ADJOURNMENT - TO NEXT REGULAR M ING ON September 9, 1996 i COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE JULY 8, 1996 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held July 8, 1996, at the Lynwood Cable Studio (The Agenda was duly posted as prescribed by the Brown Act.) Commissioner Fields called the meeting to order at 5.30 P.M. Commissioners in attendance were Ethel Pacheco, Bill Lewis, Ada McZeal, Bill Cunningham and A. Ann Fields. Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson. Commissioner Cunningham motioned to approve the minutes of the June 10, 1996, meeting with corrections. Commissioner Pacheco seconded the motion. Corrections to June 10, 1996 minutes of CCAAC Meeting I. Administrative Items, Item E. Added correction: On the Agenda Page, Item E. reads; May 13, 1996, instead it should read; June 10, 1996. II. Scheduled Matters, Section C. Preview of Lynwood Showcase #80 Added correction: Page 3, Paragraph 1, line 2, reads; The last two back -to -back segments were too long and did not pertain to Lynwood. Instead it should read; The segments were too long, but the events did not take place in the City of Lynwood. SCHEDULED MATTERS A. CCAAC Bylaws/Election of Officers Staff person Howard stated that the CCAAC officers have already been elected and this item was put on the agenda because of the research that was requested by the Commissioners, regarding the rules for the CCAAG officer's election. B. CCAAC Itemize List for Cable Franchise Agreement WC ' Commissioner Cunningham stated that an itemize list will be tlleriqu&f Y'the negotiating table. He also stated that this list is pretty much,whata a$ : K.1;F=— discussed by the Commissioners and Staff. Commissioner Lewis stated that the list of proposed negotiable items for Cable Franchise Agreement does not meet all the requirements that the CCAAC requested. He stated that the list is not detailed enough. She then explained the reasons for the incompletion of the itemize list to the Commissioners. Commissioner Lewis stated that one of the items that was discussed that is not on the list was availability of services on cable programs for senior citizens here in Lynwood. He stated that many senior's may or may not know how to utilize the services. He also stated that there maybe a way that Continental Cablevision can notify the senior citizens once or twice a year for special services that are available to them. Especially services regarding health matters and maybe Continental Cablevision can offer a (800 #) that senior citizens can call if additional help is needed, he continued. Commissioner Fields stated that she would like to know the total amount of senior citizens that subscribe to Continental Cablevision here in Lynwood. Commissioner Lewis stated that based on what Staff person Howard stated in the June 10, 1996, meeting, there are about 3000 subscribers and it was estimated that 20% of these subscribers are senior citizens, which would make a total of 600 senior citizen subscribers here in Lynwood. Commissioner Cunningham stated that as it was stated in the June 10, 1996, meeting, many of the senior citizens do not know how to utilize the services that are offered to them. Commissioner Lewis read Page 3 starting with Line 2 of the June 10, 1996, minutes to the Commissioners. Commissioner Cunningham asked Commissioner Lewis, are you saying that there is a (800 #) that the seniors can call? Commissioner Lewis answered no, this is a recommendation I am making. He stated that what I am saying is, there are a number of seniors within our community that subscribe to Continental Cablevision and have cable access that they may not be aware of He stated that what I am recommending is that Continental Cablevision supply information either by telephone or by mail and make an (800 #) available to the seniors, so that they will know what services are available to them. He stated that this should be also in conjunction with a mailing notice once or twice a year telling them what services they have. He stated that it would benefit Continental Cablevision as well as the subscribers. Commissioner Fields suggested that the Lynwood 'n Perspective newsletter could also be a vehicle where senior citizens could get information regarding the availability of Continental Cablevision's services for seniors once or twice a year Commissioner Lewis stated that most of the recommendations that the Commissioners requested to Staff person Howard were in general terms. Staff person Howard apologized to the Commissioners for the incompleteness of the proposed negotiable items list for the Cable Franchise Agreement. Commissioner Fields suggested to the Commissioners to take the negotiable items list home and add their suggestions. She then suggested for the Commissioners to come up with a deadline for the list to be returned to Staff person Howard for submission to the City Manager 2 :; F. 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE JULY 8,1996 MEETING Commissioner Cunningham stated that he does not think that there should be a deadline, he suggested that Staff person Roberson go over the list and add the additional items, since he is the one who works in the video production department and knows what equipment is needed. Commissioner Lewis stated that the two items that he suggests to be added to the list of negotiable items are R F Microphones and Headphones. Commissioner McZeal asked Staff person Howard when is the negotiable items list due back to the City Manager Staff person Howard stated that the list of negotiable items has not been submitted to the City Manager yet. She stated that she thought since the Commissioners requested the list they should review it first. Commissioner Lewis asked Staff person Howard what date would she like as a deadline for the Commissioners to return their additional items to her Staff person Howard suggested that the deadline for submitting additional items to be added to the list of negotiable items is July 18, 1996 She also stated that the Commissioners could call the Lynwood Media Services Office if they have any additional items to add to the list. Commissioner Lewis stated that he thinks that all additional items should be called in and submitted to Staff person Howard as soon as possible. He stated that he would like to see the list completed before the August 10, 1996, meeting. Commissioner Lewis stated that when Staff person Howard receives the information from the Commissioners then the sooner she can get the negotiable items list to the City Manager Commissioner Lewis moved that all additional recommendations for the list as negotiable items for the Cable Franchise Agreement be submitted to Staff person Howard no later than July 18, 1996. Seconded by Commissioner McZeal and all the Commissioners agreed. C. Preview of Lynwood Showcase #81 The viewing of Lynwood Showcase #81 included the following program segments: 1 A Moment in Lynwood's History/ Historian Bill Cunningham 2. Truevine Baptist Church Food Distribution and Marrow Donor Drive 3 D.P.S. (Dependable Personnel Services) Business of the month 4 Lynwood Fire Department/At St. Francis Medical Center 5 Recreation Youth Baseball Camp 6. Lynwood Library/Summer Reading Program Commissioner Cunningham stated that the segment on (A Moment in Lynwood's History) regarding St. Francis was confusing to him, but that the I 0 9 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE JULY 8, 1996 MEETING Lynwood Showcase was very good. Staff person Roberson stated that the part in the segment regarding St. Francis can be deleted. Commissioner Lewis stated that in the D.P.S. (Dependable Personnel Services) segment, the host said business of the week for this month, but it should have been stated business of the month. He also stated that the Lynwood Showcase was a nice piece and that he likes the shots. Commissioner McZeal stated that she personally liked the Lynwood Showcase.
