Home My Public Portal Aboutr 13-010Poolution of f � .arQL,. o No. 13 -10 anuar Jy 17 Date of Adoption , 2013 AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT WITH CME ASSOCIATES, FOR RECONSTRUCTION OF BOROUGH PARKS DAaNIAGED BY HURRICANE SANDY WHEREAS, the Borough of Carteret is in need of specialized engineering services in regard to preparation of contract documents, bid phase services and contract administration services for the reconstruction of Borough parks damaged by Hurricane Sandy; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $50,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: f. The proposal from CIVIE Associates for engineering services in regard to preparation of contract documents, bid phase services and 'contract administration services for the reconstruction of Borough parks damaged by Hurricane Sandy, at a total cost not to exceed $50,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(l)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CME Associates. It is our understanding that the Borough of Carteret wishes to reconstruct Waterfront Park due to the damage as a result of Hurricane Sandy. Our office has performed an initial evaluation of the Park and has determined that the overall improvements required are approximately $900,000. In addition to the reconstruction work, our office will evaluate, and if feasible, prepare a sanitary sewer lateral from the waterless Romtech restroom at the park which will connect to the future sanitary main to be installed for the marina. Also included in this contract will be the repair of other parks throughout the Borough due to similar damage from hurricane Sandy. Also included in this scope of work will be the preparation of GIS mapping which will indicate the Advisory Base Flood Elevations on the overall Borough street map. This map will include both the new advisory elevations as well as the existing flood elevations based on the adopted FIRM maps on file with FEMA. With this in mind we offer the following scope of services: Preparation of Contract Documents Work in this phase will include preparation of bid specifications, final construction plans and details to be used for construction of the improvements within the project limits. The deliverable of this stage will be a complete set of contract documents to be used for public bid in accordance with the New Jersey Local Public Contract Law. Bid Phase Services Work in this phase will provide the following services to publicly bid the project in accordance with the Local Public Contracts Law: a.
