HomeMy Public PortalAboutr 13-032�Re0A111florT of Ifle Poro ,, � of Qlaukexe , J�l I Date of Adoption F'('W-urV 2M AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — UPDATED HYDROGRAPHIC SURVEY & DREDGING PLAN WHEREAS, the Borough of Carteret is in need of specialized engineering services in comtection with the updated Hydrographic Survey & Dredging Plan; and WHEREAS, the Borough's Consulting Engineers, T &NI Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $10,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: That the proposal from T &M Associates for engineering services related to the updated Hydrographic Survey & Dredging Plan, in a total amount of $10,500.00 billable in accordance with T &M's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. Reiman Borough of Carteret Municipal Building 61 Cooke Avenue Carteret, N.J. 07008 Re: Updated Hydrographic Survey & Dredging Plan Dear Mayor Reiman: r' ..i A..:;��� ..�r Re: Updated Hydrographic Survey & Dredging Plan Dear Mayor Reiman: February 2, 2013 As you are aware, Ms. Suzanne Dietrick, Chief of the DEP Office of Dredging & Sediment Technology (ODST) is requiring the Borough to update its hydrographic survey being used as the base map for the ferry terminal dredging plan due to the age of the original hydrographic survey which is approximately 6 years old and due to the anticipated movement of sediment at the proposed ferry site due to Hurricane Sandy. In order to assist the Borough in obtaining an updated hydrographic survey, T &M Associates is pleased to present this scope of services and fee estimate to provide the required in water survey. Our scope of services and fee presented herein also provide for a revised and updated dredging plan for the proposed ferry. The dredging plan will need to be redesigned as a result of new Arthur Kill channel depths which were changed by Himicane Sandy. Our proposed Scope of Services is as follows: 1. Hydrographic Survey T &M Associates will commission Hydrographic Surveys, Inc to perform a Fathometric Survey for the subject ferry slip site. Nationally Certified Hydrographers will perform all soundings. The soundings will conform to U.S. Army Corps of Engineers Class I- payment survey standards as outlined in Engineer and Design Hydrographic Surveying manual EMI 110-2-1003 dated October 31 st 1994. The survey will be performed using either the Trimble AgOps 132 or the Starlink 212G /MBA -2DGPS Satellite sub -meter positioning system to determine horizontal location. Hydrographic Surveys, Inc will utilize an Imrerspace 448 Precision Survey Fathometer to collect bottom elevations. The area to be surveyed is approximately 500' x 225'. All soundings to be performed using a 50' x 5' Grid. All soundings shall be expressed in USACOE MLW and plotted on a 24" x 36" plan view drawing. Cross Sections and Base Man Based on the updated hydrographic survey and soundings obtained as described above we will provide existing cross sections for the Arthur Kill in the vicinity of the proposed ferry slip. Following the fathometric work to obtain the cross sections, we will prepare a base map for the project to present existing waterway bottom conditions. Dredging Plan & Quantities Once the cross sections and base mapping have been completed, we will develop a dredging plan for the one and two ferry slip alternatives. Once the Dredging Plan is revised based on the new hydrographic survey, we will also prepare an estimate of dredge material quantities for the final project plan. Project Schedule T &M Associates will commission the work on the hydrographic survey immediately upon written authorization to proceed. We anticipate completing this phase of work in 15 -days following authorization to proceed weather permitting. Once the hydrographic survey and base mapping of same are complete, we will proceed with the dredging plan revisions and complete this work within 15 -days. Fee Schedule T &M will provide the above -noted Hydrographic Survey and Dredging Plan Services for an estimated cost not to exceed $10,500. The Scope of Services described above shall be billed in accordance with the Schedule of Hourly Billing Rates and Schedule of Miscellaneous Charges in our current annual engineering services agreement. We appreciate this opportunity to submit this scope of services for professional services in connection with the Ferry Service Terminal project.
