in 90 -days following authorization to proceed weather permitting. T &M Associates will work closely with the Borough so that the project is completed expeditiously and on schedule. Task 1 - Background hnformation Task 2 - Field Reconnaissance Task 3 - Field Survey Fee Schedule —Phase I October 2012 October to November 2012 December 2012 T &M will provide the above -noted Phase I Study services for an estimated cost not to exceed $14,750. This fee excludes the Aerial Mapping as well as TV inspection work that will be provided by others. Phase I Scope of Services described above shall be billed in accordance with the Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges in our current annual engineering services agreement. Task I Background Information Task 2 Field Reconnaissance Task 3 Field Survey Scope of Services, Phase II 5 1,500 5 4,200 S 9,050 Total $14,750 The scope of services offered herein for this phase of work is limited to preparation of Engineering Analysis for the Existing Conditions Plan and an Engineering Report summarizing our findings. The Scope of Services to be provided under the Phase B Study is presented below: Task 1. Develop Hydrology for the Watershed - Develop Preliminary runoff tributary to the flood zone. Hydrology will be developed assuming full development in the tributary sub - watershed for the areas of concern as necessary, using PONDPACK and /or HEC -I and TR55 with the new SCS 24 -hour Rainfall for a Type III storm. T &M will also obtain and use the FEMA and /or NJDEP data for the areas of concern as necessary. This information along with Field Reconnaissance and existing data gather will be used to help identify potential problems. We will prepare the following: a. A Preliminary Drainage Area Map indicating the points of concern including Tc paths, CN numbers and area summary. Develop Drainage Area map tributary to the existing inlets. c. Prepare Pipe calculations to determine an area of potential bottlenecking /undersized pipes /observed flooding limits. d. Areas of potential flood mitigation /improvements /iiereased pipe sizes. e. A Preliminary Hydrologic and Hydraulic model indicating the runoff to the existing points of concern. f. Prepare Existing Conditions Plan. Task 2. Report Preparation - Prepare a report summarizing the findings of our field investigations and preliminary hydrologic and hydraulic analysis. Project Schedule —Phase II T &M Associates will begin work on this project upon written authorization to proceed and after completion of Phase I. We anticipate completing this phase of work in 60 -days following authorization to proceed. Task 1 - Develop Hydrology for Watershed December 2012 - February 2013 Task 2 - Report Preparation January 2012 — February 2013 Fee Schedule — Phase H T &M will provide the above -noted Phase H Study services for an estimated not to exceed fee of $14,250. This fee excludes the Aerial Mapping as well as TV inspection work that will be provided by others. Phase II Scope of Services described above, shall be billed in accordance with the Schedule of IIourly Billing Rates and Schedule of Miscellaneous Charges in our current annual engineering services agreement. Task 1. Develop Hydrology for the Watershed $11,500 Task 2. Report Preparation $ 2,500 Total $14,000 The total estimate fee for the services covered by Phases I and H is $28,750.
