AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT
WITH CME ASSOCIATES, CONTRACT ADMINISTRATION SERVICES
FOR RECONSTRUCTION OF BOROUGH PARKS DAMAGED BY HURRICANE SANDY
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
regard to contract administration services for the reconstruction of Borough parks
damaged by Hurricane Sandy; and
WHEREAS, CNIE Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed 550,000.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
' 1. The proposal from CME Associates for engineering services in rogard
to contract administration services for the reconstruction of Borough
parks damaged by Hurricane Sandy, at a total cost not to exceed
$50,000.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(l)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department and CME Associates.

Dear John:
We are pleased to have the opportunity to present our proposal for professional
engineering services for the above - referenced project. Our office recommended award
of the project to Applied Landscaping Technologies, Inc. of Montville, NJ in the amount
of $1,647,520.00. This fee estimate includes additional construction phase services to
reflect the additional work added to the contract.
With this in mind we offer the following scope of services:
Contract Administration Services
Our office will provide contract administration of said improvements throughout the
contract time including the following services:
a. Contract preparation including review of bonds, insurance certificates and project
manning reports;
b. Attend preconstruction meeting;
c. Provide assistance with interpretation of contract documents;
d. Review shop drawings for site - related items;
e. Provide construction observation services;
f. Prepare contractor punch lists;
g. Review and prepare pay estimates.
Fee Estimate for Services: $50,000.00

Exceptions
• Any engineering work beyond the scope outlined above will be considered extra.
Said fees will be based on the hourly rate or a fixed fee mutually agreed upon
writing.
• The above - quoted fees will be in effect for a period of twelve (12) months from the
date of this proposal; however, the fees on the hourly rate schedule are subject to
change by January 1 of each year.
Should you accept our fee estimate, kindly provide a purchase order or professional,
services resolution authorizing same.

continue working with you in providing the professional services you require.
