ADJOURNMENT - TO NEXT REGULAR MEETING ON January 13, 1997 RECEIVED CITY OF LYNWOOD CITY CLERKS OFFICE } 0 rj 9% AID PM 711819110011211121SAA6 M COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 14, 1996 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held October 14, 1996, at the Lynwood Cable Studio (The Agenda was duly posted as prescribed by the Brown Act.) Commissioner Ada McZeal called the meeting to order at 5.30 p.m. Commissioners in attendance were Bill Cunningham, Bill Lewis, A. Ann Fields, Ada McZeal, Ethel Pacheco Staff present were Johonna Jacobs- Howard and Melinda Porter Commissioner Cunningham motioned to approve the minutes of the September 9, 1996, meeting. Commissioner McZeal seconded the motion. SCHEDULED MATTERS A. Discuss Fourth Annual Cable Awards Staff person Howard asked the Commissioners to refer to the memorandum that had been distributed concerning the Cable Awards. Staff person Howard stated that a guest list was being developed that would include City Council members, other Commissioners, organizations, and family members of the Cable Workshop participants. She stated that about 100 invitations would be sent out. Commissioner McZeal asked if each Workshop participant would be given a certain number of invitations. Staff person Howard stated that Workshop participants would be allowed to invite a maximum of five guests. She stated that the invitations would be created in- house, as was done before, and that an outside, local printer would be making the programs. Staff person Howard stated business attire would be suggested for the program instead of dressy She stated that Room 2 would be set up theater style to accommodate 75 people, with a podium, microphone, and video projector with a screen because a video would be shown. Staff person Howard stated that a decorator had already been contracted and decorations would consist of balloon columns and clusters. She stated that this year's color scheme would be burgundy, turquoise and mauve, and that those colors had been chosen so that some previously purchased certificates could be recycled. She stated that Staff person Jaqueline Cochran would be the host and that there would be a sign -in sheet to keep a record of attendance. She stated that the suggested emcees were Yolonda Gaskins, Sergio Jaquez, and Bernard Pendergrass. She stated that Beverly White was the preferred guest speaker and that two letters had been sent out requesting her participation. She stated that Beverly White had responded and said that she would be happy to participate but due to a scheduling conflict, her boss would have to approve it. She stated that a letter had been sent out to Beverly White's boss, Bill Lord, News Director at KMPC, and that she was still waiting for a reply She stated that Yolonda Gaskins had already consented to serving as guest speaker in the event that Beverly White was unavailable. She stated that, in the event that Yolonda Gaskins was moved to guest speaker, her personal preference for emcee was Dr Jaquez, but that she would leave that up to the commissioners. Commissioner McZeal asked if Bernard Pedergrass was one of the cable hosts. Staff person Howard answered yes. Commissioner McZeal stated that because Bernard had been a host, the community was already familiar with him, and that he was her choice for emcee. Commissioner Fields stated that Dr Jaquez should be part of the program. Staff person Howard stated that the awards that were to be given out at the program had been itemized. She stated that only one volunteer of the year award would be given out, due to the cutting of the amount of hours necessary for completion of the class. Staff person Howard went on to list the other awards that would be given out, the CCAAC Special Award, Certificates of Participation to all the Cable students, the P.B. Award, and the Morris Award. She stated that staff had discussed candidates for the P.B. Award, and that Bernard Pendergrass had been selected. Commissioner Lewis asked what P.B. stood for Staff person Howard answered Perry Brents. Staff person Howard stated that no one within this year's class had been selected for the Morris,Award. She stated that Arturo Campos had done a lot of video production work for Media Services in the past, and that he was being considered for the Morris Award. Staff person Howard stated that a caterer had been selected from the names that had been previously suggested. She stated that Mrs. Dixon would be the caterer Commissioner Fields asked if anyone from Lynwood had been selected to do the decorations. Staff person Howard stated that the decorator that had been chosen was not from Lynwood but that the cost for the chosen decorator was very economical. Commissioner Pacheco asked if all the enchiladas had to be made with chicken or if they could be made with just cheese. She stated that she would rather have cheese than chicken. Commissioner Fields suggested that they should have both. Staff person Howard stated that they could have both chicken and cheese enchiladas. Commissioner McZeal asked for any other comments or suggestions. Commissioner Lewis asked if the best group project would be applicable this year Staff person Howard stated that Staff person Ron Roberson said that it would be. Commissioner Lewis asked if the guest list had been expanded to include about 100 people. Staff person Howard stated that the list would probably be larger than that. Commissioner Lewis asked if Room 2 would accommodate that number of people easily Staff person Howard stated that she was not expecting everyone who was invited to come. Commissioner Fields stated that it would be good if the expected 75 guests would show Commissioner Fields stated that the program emcee had still not been chosen. Staff person Howard answered no. Commissioner Lewis stated that Bernard was more closely associated with the cable program and that he might be more comfortable as an emcee. Commissioner Fields stated that she agreed with Commissioner Lewis, but that she felt Dr Jaquez should participate somewhere in the program. Commissioner McZeal suggested that Dr Jaquez and Bernard could co -host because Dr Jaquez spoke Spanish and Bernard spoke English. Staff person Howard asked the Commissioner to refer to the sample program and stated that there were.some empty spaces that needed to be filled. Commissioner Lewis asked who was going to do the invocation. Commissioner Fields stated that she would be satisfied with Dr Jaquez doing the invocation. Commissioner Lewis stated that Dr Jaquez would do a great job Commissioner Lewis asked who was going to do the recognition of dignitaries. Commissioner McZeal stated that she would. Staff person Howard asked if the Commissioners would like all of the Council members to have remarks. Commissioner Lewis suggested that all of the Council members names be included in the program but that only Mayor Paul Richards be asked to have remarks. Commissioner Pacheco asked if the Pledge of Allegiance would be said during the program. Staff person Howard asked if the Commissioners wanted to have the flag salute and the singing of the National Anthem. Commissioner Lewis stated that he'd rather have the singing of the National Anthem. Staff person Howard stated that she'd lined up someone to sing. Staff person Howard asked who was going to introduce the Master of Ceremonies. Commissioner McZeal stated that she would. Staff person Howard asked the Commissioners if they'd decided on a name for the CCAAC Special Award. Commissioner Fields stated that she had suggested the award be named after Commissioner Cunningham. Commissioner Lewis stated that he liked that idea. Staff person Howard asked if they wanted the award to be called the William H. Cunningham Cable Award. Commissioner Lewis stated that the award should encompass community commitment and dedication. Commissioner Lewis made a motion to re -name the CCAAC Special Award the William H. Cunningham Cable Award. Commissioner Fields seconded the motion. Commissioner McZeal called for a vote. All of the Commissioner voted to approve the motion except for Commissioner Cunningham, who abstained. B. Preview Lynwood Showcase #84 Commissioner Lewis asked if anyone had been called to view last month's Lynwood Showcase. Staff person Howard stated that no one had been called to view last month's 0 • COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 14, 1996 MEETING Lynwood Showcase because it did not air She stated that Media Services had been given additional video production responsibilities which included producing videos for the bi- weekly Council meetings, entitled Profiles in Progress, and participating in Community 10,000, the City's bone marrow drive. Commissioner Lewis stated that it seemed as though more staff needed to be added to Media Services. Staff person Howard stated that Media Services needed another video production person. Commissioner McZeal asked how many more staff people were needed. Staff person Howard stated that Media Services needed at least one more skilled, experienced video production person. Commissioner Lewis suggested that what Media Services needed was a news camera man. Staff person Howard stated that that would be helpful. Commissioner Fields asked if the increasing of Media Services duties was a political move to eliminate the Lynwood Showcase. Staff person Howard answered no, and stated that the purpose of the Profiles in Progress video was to inform those who don't have cable what is going on in the City Commissioner McZeal suggested that the Commissioners let Council know that Media Services needs more staff. Commissioner Lewis stated that it was the Commissions responsibility to produce a Lynwood Showcase every month and that if the demands on Media Services are too great to allow them to do so, the Commission would not be able to fulfill its duty Commissioner McZeal suggested that the Commission write a formal letter to the Council requesting additional help. Commissioner Lewis stated that the Commission could use staff to compose a letter Commissioner Fields stated that staff should inform the Commission of what they needed in order to continue to produce the Lynwood Showcase and to fulfill their new video production responsibilities, as well. Commissioner McZeal stated that a letter should be composed to include staff's needs, it would be signed by the Commissioners, and she would hand deliver it to Council. Commissioner Lewis stated that specific example should be given in the letter Commissioner Cunningham stated that the Commissions only concern should be the Lynwood Showcase and that everything else should be left out of the letter Commissioner Lewis stated that he thought some of the graphics in the Lynwood Showcase, concerning the bone marrow donation, were misleading. Staff person Howard stated that those graphics consisted of the wordings of the Community 10,000 Program. Commissioner Lewis stated that he'd also found some other graphics within the Lynwood Showcase that needed improvement. Staff person Howard stated staff did not have the time to go back and insert anything else into the Lynwood Showcase, due their extremely large workload packed schedule. She stated that the Commission should draft some guidelines, in writing, that they would like used for every Lynwood Showcase so that staff can take these policies into consideration during the production phase. Commissioner Cunningham stated that he didn't want the Commission to draft any guidelines and that he thought the Lynwood Showcase was good. • COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE OCTOBER 14, 1996 MEETING C. Commissioners'/ Staff Report Staff person Howard stated that she did not have a problem following the direction or suggestions of the Commission but that she would like to be informed of those beforehand, so that she can make the adjustments necessary She stated that the development of a policy statement by the Commission, to be used as a guideline for the Showcase, would allow staff to produce a video that would meet everyone's needs. She asked that the Commissioners also take into consideration the increased amount of responsibilities that have been placed on staff. THERE BEING NO FURTHER BUSINESS, THE COMMUNITY CABLE ACCESS ADVISORY COMMISSION MEETING WAS ADJOURNED AT 7:25 P.M.
