Purpose & Agenda 10:00 – 10:05 FY17 Budget Development Set FY17 Tentative Budget Personnel costs 10:05 – 11:00 2% Market adjustment - 1% merit adjustment in FY17 Salary survey data received and analyzed Overall market deficit – 6.13% down from 6.9% FY14 survey despite FY16 3% market increase Twelve positions – actual salary is below range minimums Equity adjustments recommended for 5 positions that were greater than 10% below minimum Health Insurance Renewal Blue Cross – HR received an updated verbal quotation of rates closer to a 23% increase than the 20% in the FY17 draft Increase is based upon a high loss ratio for the current year Sent back to underwriting to review based upon additional information provided by HR No responses from other health insurance providers at this time No change in EE share – 100% of increase passed on to City in the current draft Public Comment 11:00 – 11:10 Property Taxes 11:10 – 11:20 3% increase - no foregone amount WORKING LUNCH Sandwiches, chips, cookies, fruit, & drinks will be provided at about noon. Commerce Street Project Introduction 11:20 – 12:30 Presented by Nathan Stewart, City Engineer and Bryan Foote, Horrock’s Engineering FY17 Local Option Tax 12:30 – 1:20 Finalize the FY17 Local Option Tax awards Review Capital Improvement Plan 1:20 – 2:20 Finalize FY17 CIP projects City Council Deliberation 2:20 – 3:20 Set FY17 Tentative Budget 3:20 – 3:25 Recommended action: “Set the FY17 Tentative Budget” FY17 Budget Development Next Steps 3:25 – 3:30 Council Work Session on July 18 (if Tentative Budget is not adopted on July 15), will be evening work session (time to be determined) FY17 Budget Public Hearing on August 11, 6:00 pm FY17 Budget Adoption on August 25, 6:00 pm ADJOURNMENT Americans with Disabilities Act Notice: The City Council meeting room is accessible to persons with disabilities.
