Meeting Minutes

Open Discussion and Public Comment
There was no open discussion or public comment.
Approve Minutes from March 5 "" `� F�f e
A motion was made by die to approve the March 5, 2015 meeting minutes.
Mark Thorien seconded this motion. The motion passed unanimously.
AIP 021— Land Acquisition Update
Nate Coyle provided an update stating that revised letters of intent to purchase property
had been provided to landowners in mid -March. He stated that the City is now awaiting a
formal response from landowners.
Summer Maintenance Project — Phase II
Nate Coyle provided an update to this project by stating that the airport would have
access to a crack fill machine in early to mid -May with an anticipated late May
scheduling for application of final markings on the runway and airport surfaces. Nate
Coyle reminded the group that application of final markings on the runway would incur
an estimated four hour closure of the runway.
Valley County Airport Levy Discussion
Nate Coyle stated that he, Mike Anderson, and Rick Fereday continued efforts to review
a potential proposal or presentation for county commissioners. Nate Coyle and Mike
Anderson met with Rob Terry to discuss this effort and Mr. Terry stated that he would be
interested in assisting with the process. It was identified that an update and/or proposal
for presentation would be provided to the AAC at the next meeting in May.
Potential Proposal for Hangar Development
Nate Coyle stated that the airport had been in discussion with Joe Scott regarding a
potential proposal to construct a 23,000 sq/ft hangar in the triangle section of the airport.
A rendering of this potential development along with future hypothetical hangar
development in the triangle section of the airport was presented to the AAC for
consideration and discussion. Nate Coyle outlined a process for coordination of this
proposal stating that he felt the first step was to contact existing hangar/bare parcel
waiting list members to request similar proposals for construction of a hangar. A draft
letter was presented to the AAC, and comments for revision were provided by the group.
Following discussion of the proposal and proposed coordination process Rick Fereday
made a motion to recommend approval of the proposed hangar development as shown on

the rendering provided to the AAC, and issuance of the letter to hangar waiting list
members following inclusion of changes recommended by AAC members. Mark Thorien
seconded the motion. The motion passed unanimously.
Airport Fly -In Update
Nate Coyle stated that the team of planners have continued their work to plan a fly -in and
open house at the airport on Saturday/1 August and the morning of Sunday/2 August.
Nate Coyle stated that the next scheduled meeting was set to occur on Saturday/April 11th
at 10 AM in the McCall Real Estate conference room.
Airport Consultant Qualifications Based Selection
Nate Coyle stated that the 5-year consultant period with T-O Engineers is set to expire in
December of 2015, and presented a draft Request for Qualifications (RFQ) to the group
for review. No comments for revision to the RFQ were made by the group. Nate Coyle
asked for a volunteer from the AAC to sit on the review/selection committee and Mark
Thorien volunteered to assist with the process. Finally, Nate Coyle stated that he would
intend to post/distribute the RFQ in late July for receipt of applications by 31 September,
and selection by 1 December 2015.
Airport Lease Rate Analysis
Nate Coyle handed the discussion over to Joe Corlett and Paul Dehlin for presentation of
an appraisal with a recommendation to set a new hangar/parcel lease rate for the airport.
Following the presentation questions and concerns were introduced by AAC members
and public attendees. After conclusion of questions and concerns, Nate Coyle stated that
he would review comments and have further discussion with the appraisers before
coming back to the AAC for a formal recommendation.
IAA — Treasure Valley Chapter Bike Shed & Bike Share Program Proposal
Nate Coyle identified a proposal from the Treasure Valley Chapter of the IAA for
placement of a shed and bikes on the airport for use by transient pilots at the airport. Nate
Coyle stated that he first wanted to confirm that the fit and use of space was appropriate
for the airport. The group identified that McCall Aviation does have bikes available for
transient pilots which can be requested at the counter, and Dan Scott mentioned that
McCall Aviation could reach out the IAA to offer storage of the bikes in the FBO facility.
Nate Coyle stated that this would be a good step and that if this was not a viable alternate
solution that use of space along the northeastern fence -line could be a convenient location
for this bike shed.
