Right before I left he decided that he would mitigate the tree by planting back inch for inch. I went to this property and his property on Live Oak to verify that the trees were indeed planted. They were planted and he had enough inches to cover the mitigation of this tree. I am sorry that I did not document the file accordingly but he did plant enough trees to cover the mitigation. After a brief inspection of the project, it is our opinion that the project seems to be in substantial compliance with the approved drainage plan with the exception of the following : 1. Because of varying site conditions, a sodded strip was utilized in lieu of swales to prevent run -off from affecting the adjacent property owners on the north side of the site. 2. A small retaining wall was installed on the east and south sides of the project to prevent run -off from effecting adjacent properties. We have accepted these alternates as methods of storm water control. The gutters and downspouts were not installed at the request of the owner. Upon inspection of the roof and as per a brief conversation with the owner, it is our belief that absence of the gutters and downspouts should not cause a problem to the adjacent property owners. If in the future, roof run-off causes problems with the adjacent property owners, gutters and downspouts will be installed at that time. Allen Cc: Annette_Williams0l; Dianne Otto Subject: 205042 Site visit on Friday, March 28th On Friday 03 -28 -08 Joe and I met with Arnold Kimbrel and his Engineer, Mark Boswell. The grassing met the minimum standards for the site stabilization required. According to Mark the site drainage was still to the front after intial retention in the rear against a low bulkhead. This bulkhead was constructed out of 8" wide timbers along the rear property line. This revised drainage concept was implemented to allow large trees along the side lot lines to remain. The permit plans did not show a conflict with these trees. I find the site grading to be acceptable. I recommend that the Engineer's certification letter from Mark describe this changed condition or at least reference our meeting on the 28th. As the driveway is grassed, Joe was to review the edging prior to signing off. Downer I'm good. It is my understanding Joe shares my concerns that: 1) Retention should be bioretention with ground cover and pla nt selections made with regard to their ability to withstand submersion, intense watering and some drought tolerance. 2) Retaining should be by structural methods that are durable (not easily removed) and that do not present an appearance that might motivate the Owners to remove them. I have these concerns over the 6" border at Fred Buck's. However, while Tybee allows and encourages innovative design alternatives we do not have standards related to the items 1 &2 above. Therefore, the two concerns listed ablve are stated for information purposes only. As I reminded Mark Boswell, Engineer for both Kim brell and Buck, ground cover must be established on any project prior to Joe and I signing off. Pine straw suggested as ground cover must be limited to areas outside the areas of storm water retention. One additional option beyond the two Joe and I discussed at the site is for the Engineer to demonstrate on revised or redlined plans (with supporting calculations) that the runoff to the rear across the property of others will not increase up to and during the 25 year storm. Joe and I are open to other options the Engineer may have. On this project, Mark Boswell is of a different opinion than Joe and I. If Mark can demonstrate through suitable calculations that runoff will not increase during a 25 year storm to the properties of other then I can approve the existing site. I am doubtful of that. Based on the existing grading it appears that drainage relief for the rear half of the site is onto the rear of properties to the east. I will accept the site grading when the Engineer can provides documentation to my satisfaction that the constructed site will not increase runoff onto these lots to the east. The site is mostly bare. Neither detention or retention is required if the storm water is routed to the street. Retention by a berm or wall is required to prevent runoff increasing onto the property of others as in this case. Mark has submitted other single family lots with calculations verifying storage of increased runoff. Retention can be as on this lot or 1210Jones. Alternately, retention can be underground as on the Gay lot on 1st street. If there was an acceptable release at the rear then detention would require less storage. As for my comments regarding plant for water absorption, my written statement was no different that previous comments in conversations with Mark at projects such as Howard Reeve's Chatham Avenue minor subdivision. There Joe and I have observed standing water in the the northern most retention basin. It is my understanding that bioretenion is recommended to accelerate the removal or standing shallow water and minimize the associated problems. "I agree completely if this were a commercial site." There really should be two checks of the final site - one before grassing and one after - this way the owner will not have the expense of ripping out sod if all else is not right." Mark is aware of the potential for landscaping to change sites after inspection of bare areas. Joe and I are OK with an inspection prior to stabilization to avoid unnecessary costs in correcting grading errors. However, final approval of the site cannot be given until it is stabilized. This clarification is offered to avoid future confusion on the part of any persons copied and to assist Mark in proceeding with any appeal he may feel warranted. If Mark can demonstrate through suitable calculations that runoff will not increase during a 25 year storm to the properties of other then I can approve the existing site. I am doubtful of that.
