I am notifying you about the availability of flood insurance for your property located at
908 Jones Avenue, Tybee Island, Georgia 31328. As a participating community in the National
Flood Insurance Program (NFIP), the City of Tybee Island, has agreed to establish and implement a
floodplain management program to ensure any development in the floodplain is constructed in a
manner that is safe from flooding and complies with the locally adopted floodplain development
ordinance.
According to information provided by the City of Tybee Island to the Department of Homeland
Security's Federal Emergency Management Agency (FEMA), which administers the NFIP, your
property has been designated as meeting the requirements of the City of Tybee Island's floodplain
management ordinance. I am happy to inform you that flood insurance availability has been restored
for your property and designated as eligible for flood insurance through the NFIP.
Previously, your property was designated as not meeting the minimum requirements for the local
floodplain ordinance. As a result, it was declared ineligible for flood insurance in accordance with
Section 1316 of the National Flood Insurance Act of 1968. Section 1316 prohibits the availability of
flood insurance where there is a violation of State or local laws, regulations, or ordinances that are
intended to discourage or otherwise restrict land development or occupancy in floodprone areas.

As per our conversation today of the structure located at 908 Jones Ave, Tybee Island Ga.
is listed on FEMA's 1316 list, which makes the structure ineligible for flood insurance.
You wanted a list of what would need to be removed from the flood zone area so house
can be reinstated and qualify again for flood insurance. The following is a list of items
and materials that will need to be removed and corrected to begin the process of having
the house reinstated for flood insurance.
Small storage area:
1. Washer and dryer needs to be removed and located above flood.
2. Water heater needs to removed and located above flood.
3. Electric panel in that area appears to be above flood line and OK. This can be
verified with Elevation Certificate.
4. Hydro -vents installed. One square inch of open to one square foot of enclosed
area. And placed on opposing walls.
Larger fmished area:
This area has been finished into a separate apartment and the following items and
material needs to be removed.
1. Sheetrock and paneling on the walls removed to the base flood elevation. There
are flood zone approved materials that are allowed for use in this area. If needed a
list of these materials can be provided.
2. Electrical outlets removed or placed above flood elevation on GFI.
3. Kitchen cabinets and equipment removed. Sink drain line plugged and capped.
4. Bathroom removed. Shower, tub, sink and toilet removed and all drains plugged
and capped. Some flooring material may need to be removed if possible.
5. This area returned to storage only and hydro -vents installed in all areas as
required.

6. Any conditioning of this area removed as well, such as, heating and air
conditioning equipment. Outside condensing unit needs to be elevated at or above
flood on a platform of some type.
There may be other items and materials that were not listed are noted at the time of
my inspection, but in the course of the removal of the above list can be looked at
during the work.
A permit will be needed before any work is started and inspections to verify
compliance of flood zone requirements completed.
Once this is completed, inspected and approved, this department can start the process
to have the structure removed from the FEMA 1316 list and be eligible for flood
insurance again.

Dear Mr. Cook,
On Monday April 24, 2006 I met with you at the location listed above. An inspection of
the structure was conducted for compliance with Tybee and FEMA Floodplain rules and
regulations needed to remove this structure from the National Flood Insurance Program
(NFIP) listing of 1316 properties.
As per my letter to you dated January 3, 2006 I listed those items and materials that
would need to be removed or corrected to have this structure reinstated for flood
insurance.
On February 14, 2006 you applied for and received permit # 06 -79 for the removal of
items and materials, and bring the area below flood into compliance with NFIP
requirements. My inspection has found that you have completed the removal of those
items and materials needed and has been brought into compliance.
As a result of this, I will be drafting a letter and other documents needed to have this
structure removed from NFIP 1316 listing and restated to qualify and eligible for flood
insurance under NFIP. This information will be sent to Janis Mitchell with FEMA office
in Atlanta, Ga.

Dear Mrs. Mitchell,
This office was contacted by Mr. Chris Cook in January of 2006 on the property listed
above. Mr. Cook is the current owner and was aware that the existing structure on this
property was on the NFIP listing of 1316 properties.
I met with Mr. Cook at this site to inspect and list what items and materials would need to
be removed or corrected to comply with floodplain requirements. Mr. Cook applied for
and received permit # 06 -79 on February 14, 2006. On Monday April 24, 2006 I
conducted an inspection of the structure for compliance with Tybee and NFIP
requirements and the correction needed completed.
The following items and correction have been noted:
Washer and dryer have been relocated upstairs.
Water heater elevated on platform above flood.
Electric panel is above flood.
Electric outlets removed or put on GFL (block walls)
Sheet rock removed to BFE.
Kitchen cabinets and equipment removed.
Bathroom has been removed and all drains both in kitchen and bath area plugged,
sealed and concreted.
Window unit (A/C) has been removed.
Hydrostatic vents installed as required.
This area has been turn into storage and meets the requirements to be reinstated as
compliant With Tybee, NFIP and FEMA rules and regulations.
I have included new Elevation Certificate showing the correction also. I have also drafted
and sending a rescission letter on this structure.

Dear Mr. Cook,
As per our conversation today of the structure located at 908 Jones Ave, Tybee Island Ga.
is listed on FEMA's 1316 list, which makes the structure ineligible for flood insurance.
You wanted a list of what would need to be removed from the flood zone area so house
can be reinstated and qualify again for flood insurance. The following is a list of items
and materials that will need to be removed and corrected to begin the process of having
the house reinstated for flood insurance.
Small storage area:
1, Washer and dryer needs to be removed and located above flood.
2. Water heater needs to removed and located above flood.
3. Electric panel in that area appears to be above flood line and OK. This can be
verified with Elevation Certificate.
4. Hydro -vents installed. One square inch of open to one square foot of enclosed
area. And placed on opposing walls.
Larger finished area:
This area has been finished into a separate apartment and the following items and
material needs to be removed.
1. Sheetrock and paneling on the walls removed to the base flood elevation. There
are flood zone approved materials that are allowed for use in this are If needed a
list of these materials can be provided.
2. Electrical outlets removed or placed above flood elevation • GFI.
3. Kitchen cabinets and equipment removed. Sink drain]: • - plugged and capped.
4. Bathroom removed. Shower, tub, sink and toilet re • wed and all drains plugged
and capped. Some flooring material may need to be removed if possible.
5. This area returned to storage only and hydro -vents installed in all areas as
required.

6. Any conditioning of this area removed as well, such as, heating and air
conditioning equipment. Outside condensing unit needs to be elevated at or above
flood on a platform of some type.
There may be other items and materials that were not listed are noted at the time of
my inspection, but in the course of the removal of the above list can be looked at
during the work.
A permit will be needed before any work is started and inspections to verify
compliance of flood zone requirements completed.
Once this is completed, inspected and approved, this department can start the process
to have the structure removed from the FEMA 1316 list and be eligible for flood
insurance again.
