HomeMy Public PortalAbout20101202aacm City of McCall Airport Advisory Committee Monthly Meeting Minutes December 2, 2010 1. The meeting was opened at 12:06 p.m. by Chairman, Walt Lee. In attendance were John Anderson, Airport Manager, and Rick Fereday, Dan Scott, and Rik Poston, committee members. Mike Anderson (Hangar Solutions) and Kevin Bissell (Toothman-Orton Engineers) were also in attendance. 2. Rik Poston was welcomed as our newest committee member! 3. Minutes from the November 4th monthly meeting were approved unanimously. 4. Public comment : Mike Anderson reported Ben Gau has been doing a great job, with airport snow removal. 5. Winter Carnival Helicopter Rides running a commercial helicopter-ride operation during the 2011 Winter Carnival, : Dennis Charney, of Eagle, is interested in using the Airport Manager’s building as a base of operations ($5 paid to the City for each passenger). Concern was expressed at last year’s carnival by several citizens on the safety considerations of Mr. Charney’s hovering over buildings (FAA safety standards require a constant motion over congested areas, in order to auto-rotate to a safe landing, in the event of engine failure). The Committee resolved that John Anderson should talk with Mr. Charney to ensure that standards are complied with, if approval is given by the City to operate. 6. Environmental Assessment : The recently completed Executive Summary, which will be presented to the City Council on December 16th, was reviewed. The Committee was of the opinion that the engineering and cost data clearly reflected that the 400’ option was the best, and yet the firm, paid by the city to determine and recommend the best option, fell into line with the initial Council decision of 300’. Recommendation was made that John should request a reconsideration of the option selection by the engineers. The ensuing calendar and actions are: • The summary would next be reviewed by the FAA and then sent back to us. • The City would hold a public hearing, with a court recorder noting all comments. • The assessment would be returned to the FAA, for a record of decision. • Appeal time would be set. • With assessment confirmation, land acquisition starts (one year estimate). • One year planning time required before construction is started. 1 7. Snow Removal Equipment Building • A Neighborhood Meeting was held November 30th. No significant issues. : • The Notice of Proposed Construction is due to FAA by mid-January. • Design Review by the McCall Planning & Zoning would occur in early February. • Form 7460 (Airspace Review) to be completed. • Airport Layout Plan (ALP) to be reviewed. Dan Scott made the following observations and recommendations: • The site plan should be current for depicting the building’s size/placement, using Taxiway E’s (OFA Group III) design standard. • The depicted location is too far to the south (hard turn to the hangar). • Flipping the building 90 degrees would achieve a better flow and be safer. John Anderson agreed “to take another look” at the building’s location. 8. Engineering-consultant selection process accordance with FAA and State criteria. : Toothman-Orton was selected, in 9. Runway Reconstruction • Work has stopped until Spring. : • Some manholes and grates still need to be tested. • The contractor is crushing aggregate for next year’s runway reconstruction. 10. Airport Code Overhaul • AAC comments have been sent to the planning director. : • No further action is anticipated until late January. • 3D Part 77 map is being prepared by City GIS: -- includes heights up to 2,000’ AGL within 300’ of the airport. -- determines uses & setbacks (shadow on ground; produces conical surfaces). 11. The meeting was closed at 1:30 p.m. The next monthly meeting will be on January 6th, 12 noon, at Legion Hall. 2
