Minutes of the January 11, 1996 Meeting
CALL TO ORDER
Chairperson Rodney White called the meeting to order at 6:00 P.M.
PLEDGE OF ALLEGIANCE
Commissioner Edward Pacheco lead the Commission in the Pledge of
Allegiance.
ACKNOWLEDGMENT OF POSTING
Christian Valtierra acknowledged the posting of the Traffic and
Parking Commission Agenda on January 8, 1996.
ROLL CALL
Commissioners Margaret Bright, Rodney White, Edward Pacheco and
Rick Sanchez answered roll call, Commissioner William Cunningham
arrived at 6:15 p.m. Also present was Christian Valtierra from
the Public Works Department.
APPROVAL OF MINUTES
Commissioner Margaret Bright made a motion to accept the minutes
as written, Commissioner Edward Pacheco seconded the motion and
the minutes were accepted as written.
PUBLIC ORAL COMMUNICATION
Mr. Efrin Baca, addressed the Commission regarding the Red curb,
at 12230 Long Beach Boulevard at Burton Avenue. Mr. Baca inquired
as to when this matter would become an item and reviewed by the
Traffic & Parking Commission. Chairman White, acknowledged his
request, and stated that tonight was a special meeting to
address St. Francis Hospital request for a drive -way approach.
He also stated that Mr. Baca's request would be brought up as an
item at the next regularly scheduled Traffic and Parking meeting
to be held on Thursday, January 25, 1996. Mr. Baca gave the
Commission a letter of information, regarding same, and stated
they would be returning on the 25th. of January.
Ms. Margaret Sanders, who resides at 3353 Seminole Avenue,
Lynwood, Ca addressed the Commission, regarding an accident that
occurred at the intersection of Mariposa and Tecumsah Avenue.
She and a group of residents were present at the meeting to
request that a stop sign or some type of traffic control be
installed at that intersection. To prevent future accidents.

St. Francis Hospital driveway approach request.
Mr. Robert Walters, P.E., CFM, Vice President, Facilities, St.
Francis Hospital, addressed the Commission regarding the
alternative drive way approach for the parking structure located
on Martin Luther King Jr. Boulevard.
Mr. Walters explained that this was an alternative plan to
original submittal and said that drive way approach was needed to
relieve overcrowding of exit when student /employees leave the
hospital at certain time of the day.
Staff showed slides and reviewed item with Commission.
Chairperson White, asked if St. Francis had reviewed possibility
of providing off -site parking, Mr. Walters responded that the off
site parking had been studied and there was no property available
close enough to be feasible.
After considerable deliberation Commissioner Margaret Bright
made motion to accept staffs recommendation to approve the
driveway approach. Commissioner Rick Sanchez seconded motion,
and the item passed unanimously.

The Commission was given a brief status of the following CIP's:

The Traffic and Parking Commission was also given a copy of the
Public Works Monthly Report for November, 1995 for their review.

Commissioner Sanchez - Spoke in general of the duties of the
Commissioners. He would like to attend some sort of seminar, if
possible to see what commissioners at other cities are doing,
how to get more response from City regarding residents requests,
etc..
Commissioner Bright, agreed with Commissioner Sanchez, and stated
that she will be contacting other cities to gather information
that may benefit the Commission.
Commissioner White - Also agreed with Commissioner Sanchez,
stating that when a resident appears before Commission, with a
request, that more attention should be paid to that request.
Commissioner Pacheco, inquired about the cars with for sale signs
being parked on Alameda Avenue and Fernwood Avenue, asked that
code enforcement be notified.
ADJOURNMENT
There being no further business, Chairperson Rodney White made a
motion to adjourn the meeting, Commissioner Margaret Bright
seconded the motion, and the meeting was adjourned unanimously at
7:00 p.m.

SUBJECT: REVIEW OF UNCONTROLLED INTERSECTIONS - CITYWIDE
PURPOSE:
To recommend that the Traffic and Parking Commission review the
key items being addressed as part of the study of uncontrolled
intersections in the City of Lynwood and have staff report back
to the Commission at its meeting of March 28, 1996 on the top
ten (10) worse intersections that need traffic safety
improvements.
BACKGROUND:
Staff has conducted a preliminary investigation and has
identified approximately ninety (90) uncontrolled intersections
in the City of Lynwood. These intersections will be ranked
according to accident history, and a comprehensive traffic safety
study will be conducted on the top ten (10) worse intersections.
ANALYSIS:
As part of the traffic study, staff will review the following:
1. Intersection accident history.
2. Intersection geometrics (street widths, visibility).
3. Traffic volumes.
4. Review of any unusual conditions.
Once the intersections are analyzed, they will be ranked.
Included as part of this study, we will look at the intersection
of Mariposa Avenue and Tecumseh. The top ten (10) worse
intersections will be reviewed and recommendations will be made
to improve traffic safety at these intersections. This item will
be brought back to the Commission at its regularly scheduled
meeting of March 28, 1996.
RECOMMENDATION:
It is recommended that the Traffic and Parking Commission review
the key items being addressed as part of the study of
uncontrolled intersections in the City of Lynwood and have staff
report back to the Commission at its meeting of March 28; 1996.

SUBJECT: CONGESTION REDUCTION STUDY FOR EAST /WEST MOVEMENTS
ACROSS LONG BEACH BOULEVARD FROM THE I -105 FREEWAY
TO THE SOUTH CITY LIMITS
PURPOSE:
To have the Traffic and Parking Commission review the East /West
collector streets crossing Long Beach Blvd. for the area south of
the I -105 Freeway and make recommendations on traffic
improvements at signalized intersections.
BACKGROUND:
After the Glen Anderson, I -105 Fwy was opened to traffic, traffic
in the vicinity of Long Beach Blvd. and the I -105 Fwy has
increased due to the on and off ramps located at that location.
The construction of the I -105 Fwy also took away Fernwood Avenue,
the only east /west collector south Imperial Hwy to the south city
limits. East /west bound traffic across Long Beach Blvd. has been
made worse due to the lack of arterials or collector streets
south of the I -105 Fwy that run east /west.
North of the I -105 Fwy, staff has implemented 1 traffic
improvements in the area such as installing new signs, painting
of red curbs, widening of Sanborn Avenue at Long Beach Blvd.,
clearing intersections for improved visibility and east -west
traffic flow, and the installation of a third lane on
Long Beach Blvd. Imperial Hwy and Martin Luther King Jr. Blvd
are main arterials that carry the east /west bound traffic.
For the area south of the I -105, staff has implemented traffic
improvements by installing new signs, painting of red curbs, and
clearing of signalized intersections to,improve east /west traffic
flow and visibility.
Collector streets are normally 40 - 60 feet wide (curb to curb).
The streets south of the I -105 fwy are typically less that 30
feet wide (curb to curb). Nonetheless, staff has reviewing the
signalized intersections to recommend improvements that can be
implemented to improve east /west traffic across Long Beach Blvd.
Included as part of this study, we have looked at the
intersection of Long Beach Blvd. and Burton as requested by the
adjacent property owner.

ANALYSIS:
Staff has analyzed the Long Beach Boulevard corridor south of the
I -105 freeway and the east /west bound traffic at the signalized
intersections of Long Beach Boulevard at Josephine Street, Cedar
Avenue, Burton Avenue and Euclid Avenue.
Lynwood Municipal Code Section 7- 20.12a allows the restriction of
parking on both sides of the street when the street is 30 feet
in width or narrower, and also allows the restriction of parking
on one side of the street on any street that is less than 40
feet.
Josephine, Cedar, Burton and Euclid are the collector streets
for east /west bound traffic crossing Long Beach Blvd. south of
the I -105 Freeway, are 30 - 31 feet in width and currently have
the "No Parking At Any Time" parking restrictions on one side of
these collector streets.
Since these collectors are residential streets and are
approximately 30 feet in width, we have restricted parking on
both sides these collector streets from Long Beach Blvd to the
first bend in the street (see attached) and left the original "No
Parking At Any Time" for one side of those streets for the
remainder of those streets to improve east /west bound traffic and
to clear the intersection.
In addition to the traffic improvements mention above, staff
recommends the following improvements to- further enhance traffic
movement at these signalized intersections:
1. Josephine Street and Long Beach Boulevard
a. Paint double yellow 'lines on the centerline of
Josephine Street from the crosswalks at
Long Beach Blvd. to 50 ft. back.
b. Paint red curb on the south east corner of
Josephine Street and Long Beach Boulevard.
2. Cedar Avenue and Long Beach Boulevard
a. Paint double yellow lines on the centerline
of Cedar Avenue from the crosswalks at
Long Beach Blvd to 50 feet back.
b. Replace faded "No Parking Any Time ", signs at
the north west corner of Cedar Avenue and Long
Beach Boulevard.
C. Repaint faded red curbs at the intersection.
3. Burton Avenue and Long Beach Boulevard
a. Paint double yellow lines on the centerline
of Burton Avenue from the crosswalks at
Long Beach Blvd to 50feet back.

b. Replace missing "No Parking Any Time" sicn
on the north side of Burton Avenue east of
Long Beach Boulevard.
C. Repaint faded red curbs at the intersection.
4. Euclid and Long Beach Boulevard
a. Paint double yellow lines on the centerline
of Euclid Avenue from the crosswalks at
Long Beach Blvd to 50 feet back.
b. Repaint faded red curbs at the intersection.
C. Replace missing "No Parking Anytime" sic-_
on the north side of Euclid Avenue east of
Long Beach Boulevard.
5. For Parking Enforcement Department to conduc= selective
parking enforcement in the area and report back to the
Traffic and Parking Commission of their results in
six (6) months.
RECOMMENDATION:
It is recommended that the Traffic and Parking Commission review
the East /West collector streets crossing Long Beach Blvd. for the
area south of the I -105 Freeway and make recommendations on
traffic improvements at signalized intersections.

include:

4. Will Rogers Elementary
5. Abraham Lincoln Elementary
6. Mark Twain Elementary
7. George Washington Elementary
8. Woodrow Wilson Elementary
9. Theodore Roosevelt Elementary
ANALYSIS:
As part of this traffic /pedestrian safety study, staff will
review the following:
1. The Safest Route to Lynwood Elementary Schools.
2. Review area vehicle /pedestrian accident history
3. Street widths /general visibility.
4. Traffic volumes.
5. Location of crossing guards.
6. Review any unusual conditions that may exist.
Included as part of this study, we will look at a request by
Lincoln Elementary School to review traffic safety around the

CAPITAL IMPROVEMENT PROJECT
December, 1995
1. Public Works Corporate Yard
Project Description:
Construction of City facilities including completion of
Building "B" (Office & Warehouse), and construction of a
portion of building "D" (garage), enclosed, City Vehicle
Parking at the Public Works Corporate Yard at 11750 Alameda.
Budget: Under review.
Project Status:
Needs Council funding.
2. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING)
PROJECT DESCRIPTION
Old Sheriff's Station building will be remodeled as a new
wing to the City Hall, to be used by Public Works and
Community Development Departments in the future. The work
consists of architectural, mechanical, electrical, and
structural design followed by related construction work.
Budget: $ Under Review
PROJECT STATUS
Project is presently on hold.
3. CITY HALL SOUTH EXIT AND PARKING LOT A.D.A. IMPROVEMENT
Proiect Description
The work consists of construction of a wheel chair ramp for
City Hall South exit and also stripping for reserved parking
stalls as A.D.A. improvement to City Hall.
Project Status
Kiosk has been ordered to complete project.

4. SANTA FE STREET MEDIAN ISLAND
Proiect Description:
Existing concrete pavement median island, reconstructed for
a landscaped median island. The median island will have
eleven palm trees, yellow flowers and solar automatic
irrigation system. Volunteers from the area will do the
labor part of this project.
Project Status
Project was completed and ready for turn over to Facility
Maintenance.
5. LOS FLORES BOULEVARD IMPROVEMENT PROJECT
PROJECT DESCRIPTION;
The project c consists of reconstruction of damaged gutter
and overlaying the AC pavement along Los Flores Boulevard
from California Avenue to Imperial Highway.
Budget: $ 45,000.00
PROJECT STATUS
This project has been completed.
6. STREET LIGHTING PROJECT ALONG VARIObe STREETS
PROJECT DESCRIPTION;
This project c consists of installation'of fifty (50)
marbelite new street light poles underground system along
Tecumsah Avenue, Seminole Avenue, Tenaya Avenue, Cherokee
Avenue, Sequoia Drive, Michigan Avenue, Wisconsin Avenue and
Minnesota Avenue from Mariposa Lane to Long Beach Boulevard.
Budget: $250,000.00
PROJECT STATUS
The foundations of all the street light have been poured
underground conduit has been installed and new street light
poles have been erected. The project will be completed by
the end of January, 1996.

7. ALAMEDA STREET IMPROVEMENT PROJECT
PROJECT DESCRIPTION
The project consists of the installaltion of thirteen (13)
new street lighting poles with underground system from
103rd Street to Martin Luther king Jr. Boulevard. The
project also consist of replacement of broken curb and
gutters an sidewalks.
Budget: $60,000.00
PROJECT STATUS
The foundations for thirteen 13 street lighting poles have
been poured.
8. BELLINGER STREET E LORRAIN STREET IMPROVEMENT PROJECT
PROJECT DESCRIPTION
The project consists of asphalt overlaying along Bellinger
Street from Norton Avenue to Imperial Highway and along
Lorrain Street from 108th. Street to Fernwood Aveue.
Budget $60,000.00
PROJECT STATUS
The project has been awarded to All American Asphalt, and
construction of this project will start in January, 1996.

for December, 1995
1. General Administrative Projects:
A. Submitted December, 1995 Complain, Summary. A total of
nine (9) complaints were received for the
Department of Public Works. All complaints were
addressed and routed to the proper divisions for
resolving.
B. Continued to work with HUB Cities, the County of Los
Angeles, and Downey Volunteer Center to provide work
experience to two HUB Cities student workers and several
General Relief Workers.
C. Worked with the Engineering Division to continue the
Youth Training Program that consists of the hiring of 15
local youth hired to work on Bus Shelters, Imperial
Highway Median Island Project, and commercial and
residential street lighting projects.
D. Prepared and sent out Public Works Monthly Report for
November, 1995.
E. Assisted in preparation of various City Council Items.
F Assisted with Internet presentat_ at the Commissioners
Diner on December 14, 1995.
G. Continued to obtain materials and water conservation kits
to be passed out to residents who request a water
audit /water conservation kits.

General Office tasks:
The Public Works Administration Division is responsible for
providing general support to all other Public Works Divisions.
This includes complaint processing, t -e- sheets, mailing of
parcel and utility maps; typing of council Items and Resolutions,
memos, filing and handling over the counter information.

ACTIVITIES FOR FEBRUARY, 1996. /
1. Meet with Public Works Division heads to review approved
FY 95 -96 Budget.
2. Prepare and send out Public Works Monthly report and goals
for month of January, 1996.
3. Respond to resident complaints, resp. d to work orders and
urgent calls as they come in.
4. Prepare for and attend Traffic Parking Commission Meeting
for February 22, 1996.
5. Continue to work with Downey Volunteer Center to take on
volunteers who need to complete Community Service hours;
work with HUB Cities to employ student workers and
make available internship opportunities to anyone wishing to
learn more about and volunteer in the Public Works Dept;
work with the State Department to employ General Relief
workers to work in the Department of Public Works.
6. Continue to provide residents with water conservation
information and water conservation kits to help them reduce
water consumption /costs.
7. Begin work on City's prop 70 Tree Grant to have trees
planted by tree of Life Students.
