Park St., McCall, ID 83638 Members Present: Dan Scott, Rick Fereday, Mark Thorien, Mike Weiss, Matt Shaddle Staff: Nate Coyle, Ben Gau, Gene Drabinski Other: Kevin Bissell, Mike Anderson Dan Scott called the meeting called to order 12:05 PM Open Discussion and Public Comment Nate Coyle stated that the information needed to present the lease split for Hangar 208 was not received in time for presentation to the AAC, and that this agenda item would need to be delayed for a subsequent meeting. Approve Minutes from May 1, 2014 Motion made by Dan Scott to approve May 1, 2014 meeting minutes. Rick Fereday seconded this motion. Motion passed unanimously. Airport Expansion Update — AIP 21 Nate Coyle provided an update to AIP 21 stating that Ed Morse had completed review of the landowner's appraisal but had not yet completed his review of the City's appraisal. It was stated that Ed Morse had requested assistance with interpretation of specific rulings as a part of his review, and that this process has slowed his efforts to complete the review. 2014 Airport Maintenance Project Update Kevin Bissell provided an update to the scheduled 2014 airport maintenance project. Kevin provided a reminder of the project scope and stated that a pre -bid conference for this project would be held on 5 June, 2014 with a bid opening to be completed on 19 June, 2014. Airport Hangar Lease Revision Discussion Nate Coyle provided an update from the May 25th work session with Council and presented feedback received from Council members which focused on the first right of refusal clause, an optional snow removal proposal, lease term, lease rate adjustment provisions, and lease assignment provisions. Nate Coyle had stated that Council requested additional information regarding a potential process for utilization of an appraisal to assist with establishing lease rates. An example appraisal utilized by the Bend Oregon airport was presented and discussed. Nate Coyle stated that he would send a copy of this appraisal to AAC members in electronic format following the meeting. Airport Tree Obstructions Nate Coyle presented information regarding tree obstructions that penetrate precision approach path indicator and approach procedure 20:1 surfaces north of the airport. It was stated that the airport is still working with FAA ADO and FAA Flight Procedures experts to determine a way forward regarding the obstructions, but that the end result may result in a request to remove trees and/or provide obstruction lighting where obstructions have been identified. Failure to remedy the issue will result in a notification from the FAA that the PAPIs are not operational (already completed) and that the approach procedure to Runway 16 is not available at night (pending). 1IPa`t e City of McCall — Airport Advisory Committee Meeting Minutes June 5, 2014, 12:00 PM American Legion Hall, 216 E. It was agreed that Nate Coyle would schedule the next meeting when and if he felt appropriate given the potential that many AAC members may be out of town for the 4 July meeting.
