Minutes of the July'25, 1996 Meeting
CALL TO ORDER
Chairperson Rodney white called the meeting to order at 6:00
P.M.
PLEDGE OF ALLEGIANCE
Commissioner John Beimer lead the Commission in the Pledge of
Allegiance.
ACKNOWLEDGMENT OF POSTING
Ted Semaan acknowledged the posting of the Traffic and Parking
Commission Agenda on July 22, 1996.
ROLL CALL
Commissioners John Beimer, Margaret Bright, Rodney White, and
William Cunningham and Rick Sanchez answered roll call. Also
present were Ted Semaan and Christian Valtierra from the Public
Works Department, and Sgt. Porter from the Los Angeles County
Sheriff's Department.
APPROVAL OF MINUTES
Chairman White made the motion to accept the minutes as written.
Commissioner Bright seconded the motion and the minutes were
approved as written.
PUBLIC ORAL COMMUNICATION
None
Scheduled Matters
Item #6 Handicap Parking Request - 4546 Arlington Avenue. The
item was discussed by the Commissioners. Commissioner Bright
stated that there was ample parking and a handicap parking space
was not needed at this time. Commissioner Sanchez visited the
site and noted that the neighbors are not notified of this
request. He felt that they should be notified.

'Mr,. '.Charles Wood, who 'lives at-4533 Arlington, a of
Mr.'Ronnie Martin, was-in attendance-to,listen-to-the process.
He was neither in favor nor against handicap
space.
Commissioner Cunningham stated that there was no one
representing Mr. Martin at the Traffic & Parking Commission
meeting and since there were questions that need to be answered
before a decision could be made.
After a through discussion by all Commissioners, Commissioner
Cunningham made motion that this item should be continued to the
next months meeting, after an attempt to bring a member of Mr.
Martin's family to speak on his behalf.
REVIEW OF UP COMING ITEMS
Staff reviewed up coming items with Commission, the Speed Hump
project was discussed.
INFORMATIONAL ITEMS
Item #7, Speed Hump Pilot Program. Staff reviewed item - with -the
Commission. Both staff and Commission discussed the benefits and
drawbacks of speed humps.
The Commission was given a brief'status of the following CIP's:
1. Public Works Corporate Yard
2. City Hall New Wing
3. Street Lighting Various Locations
4. Alameda Street Improvement
5. Emergency generator
6. Long Beach Blvd. Safety/Beautification
7. Cedar Avenue & Virginia Avenue St. Improvement
8. City Hall ADA Improvement Project
ITEMS FOR FUTURE CONSIDERATION
The Traffic and Parking Commission reviewed the items for future
consideration.
COMMISSIONE OPALS
Commissioner Beimer - stated that at the intersection of
Virginia/Fernwood signs were faded and illegible and should be
replaced.
Commissioner Sanchez - thanked Mr. Woods for attending the
meeting, and in furture would like four houses to right and left
of parking request be notified.
'Commissioner Bright - was concerned about-the parking problem
in front of the High School,- during student drop and pick
up. She asked Sgt. Porter if`a. patrol car could.be parked -at
the locations? He responded that if one patrol car sits at each
location, there would not be any left to patrol the City.
Commissioner Cunningham- brought up problem of trucks and
trailers parking in lot where Alpha Beta and - Clark's Drug used
to be. Also he is still waiting for street sign -on Atlantic
Avenue indicating the On ramp for I -710 Freeway.
Chairman White - Praised City for the events that took ,place
during the month of July. Chairman White also checked with
other commissioners about attending other city's Traffic and
Parking Commission meetings. He inquired about the day and time
the City of Downey's Parking Place Committee and Traffic
Committee meet.
ADJOURNMENT
There being no further business, Commissioner White made a
motion to adjourn the meeting, Commissioner Bright seconded the
motion, and the meeting was adjourned unanimously at 7:48 p.m.

SUBJECT: ON STREET HANDICAP PARKING REQUEST
4546 Arlington Avenue (Ronnie Martin)
PURPOSE:
To recommend that the Traffic and Parking Commission review and
make a recommendation with regards to the application for an on-
street handicap parking space in front of 4546 Arlington Avenue.
BACKGROUND:
A request for an on- street handicap parking space was received
from Mr Ronnie Martin resident of 4546 Arlington Avenue.
ANALYSIS
City Council Resolution 79 -89 (Attachment "A ") outlines warrants
for assigning on street handicap parking. In order to assign an
on- street handicap parking space all of the following warrants
must be met:
1. Applicant or guardian must be in possession of a valid
license plate "Disabled Person" or "Disabled Veteran" issued
by the California Department of Motor Vehicle on the
vehicle.
2. The proposed disabled parking space must in front of the
disabled person's place of residence.
3. Subject residence must not have off - street parking
available or off- street space that may be converted into
disabled parking.
4. Applicant must provide a signed statement from a medical
doctor.
5. Applicant must pay an initial fee of $15.00.
6. Applicant must pay an annual fee of $10.00.

Staff conducted a field check and found that there is off - street
parking at 4546 Arlington Avenue.
RECOMMENDATION
Staff recommends that the Traffic and Parking Commission review
this application and make a recommendation with regards to the
request for an on- street handicap parking space in front of
4546 Arlington Avenue.

DISABLED SONS ON- STREET PARKING IN REODERTIAL AREAS
INSTRUCTIONS
The City of Lynwood does not provide on- street parking for private
individuals. It must be emphasized that even "disabled parking
zones" do not constitute "Personal reserved parking," and, that
any person with valid "disabled persons" license - plates (DP or
VT plates)-may park in such stalls. Persons parking in such stalls
without valid DP or VT plates may be cited and towed away as
resolved by City Council Resolution No. 77 -89.
Normally, in establishing on- street parking facilities for the
disabled there shall be a reasonable determination made that the
facility will serve more than one disabled person and that the
need is of an on -going nature. The intent is to prevent the pro-
liferation of special parking stalls that may be installed for a
short -term purpose but later are seldom used. Unjustified
installation of such parking stalls unnecessarily increases the
City's maintenance and operations costs, reduces available on- street
parxing for the general public and detracts from the overall
effectiveness of the disabled persons parking program.
However, exceptions may be made, in special hardship cases, provided
all of the following conditions exist:
(1) Applicant (or guardian) must be in possession of valid license
fates for "disabled persons" or' veterans" issued by the
California Department of Motor Vehicles on the vehicle.
(2) The proposed disabled parking space must be in front of
disabled persons place of residence. the
(3) Subject residence must not have off- street parking available
or off - street space that maybe converted into disabled parking.
(S) Applicant must provide a signed statement from a medical doctor
that the disabled person is unable (even with the aid of crutches,
braces, walker, wheelchair or similar support) to travel more than
50 feet between his or her home and automobile without the
assistance of a second person.
(5) Applicant must pay an initial fee of $15.00 to cover the cost
of field investigation, installation, maintenance and future removal.
(6) Applicant ,must pay an annual fee of $10.00, after the first
Year; to cover the cost of yearly investigation to confirm the pre-
sent need for the handicapped parking zones.

to elect the pre -tax payroll deduction plan for their service

2. CITY HALL NEW WING (OLD SHERIFF STATION REMODELING)
PROJECT DESCRIPTION
Old Sheriff's Station building will be remodeled as a new
wing to the City Hall, to be used by Public Works and
Community Development Departments in the future. The work
consists of architectural, mechanical, electrical, and
structural design followed by related construction work.

3. STREET LIGHTING PROJECT ALONG VARIOUS STREETS
PROJECT DESCRIPTION:
This project consists of installation of fifty (50)
marbelite new street light poles underground system along
Tecumsah Avenue, Seminole Avenue, Tenaya Avenue, Cherokee
Avenue, Sequoia Drive, Michigan Avenue, Wisconsin Avenue and
Minnesota Avenue from Mariposa Lane to Long Beach Boulevard.
Budget: $250,000.00

two marked, signalized cross walks by Caltrans are a part of
the project.

concrete, trees and old curb was completed. A portion of

7. CITY HALL ADA IMPROVEMENT PROJECT =

This project will consist of removal of all barriers
financially feasible, to make the City Hall building ADA
accessible. Project to include restrooms, doors and
hardware, ramps, stairs, drinking fountain and all other
building items.

1. General Administrative
a. Submitted July, 1996 Complaint Summary. A total of
(20) twenty complaints were received for the
Department of Public Works. All complaints were
addressed and routed to the proper division for
resolving.
b. Continued to work with HUB Cities, to provide work
experience to various HUB student workers in various
Public Works Divisions.
C. Worked with the Engineering Division to continue the
Youth Training Program that consists of the hiring of
six (6) local youth hired to work water modifications
for Atlantic Avenue including installation of new water
services, pull boxes, fire hydrant, various and new
water main lines installations.
d. Prepared and sent out Public Works Monthly Report for
July, 1996.
e. Assisted in preparation of various City Council Items.
f. Assisted the MIS Division, with the LAN Server Upgrade.
General Office tasks:
The Public Works Administration is responsible for providing
general support to all other Public Works Divisions. This
includes complaint processing, time - sheets, mailing of parcel and

Subject: Major Activity of Traffic Signal and Street Lighting
Division, Month of July, 1996.
TRAFFIC SIGNALS
1. A major state wide power interruption did effect Lynwood.
Seven (7) signalized intersections went to all red flash,
requiring field resetting and retiming.
,2. City wide all traffic signals were inspected for safe
operations and preventative maintenance work.
3. Additional Edison power problems required field work traffic
signals at Long Beach Boulevard & Josephine Street, Long
Beach Boulevard & Martin Luther King Jr. Boulevard and
Atlantic Avenue and Fernwood Avenue.
4. At Martin Luther King Jr. Boulevard and California Avenue,
the traffic controller was replaced, and upgraded to a Type
170.
5. Signal lamps replaced = 9.

1 Street Light out, relamps, repairs at the following
locations:

FY 96 -97 Budget.
2. Prepare and send out Public Works Monthly report and goals
for month of August, 1996.
3. Respond to resident complaints, respond to work orders and
urgent calls as they come in.
4. Prepare for and attend Traffic Parking Commission Meeting
for September 26, 1996.
5. Prepare for and attend Planning Commission meeting for
September 10, 1996.
6. Continue to work with HUB Cities to employ student workers
and make available internship opportunities to anyone
wishing to learn more about and volunteer in the Public
Works Dept; work with the State Department to employ General
Relief workers to work in the Department of Public Works.
7 Submit FY 1996 -97 blanket purchase orders for Public Works
Divisions.
