HomeMy Public PortalAboutAAC February minutesCity of McCall Aviation Advisory Committee Meeting Minutes February 5, 2009 The meeting was call to order at 12:05 by the chairman, Walt Lee. Also in attendance were AAC members Dan Scott, Rick Fereday, Eric Hagen, Gordon Eccles, and Airport Manager, John Anderson. Members of the public included Brian O’Morrow and Rik Poston. The minutes from the January 8, 2009, AAC meeting were approved unanimously. Airport Manager’s Report: AIP 15 Snow Removal Equipment— A grant offer for AIP 15 has been received for Snow Removal Equipment Phase I, but the cost is unknown. The City Council is expected to accept the offer at their February 12th meeting. Issues: The actual cost could come in at a value higher than the Project of $156,000+, which includes the 5% grant match. Options: 1) Purchase the equipment, even if the bid is more than the total available and then be reimburse out of a future entitlement grant, or 2) have the contractors hold the bids for 90 days. The bid opening date is February 17th; 3 bids expected. Of note, the equipment of choice is an all wheel drive tractor with a PTO front and back, and also has four attachments available: 1) a snow broom, 2) a snow blade, 3) a dirt bucket, and 4) a snow-blower unit. Equipment Update— both the Oshkosh and the Kenworth have had recent repairs made, and are now in good working order. Winter Update— The runway is bare and dry, due to a combination of good work including the use of a small borrowed snow broom in December and now a relative lack of snowfall since. If needed, urea in pellet form is available from the golf course as an aid in removed thinly compacted snow and ice, at $1200/ton, with perhaps two applications available per ton. Urea will work down to +10º F, but is best at +20º F and up. Current Business: Instrument Approaches: FAA process on approaches— according to Chris Pomeroy of T-O Engineers in his Feb. 3rd memorandum to the committee, “while a vertically-guided approach does not appear to be in the immediate future for McCall… a new LP approach procedure may be another option.” FAA process on departure procedures— a new MYL departure procedure is being worked at the FAA. Status is bouncing back and forth from “under development” to “in rework.” The DP will be amended with new T/O minimums and departure obstacle-clearance requirements per FAA order 8260.46C. NDB Decommissioning— as the NDB is shown on the current departure procedure, the NDB will not be decommissioned until the new procedure is in place. Next step— ask Chris Pomeroy “what else can we do?”, to help the approach process (ODALS?). Town Hall Meeting on Airport Issues— will be held February 19, at 6:00 P.M. in the basement of the bank building. Through-The-Fence— The subject will be discussed at the February 12 City Council meeting, but it is not likely that an action will be taken by City Council until after the February 19 town meeting on airport issues. Brian O’Morrow mentioned that the business partners are looking to have the agreement completed by the end of February. The Committee’s advice to the City Council is reflected in the wording of the agreement. It was acknowledged that the Council could/would contact us again, if more advice was sought. Taxiway Environmental Assessment: Next meeting is tentatively scheduled for March 5 (5:30-7:00). Next Airport Advisory Committee meeting: to be held on March 5, 12:00 noon, at Legion Hall. The meeting was adjourned at 1:40 P. M.
