SUBJECT. DRAFT Fiscal Year 2012 Consolidated Annual Action Plan
Recommendation:
Open public hearing to review and discuss the Draft FY 2012 Consolidated Annual Action Plan. Upon
completion of hearing and community input ,approve the draft FY 2012 Consolidated Annual Action Plan
and make recommendations for approval to Lynwood City Council.
Background:
In order to receive Community Development Block Grant (CDBG) and Home Investment Partnership Grant
(HOME) funds, the Department of Housing and Urban Development (HUD) requires Lynwood to have an
approved Consolidated Plan. The Consolidated Plan serves as a planning document, an application for
federal funds, a strategy to be followed in carrying out HUD programs and an annual action plan on how
grant funds will be spent. In preparation for the annual action plan, the City solicited and received
proposals from service providers and City staff requesting funding to carryout programs and activities for
fiscal year 2012, which begins July 1, 2012 and end June 30, 2012.
The fiscal year's CDBG funds have been reduced by approximately $730,500 and HOME funds have been
reduced by $223,100. As a result, the City is not able to fund all activities /programs in the amounts
available last year, and in some cases, may not be able to fund activities at all. Funds available for FY
2012 -13 are as follows:

On February 15, 2012 a meeting was held by the CDBG Commission to review, discuss and make
recommendations for fiscal year 2012 -13 funding and activities. This information is included in the Draft FY
2012 -13 Consolidated Annual Action Plan. The CDBG Commission's recommendations were based upon
community priorities and funding availability, as follows:

Discussion & Analysis:
The CDBG and HOME program funding applications and FY 2012 Consolidated Annual Action Plan which
includes proposed activities /programs are due to HUD on May 15, 2012. Prior to submitting this document
to HUD, the City must allow for a 30 -day review period of the draft document for public review and
comment. Upon completion of the review period, the draft document will be presented to City Council for
approval prior to the May 15th deadline.
Lynwood City Council, at its discretion and upon review and consideration of all information, may amend
FY 2012 funding recommendations, to further meet community development and housing needs. The draft
Consolidated Annual Action Plan will be available to the public for a 30 day review period, from March 1,
2012 through April 5, 2012.
