Meeting Minutes

Dan Scott called the meeting to order at 12:04 PM
Open Discussion and Public Comment
There was no open discussion or public comment.
Approve Minutes from May 7,2015
The May 7, 2015 meeting minutes were presented for review. A motion was made by
Rick Fereday to approve the May 7, 2015 meeting minutes. Mark Thorien seconded this
motion. The motion passed unanimously.
AlP 021 -Land Acquisition Update
Nate Coyle provided an update stating that landowners have had correspondence with the
City following issuance of a revised offer but that acceptance of the offer had not been
received. It was mentioned that an executed session would be held with City Council on
July 9th to update the Council on the status of the project.
Summer Maintenance Project -Phase II
Nate Coyle stated that a runway closure had been implemented on June 3rd to complete
the final phase of this project through application of a second coat of paint markings. It
was stated that the work was successful and that closeout paperwork would be
coordinated with the FAA to receive final reimbursement on this project.
Valley County Airport Levy Discussion
Nate Coyle stated that a presentation was provided to County Commissioners on
Tuesday/26 May regarding the importance of airports in Valley County. The members in
attendance were Nate Coyle, Mike Anderson, Rick Fereday, and Rob Terry (Mayor of
Cascade). Nate Coyle stated that a request for an increase in funding from the County to
the airports was made at the end of the presentation, and that McCall specifically
requested an increase from $15,186 to $36,000 annually to support the airport. Mike
Anderson and Rick Fereday commented that the presentation and remarks of all involved
seemed to be received well by the Commissioners. Nate Coyle mentioned that he would
plan to begin providing an annual report to the Commissioners in an effort to inform
them of the impact and need of the County's investment in the airport in McCall. Dan
Scott recommended that the same annual report be provided to the State Aeronautics
Board and Nate Coyle concurred that this idea had good value, and stated that he would
plan to do so in the future.

Pending Hangar Sales
Nate Coyle identified the pending hangar sale of Hangar 544 to Loon Mountain Aviation
LLC. The owner of this hangar, Dave Looney, is a pilot and owns a MaulIN1474 which
will be stored in the hangar.
Gem Air Charter Service Proposal ReviewlRecommendation Request
Dan Scott recused himself from this discussion prior to presentation of this agenda item.
A proposal from Gem Air for commercial operations was presented to the AAC. The
proposal included a request to enter a seasonal commercial lease agreement with the City
of McCall for space within Hangar 101 (owned by the City) for charter operations during
the summer months. AAC members reviewed and discussed the proposal as related to
airport minimum standards, and voiced potential concerns with the proposed parking
plan. It was suggested that Gem Air consider coordinating an agreement with McCall
Aviation for use of parking adjacent to Hangar 101 to ensure a reasonable parking
arrangement for passengers. AAC members recommended inclusion of a vehicle parking
clause within the pending commercial lease agreement where the City would have
authority to approve the parking plan to be utilized by Gem Air. Rick F ereday made a
motion to recommend approval of proposed commercial operations by Gem Air pending
resolution of the identified parking plan concern and pending the AAC's review and
recommended approval of a commercial lease agreement between Gem Air and the City
of McCall. Mike Weiss seconded the motion. The motion passed unanimously. Nate
Coyle stated that he was awaiting the final draft of a commercial lease agreement and
would schedule a special AAC meeting for review ofthe agreement prior to presentation
to City Council.
Potential Proposal for Hangar Development
Nate Coyle provided an update to the AAC regarding development and advertisement of
a request for statements of qualifications and experience for airport planning and
engineering services. Nate Coyle state that the RFQE would be published in the Star
News and sent to a short-list of candidates in late June or early July.
