Meeting Minutes

Dan Scott called the meeting to order at 12:04 PM
Open Discussion and Public Comment
There was no open discussion or public comment.
Approve Minutes from April 2, 2015
Matt Shaddle identified an error in the documented attendance of the April 2, 2015
minutes. A motion was then made by Matt Shaddle to approve the April 2, 2015 meeting
minutes as corrected. Rick Fereday seconded this motion. The motion passed
unanimously.
AIP 021— Land Acquisition Update
Nate Coyle provided an update stating that revised letters of intent to purchase property
had been provided to landowners in mid -March. He stated that the City is now awaiting a
formal response from landowners as requested by the end of May 2015.
Summer Maintenance Project — Phase II
Nate Coyle provided an update to this project by stating that a runway closure was
scheduled for May 18th from 10:30 AM until 3:30 PM for application of a second coat of
markings to the runway. Nate Coyle stated that an update to this project would be
provided at the next AAC meeting.
Valley County Airport Levy Discussion
Nate Coyle stated that a presentation would be provided to County Commissioners on
Tuesday/26 May at 11:15 AM. This presentation would outline the benefits of airports in
Valley County, and would also request that Commissioners consider the county's
investment in airports given the demonstrated importance and economic/tax contribution
produced by these airports. Nate Coyle stated that a follow-up from this presentation
would be provided at the next AAC meeting.
Pending Hangar Sales
Nate Coyle identified two ongoing hangar sales. These transactions included the sale of
Hangar 526 from Paige Walker to Gerald Wortley (owner of a Cessna 180) and Hangar
541 from Frank Bruneel to Charles Schneider (owner of a Cessna 182). Nate Coyle
identified that the lease transactions for these sales would be presented to City Council on
May 14, 2015.

Gem Air Charter Service Discussion
Nate Coyle presented background information regarding ongoing discussions between
the airport and Gem Air. Gem Air is a commercial operator that is interested in providing
itinerant revenue charter services at the airport in McCall. Nate Coyle asked that AAC
members provide feedback regarding the application of minimum standards to Gem Air's
operations at the airport, and the AAC unanimously stated that Gem Air should meet
minimum standards as outlined for a Specialized Aviation Operations Service (SASO)
providing revenue charter services at the airport. Nate Coyle stated that he would
communicate these requirements to Gem Air and ensure a suitable proposal for use at the
airport be applied to comply with minimum standards.
Potential Proposal for Hangar Development
Nate Coyle stated that the proposal for hangar development by Mr. Scott had been
forwarded to all hangar waiting list members, and that no other requests for development
were received by the deadline afforded. Nate Coyle also stated that the next step would
be submission of an engineered design and site plan for design review.
Airport Lease Rate Analysis
Nate Coyle identified that he had captured comments and concerns from AAC members
following the presentation of an appraisal to recommend lease rates by Joe Corlett and
Paul Dehlin, and that a teleconference had been scheduled with the appraisers on May 10,
2015 to discuss these comments. It was stated that an update to the process would be
provided following completion of this teleconference.
IAA — Treasure Valley Chapter Bike Shed & Bike Share Program Proposal
Nate Coyle identified a proposal from the Treasure Valley Chapter of the IAA for
placement of a shed and bikes on the airport for use by transient pilots at the airport. A
potential location for siting of this shed along the northeastern fence line of the airport
was provided to the AAC. AAC members recommended that the proposed siting location
be moved to a spot adjacent to the walkthrough gate in the McCall Aviation Parking Lot.
It was voiced that this would be a more convenient location for use by transient pilots,
and that this location would mitigate bicycle traffic in front of commercial operators at
the airport. Nate Coyle stated that he would coordinated this recommendation with
McCall Aviation and the IAA.
