ADJOURNMENT - TO NEXT REGULAR MEETING ON November 11, 1996 i 0 6 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE SEPTEMBER 9, 1996 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held September 9, 1996, at the Lynwood Cable Studio (The Agenda was duly posted as prescribed by the Brown Act.) Commissioner Ada McZeal called the meeting to order at 5.30 P.M. Commissioners in attendance were Ethel Pacheco, Bill Lewis, Ada McZeal, Bill Cunningham and A. Ann Fields. Staff present were Johomra Jacobs - Howard and Melinda Porter Commissioner Fields motioned to approve the minutes of the August 12, 1996, meeting with one correction. Commissioner McZeal seconded the motion. Correction to the August 12, 1996, minutes of the CCACC Meeting I. Scheduled Matters, Section A. Memorandum to the City Manager regarding Cable Franchise Agreement Added correction: Page 5, Paragraph 2, line 3, reads; Commissioner Fields stated that she also doesn't subscribe to cable. Instead it should read; Commissioner Fields stated that she does subscribe to cable. SCHEDULED MATTERS A. Preview of the Lynwood Showcase #84 Staff person Howard stated that the preview of Lynwood Showcase #84 would be delayed due to the fact that the Showcase was still in the editing stages. She stated that the delay was caused by technical problems with the audio system, and that she would call the Commissioners when the Showcase was ready for viewing. B. Commissioners' / Staff Report Staff person Howard introduced Staff Person Melinda Porter as the new Minutes Clerk. The Commissioners welcomed her Staff Person Howard asked the Commissioners to look at the memorandum concerning the Fourth Annual Cable Awards Program. Commissioner McZeal asked if the program had been moved to the room where it had originally taken place. Commissioner Fields stated that last year it was held in the auditorium. Staff person Howard stated that the program would be held in Room #2 of Bateman Hall and that the program wasn't going to be nearly as large as the one they had last year. Commissioner Lewis asked why Staff person Howard stated that the down scaling was due to budgetary constraints and also because there wasn't a large turn out for COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE SEPTEMBER 9, 1996 MEETING the Adult Cable Production Workshop Classes. Commissioner Lewis asked how many awards would be given out. Staff person Howard stated that about 15 awards would be given out, including certificates. Commissioner Lewis asked how many people were expected to attend the program. Staff person Howard stated that anywhere from 50 to 75 people were expected to attend. Staff person Howard stated that there was a very small group in the Sumpter Cable Workshop Class, and that she anticipated there to also be a small group for the Fall class which she stated will start September 25, 1996 Commissioner McZeal asked why there was such a small group of people in the Cable class. Staff person Howard stated that about 20 people actually signed up for the class but that they all didn't show Commissioner Fields stated that the class enrollment was very high in the past. Staff person Lewis stated that he was very disappointed because he was under the assumption that with the large number of participants in last years class, in conjunction with the kind of program that was held, it would kick off an even grander event this year and that more people would be interested. Commissioner McZeal asked if the class was getting enough advertising. Commissioner Lewis stated that they should explore the reasons why not as many people responded and what was done last year to attract so many people. Staff person Howard stated that last year a group of about ten people from Dr Jaquez's church were allowed to enter the class after it had begun. Commissioner McZeal suggested that flyers might be used to attract more people to the class. Commissioner Fields suggested that flyers be posted everywhere, including in the shopping malls. Staff person Howard stated that Media Services has a small staff and therefor would like to keep class sizes down to a comfortable size. Commissioner Fields asked if Staff person Howard was comfortable with the present class size. Staff person Howard stated that she was very comfortable with it. She stated that the class was being promoted in the newsletter, and they were getting too many people, so they couldn't accept them all. She also stated that the upcoming fall class would be advertised in the newspaper because there was still room for more people. Commissioner McZeal asked if Commissioner Lewis had spoken with Beverly White. Commissioner Lewis stated that he had not yet spoken with Ms. White but that he would this week. Staff person Howard stated that Ms. White should be receiving a letter from Media Services requesting her to speak at the awards program this week. She stated that a letter had also been sent to Yolanda Gaston, a reporter for CNN, requesting that she emcee the program. Staff person Howard stated that the program would be scaled down in terms of size, but that it wouldn't be in terms of quality Commissioner McZeal asked for comments on the reception being held after the program. Staff person Howard stated that she'd suggested holding the reception afterwards so that people will stay during the entire program, instead of coming, eating, 2 0 0 M and leaving during the program. She stated that the program should also move faster due to the reception being held afterwards. COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE SEPTEMBER 9, 1996 MEETING Commissioner McZeal asked if there were any suggestions for the menu or decorations. Staff person Howard stated that Mexican food was being considered for the menu. Staff person Fields stated that she thought Mexican Food would be very good. She recommended chicken enchiladas. Commissioners Lewis and Cunningham stated that they liked Mexican Food also. Commissioner Lewis asked if the sample could be made available at the next meeting. Commissioner Fields stated that if Mexican Food was going to be served, then Hispanics should be doing something in the program, like the Pledge of Allegiance. Commissioner Lewis stated that then maybe they should consider a different emcee. Staff person Howard stated the memo only represented suggestions for the program and that recommendations were still being taken. Commissioner Cunningham stated that El Farallon could supply the food, and the entertainment. Commissioner Pacheco stated that Maggie Godoy, from Bateman Hall, was also a caterer Commissioner Fields stated that there are two people within the City that cater food, the other being Ms. Dixon. Commissioner McZeal stated that Maggie also has a Ballet Folklorico, and could provide the entertainment. Commissioner Pacheco stated that Maggie did a great job for Andrea's re- election banquet. She stated that she however, wasn't happy with the food at El Farallon. Commissioner McZeal stated that Maggie also does decorations. Commissioner Lewis stated that staff should not be limited to the suggestions that the Commission makes. Commissioner McZeal asked if Bateman Hall has its own catering contract with a particular caterer Staff person Fields answered no Commissioner Pacheco stated that they could also use the Coffee Cup. Staff person Howard stated that she did not like the Coffee Cup. Commissioner McZeal stated that the recommendations for caterers, entertainment and decorations would be noted. Commissioner McZeal asked the Commission to refer to Item II. of the memorandum, CCAAC Special Award. Staff person Howard stated that last year's special award went to Benny Miranda, and that the CCAAC Special Award winner was selected only by the Commission. She stated the other award winners would be chosen by her and Staff person Roberson. Staff person Lewis asked what they'd titled the Commissions special award. Staff person Howard stated that the award was titled the CCAAC Special Award, but that they could give it another title. Commissioner Lewis stated the award could be called the William Cunningham Lifetime Achievement Award. Commissioner Fields stated that the award could be named after Commissioner Cunningham because he had served on the Commission the longest. Commissioner McZeal stated that the name of the award should embody what it is supposed to represent. Commissioner Cunningham stated that he was trying to think of someone else because he likes to stay in the background. Commissioner Lewis stated that the Commission didn't have to decide on a 3 9 9 name for the award now and that they could submit their suggestions at the next meeting. He also stated that they had the option of creating more awards. COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE SEPTEMBER 9, 1996 MEETING Commissioner McZeal asked for Commissioners' comments. Commissioner Lewis stated that he had changed his initial recommendation to the itemized equipment list from a Panasonic camera to a Ikegami, based on new information that had been brought to his attention. He submitted a copy of the specs on the Ikegami camera. He also submitted a copy of a quote from Steady Systems for a complete studio package, minus the portable battery packs. Commissioner Lewis stated that his term was renewed. Commissioner McZeal asked if Staff person Howard had turned the memorandum in to the City Manager Staff person Howard answered no, but that she would once the camera recommendation change had been made. Commissioner Cunningham asked when the franchise agreement expires. Staff person Howard stated that the agreement expires October 14, 1996, but that Council could be asked to extend the agreement until negotiations were completed. She stated that she attended a meeting where Lynwood bought into the cost element of obtaining TMC as consultants, and that the consultants would be working jointly for about five other cities. Commissioner Cunningham asked if the negotiations had anything to do with all the additional cable going up around the city Staff person Howard stated that she didn't know but that she would find out.
