1. Workshop- Affordable Housing
Mayor Vandernail called the meeting to order at 7:06 p.m.
2. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy
Miller, Brian Cerkvenik, Katie Soles, Parnell Quinn and Kaydee Fisher
3. Approval of Agenda:
Trustee Cerkvenik moved, and Trustee Waldow seconded the motion to approve the
agenda. Motion carried: 7-0.
4. Consent Agenda:
a) Minutes August 11, 2021
b) Minutes August 18, 2021
c) Minutes August 25, 2021
Trustee Cerkvenik moved, and Trustee Waldow seconded the motion to approve the
consent agenda. Motion carried: 7-0.
5. Discussion and Possible Action Regarding:
a) Muse Drive Housing Proposal
Mike Ziehler will work with Town Planner, Trotter to determine what the code will allow
on the property.
b) Disposal Bag Fee and The Drop - Michael
The Town received a grant from CDPHE of $54,000 for the Drop expansion. Once the
expansion occurs the cost to operate The Drop will be reduced. The total income from

the disposable bag fee, pay as you throw trash bags and donations covers about 95% of
the current operating cost.

7. Updates
a) Trustee Waldow discussed the CML legislative recommendations. The Board wants
the real estate transfer tax.
8. Executive Session:
For discussion of a personnel matter under C.R.S. Section 24-6-402(4)(f)(I)
and not involving any specific employees who have requested discussion of the matter
in open session. Town Manager Performance. Including Town Attorney Rod McGowan,
Town Manager Ed Cannon
Trustee Cerkvenik moved, and Trustee Soles seconded the motion to open the
Executive Session at 8:00 p.m. Motion carried: 7-0.
Trustee Miller moved, and Trustee Soles seconded the motion to close the Executive
Session at 8:18 p.m. Motion carried: 7-0.
9. Executive Session:
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4)(b) and For the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e). Regarding Litigation. Including Town Attorney Rod McGowan Town Manager
Ed Cannon, Town Clerk Antoinette McVeigh, Assistant Town Manager Michael Brack,
Town Planner, Catherine Trotter
Trustee Fisher moved, and Trustee Soles seconded the motion to open the Executive
Session 8:23 p.m. Motion carried: 7-0.
Trustee Soles moved, and Trustee Waldow seconded the motion to close the Executive
Session 8:50 p.m. Motion carried: 7-0.
Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B). As the attorney
representing the Town of Fraser, I am of the opinion that the entire executive session,
which was not re rded, constituted a privileged attorney -client communication.

10. Discussion And Possible Action Regarding:
a) Resolution 2021-09-01 Conservation Easement
Trustee Soles moved. and Trustee Miller seconded the motion to approve Resolution
2021-09-01 Conservation Easement allowing any minor amendments to the legal

description as proposed by the surveyor and any minor grammar edits, to be approved
by the Town Attorney and Town Manager. Motion carried: 6-1, Nay Trustee Quinn
11. Adjourn:
Trustee Soles moved, and Trustee Cerkvenik seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 8:58 p.m.
