PLEDGE OF ALLEGIANCE Chairperson Rodney White lead the Commission in Allegiance. _ ACKNOWLEDGMENT OF POSTING Ted Semaan acknowledged the posting of the Traffic and Parking Commission Agenda on August 19, 1996. ROLL CALL Commissioners John Beimer, Margaret Bright, Rodney White, and Rick Sanchez answered roll call Commissioner William Cunningham was not present. Also present were Ted Semaan from the Public Works Department and Deputy Barton from the Los Angeles County Sheriff's Department. APPROVAL OF MINUTES Commissioner Beimer made the motion to accept the minutes as written. Commissioner Sanchez seconded the motion and the minutes were approved as written. PUBLIC ORAL COMMUNICATION PrOTITa SCHEDULED MATTERS Item #6 Handicap Parking Request - 4546 Arlington Avenue. Mrs. Helen Sims, 4546 Arlington Avenue, mother of Ronnie Martin :was present. The Commission addressed several questions to ,Mrs. Sims regarding the Handicap Parking space. Mrs. Sims stated that she needed the space in driveway because she has a 'back problems and was also handicapped. The Commission agreed ;that since Mr. Martin does not own a vehicle or a handicap ;sticker and Mrs. Sims does not have a handicap sticker, the request - for handicap parking -at this -time is The Commission further added that after'Mr. had obtained a - vehicle and a handicap sticker,,the_.request could -be brought = _ back to the Commission and be re- evaluated. Chairperson White - made a.motion to deny the request at this time and it be returned to the - commission when Mr. Martin obtained a vehicle and the handicap sticker. Commissioner Beimer seconded motion, all voted in favor to bring back at a later date. _ REVIEW OF UP COMING ITEMS Staff reviewed up coming items with - Commission.' INFORMATIONAL ITEMS _ The Commission was given a brief status of the following CIP's.: 1. Public Works Corporate Yard 2. City Hall New Wing _ 3. Street Lighting Various Locations 4. Alameda Street Improvement - 5. Emergency generator 6. Long Beach Blvd. Safety /Beautification 7. City Hall ADA Improvement Project ITEMS FOR FUTURE CONSIDERATION Tile Traffic and Parking Commission reviewed items for future consideration. COMMISSIONER ORALS Commissioner Beimer - requested to meet with staff to show him the procedures of Public Works. Commissioner Sanchez - none. Commissioner Bright - none. Chairman White - stated that street light on his street is still not working. He also stated that the youth labor program working on Atlantic Avenue installing water line, was doing a very good job. Murga, Director of Public Wo s Ted Semaan, Civil Engineering Assistan SUBJECT: COMMERCIAL VEHICLE PARKING RESTRICTION WEST SIDE OF WRIGHT ROAD BETWEEN MARTIN LUTHER KING JR. BLVD. AND CORTLAND STREET PURPOSE: To recommend that the Traffic and Parking Commission support staff's recommendation to eliminate parking on the west side of Wright Road by installing "COMMERCIAL VEHICLE PARKING PROHIBITED ", modified R36 signs between Martin Luther King Jr. Blvd. to Cotland Street. BACKGROUND: The Public Works - Department received a request from Traffic and Parking Commissioners William Cunningham and John Beimer to investigate the restriction of truck parking on the west side of Wright Road between Martin Luther King Jr. Blvd. and Cortland Street. ANALYSIS: Wright Road is 40 feet, curb to curb. In conformance with the Lynwood Municipal Code, Chapter 7, Section 15 -h. No person shall park any commercial vehicle, truck, or trailer, with a manufacturer's gross vehicle -- weight rating of ten thousand (10,000) pounds or more on any street within any residential or business district within the City, excluding industrial areas with business districts as such districts are determined by Sections 235, 240 and 515 of the California Vehicle Code, except while loading or unloading property, or when such vehicle is parked in connection with and in aid of the performance of a service to or on property in the block in which such vehicle is parked and for such time as is reasonable necessary to complete such permitted service, Prohibiting Commercial vehicle parking on Truck Routes. The City is recommending the elimination of commercial vehicle parking on the west side of Wright Rd. as requested. The elimination of parking will improve traffic safety and increase visibility at the intersection of Wright Road and Martin Luther King Jr. Blvd. and for the residents using Ham Park. RECOMMENDATION: To recommend that the Traffic and Parking Commission support staff's recommendation to eliminate parking on the west side of Wright Road by installing "COMMERCIAL VEHICLE PARKING PROHIBITED ", modified R36 signs between Martin Luther King Jr. Blvd. and Coftl;ind Street. Budget: Under review. Project Status: PROJECT IS PRESENTLY ON HOLD. 2. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING) PROJECT DESCRIPTION Old Sheriff's Station building will be remodeled as a new wing to the City Hall, to be used by Public Works and Community Development Departments in the future. The work consists of architectural, mechanical, electrical, and structural design followed by related construction work. Budget: $ Under Review PROJECT STATUS Remodeling began in the building that had been occupied by Sheriff's Department, electrical was repaired, air conditioning units were installed, walls were painted, carpet laid, created new conference room with glass partitions. 1 3. STREET LIGHTING PROJECT ALONG VARIOUS STREETS PROJECT DESCRIPTION: This project consists of installation of fifty (50) marbelite new street light poles underground system along Tecumsah Avenue, Seminole Avenue, Tenaya Avenue, Cherokee Avenue, Sequoia Drive, Michigan Avenue, Wisconsin Avenue and Minnesota Avenue from Mariposa Lane to Long Beach Boulevard. Budget: $250,000.00 PROJECT STATUS The City will be working with Southern California Edison to energize the system. 4. ALAMEDA STREET IMPROVEMENT PROJECT PROJECT DESCRIPTION The project consists of the installation of thirteen (13) new street lighting poles with underground system from 103rd Street to Martin Luther King Jr. Boulevard. The project also consist of replacement of broken curb and gutters and sidewalks. Budget: $60,000.00 PROJECT STATUS Presently working with Southern California Edison to energize street lights. Preparing plans and specs for replacement of broken gutters and sidewalks. 5. EMERGENCY GENERATOR PROJECT DESCRIPTION The project consists of purchase and installation of an emergency generator to serve as back up power for well #8 and reservoir boosters. Budget: $130,000 2 C1 7 PROJECT STATUS Selection of type and size of generator has been completed. Preparation of specifications for purchase of generator to be reviewed by electrical engineer. Preliminary design for installation phase is in process. LONG BEACH BOULEVARD SAFETY /BEAUTIFICATION IMPROVEMENT PROJECT DESCRIPTION The project consists of landscaping, hard scaping decorative lights and entry markers on Long Beach Boulevard median islands from Josephine to Mulford Avenue. Also addition of two marked, signalized cross walks by Caltrans are a part of the project. Budget: $ 292,000 PROJECT STATUS All ornamental street light footing have been completed. seventy (70 %) percent of the ornamental fence footing has been constructed. Two entry marker foundations, one planter around entry markers and four (4) planter areas have been erected and constructed Students placed moisture barriers and 1 1/2 electrical conduits at west curb in the median island from I -105 Freeway to Josephine Street. CITY HALL ADA IMPROVEMENT PROJECT PROJECT DESCRIPTION This project will consist of removal of all barriers financially feasible, to make the City Hall building ADA accessible. Project to include restrooms, doors and hardware, ramps, stairs, drinking fountain and all other building items. Budget: $ 33,660. PROJECT STATUS Preliminary design and drawings have been completed and final design is in process. 3 8. ATLANTIC AVENUE - Water Improvement Project PROJECT DESCRIPTION: The project consists of the installation of a 12" PVC water main on Atlantic Avenue from Brewester to Martin King Jr. Boulevard. The installation of water services from the new water main to all the buildings on both sides of Atlantic Avenue. The existing adjacent water mains will be connected to the new main line. General Administrative a. Submitted August, 1996 Complaint Summary. A total of (16) sixteen complaints were received for the Department of Public Works. All Complaints were addressed and routed to the proper division for resolving. b. Continued to work with HUB Cities, to provide work experience to various HUB student workers in various Public Works Divisions. C.
