HomeMy Public PortalAbout2007.04.05 AAC Minutes City of McCall Airport Advisory Committee April 5, 2007 — Minutes The meeting was called to order at 1202 local with members Gordon Eccles, Dan Scott, Rick Harvey, John Seevers, Eric Hagen, City Council liaison Don Bailey, and Airport Manager John Anderson present. Members of the public in attendance included Brian O'Morrow, Hugh McNair, Mike Anderson, and Kathy Poston. Election of Chairman: John Seever's asked that an election for the position of Chair be held. Chairman Seever's was re-elected to the Chairmanship with 4 votes in favor and one abstention. Minutes: ➢ The minutes from the March 1 , 2007, regular meeting, were reviewed and approved Public Comment: ➢ No Public Comment was forthcoming. Airport Manager's Report: 1. Current Events: Discussions included progress of annual tie-down receipts; self reported landing fees, Merlin incident, and budget year to date. Business: East Hanger Project- Update: Mike Anderson (Hangar Solutions) gave an update. They have sold all but three or four of the smaller hangars and the large hanger that was relocated. Paving will take place in April or May once the asphalt plant opens. Landscaping is proceeding in coordination with the City of McCall. At this time Hangar Solutions will supplement a landscaping grant that the City of McCall has acquired, with Hangar Solutions equaling the amount they had previously intended to use for landscaping. There is interest by the City of McCall to oversize the storm drain to take care of drainage upstream from the airport. The additional expense would be taken care of by others. 2. Lease Activity. Miller-Poston Hanger Proposal. It was noted that this will be on the City Council agenda Aprill2 for approval. 3. Sewer discussion — Mike Anderson discussed the possibility of forming an Urban Renewal District for the airport, and properties surrounding the airport as one tool to fund part of the project. It was discussed that sewer connected to the airport should probably consider lands as far south as Elo Rd. as all the properties fronting highway 55 will likely developed in the future 4. Through the Fence- The AAC was notified that we have received information from Judd DeBoer that he is working with John McKeown to propose a "Through-the-Fence" operation at McCall. It was noted that public airports are not required to allow access to an airport from private lands. If they do allow access, several requirements must be met. Including: a written agreement that has a term that likely is not longer than hangar lease agreements; requirements that the through-the-fence operator abide by all grant assurance, present and future, that the airport is required to abide by, and abide by minimum standards as well as rules and regulations; that the agreement have termination for cause processes; that the agreement provide for minimum amounts of liability insurance; that the agreement provide for payment of fees to operate and maintain the airport that is at least parity with on airport owners and operators, this would likely be somewhere between 20%-33% of the annual airport operating budget; that the through-the-fence operator collect and remit landing fees, fuel flowage fees, and future fees that may be placed including car rent fees, food and beverage fees, service fees, etc.; That rates and charges have a renegotiation clause at least every five years; and that any agreement is subject to review and approval by the Regional office of FM. 5. Airport Layout Plan and Airport Zone. The Airport Layout Plan was reviewed and it was agreed that it should go forward as presented. The MC discussed the merits of changing the zoning for the airport from Industrial, wherein the airport is a non conforming/not permitted use, to Airport, wherein airport and airport uses are allowed. The AAC voted unanimously to recommend approval of the airport zone to the Planning and Zoning commission and to City Council. A subcommittee of John Seevers, Rick Harvey, Mike Anderson, and Brian O'Morrow was formed to advocate for the zone change. 6. Minimum Standards. No activity. . 7. Airport Open House Day. Saturday July 7 was agreed upon as a date to set up an open house that has been requested by City Council to in part replace the local activities associated with the McCall Family Fly-In that has been cancelled. Rick Harvey was tasked with arranging for the Idaho National Guard to bring up military aircraft for static display. Tamarack has expressed interest in bringing in a Beech 1900 and a Brasilia so that people could see what air carrier aircraft would look like.
