ADJOURNMENT - TO NEXT REGULAR MEETING ON August 12, 1996 y E 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE NNE 10, 1996 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held June 10, 1996, at the Lynwood Cable Studio. (The Agenda was duly posted as prescribed by the Brown Act.) Commissioner Bill Lewis called the meeting to order at 5.30 P.M. Commissioners in attendance were Ethel Pacheco, Bill Lewis, Ada McZeal, Bill Cunningham and A. Ann Fields. Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson. Commissioner Cunningham motioned to approve the minutes of the May 13, 1996, meeting. Commissioner Pacheco seconded the motion. I. INFORMATIONAL ITEMS A. Letter of Invitation (Lynwood Chamber of Commerce) Commissioner Lewis read to the Commissioners the Letter of Invitation from the Lynwood Chamber of Commerce, regarding the open house in celebration of its 50th Anniversary on Thursday, June 13, 1996. Commissioner Cunningham asked is the CCAAC being asked to participate in the event in any way that day Commissioner Lewis stated that he has not received any communication regarding the participation of the Commissioners, only the letter of invitation requesting our attendance. H. SCHEDULED MATTERS A. Election of CCAAC Officers Commissioner Lewis asked, how long is the term for CCAAC officers? Staff person Howard stated that the term for CCAAC officers is one year Commissioner Fields asked is there any way that the term of CCAAC officers could be extended in order to give the elected Chairperson a full year She also asked Staff person Howard to research and find out if an extension could be done. Staff person Howard stated that she would research and find out what-the rules are. Commissioner Lewis suggested that the elections continue under the present rules. He stated that in the event that there is no rule change, required we can re -elect CCAAC officers at the January 13, 1997, meeting. Commissioner Lewis stated that the floor is now open for nominations. ® 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE NNE 10, 1996 MEETING Commissioner Fields nominated Commissioner McZeal as the Chairperson. Commissioner Pacheco nominated Commissioner Fields. The nomination for Commissioner McZeal as Chairperson was seconded by Commissioner Lewis. By an unanimous vote, Commissioner McZeal became the Chairperson of the Community Cable Access Advisory Commission. Commissioner -Lewis nominated Commissioner Fields as- Vice - Chairperson: - - - Commissioner Pacheco seconded the nomination. There were no other nominations. By an unanimous vote, Commissioner Fields became the Vice - Chairperson of the Community Cable Access Advisory Commission. The CCAAC meeting was then turned over to the newly appointed Chairperson Commissioner McZeal. B. Discussion on Cable Franchise Agreement Commissioner McZeal stated that most of the issues regarding the Cable Franchise Agreement have been covered. Staff person Howard stated that the discussion on the Cable Franchise Agreement was put on the agenda just in case there were more items to add to the list of recommendations. Commissioner Lewis stated that one of the things he pointed out in the May 13, 1996, regarding the discussion on the Cable Franchise Agreement was not to go through the Cable Franchise Agreement item by item. He stated that his suggestion was to come up with a summary of items that the Commissioners would like to see in the contract and also enforced. Commissioner McZeal stated that what the City Manager suggested is that the Commissioners review the Cable Franchise Agreement and make recommendations. She stated that the major points of the Cable Franchise Agreement have been reviewed. Commissioner Cunningham asked should a list of items be sent to the City Manager Staff person Howard stated that the plans were to do just that, but before she submits the list of recommendations to the City Manager it will be reviewed by the Commissioners. Commissioner Lewis requested that there be some feedback once their recommendation has been submitted to the City Manager Commissioner McZeal asked Staff person Howard, who is the new owner of Continental Cablevision. Staff person Howard stated that the new owner is US West Communication. Commissioner Cunningham stated that there are some senior citizens here in Lynwood that do not know how to operate their cable service. Commissioner Fields stated that after all the negotiating is completed she would like to see a survey of Continental Cablevision subscribers here in Lynwood. Staff person Howard stated that she has the number of Lynwood subscribers. She stated that the number of subscribers is about 3000 people. Commissioner Lewis E COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE NNE 10, 1996 MEETING stated that there is a number quoted in the Cable Franchise Agreement. He also stated that if there are 3000 subscribers in Lynwood and 20% are senior citizens, see if they are able to take advantage of the services that they're subscribing or if they know how He also stated that some kind of help should be provided for the seniors, because there are a number of services offered on the cable programs that could be very useful to them. He stated -- that-there are teaching programs on -how to interact with-the-governor, finance, and many other programs that are available to them. Commissioner McZeal asked Staff person Howard is there anything that has not been reviewed. Staff person Howard replied no. She stated that we discussed franchise fees, discounts for senior citizens, enrollment fees for students in order to enroll in the adult cable production workshop, equipment, reimbursement for items that we have already purchased out of our funds, stipends and additional help for the video staff. Commissioner McZeal asked Staff person Howard to prepare an outline of all the items discussed by the Commissioners and Staff. Staff person Howard stated that she will have the list of items for the Commissioner before the July 8, 1996, meeting. C. Preview of Lynwood Showcase #80 The viewing of Lynwood Showcase #80 included the following program segments: 1 Roosevelt Elementary / Cinco de Mayo Week 2. S.E.E.M.A. Track Meet 3 Lynwood Groundbreaking/Water Well #21 4 Lynwood Showcase Special Presentation with Rev Sergio Jaquez of Plain Truth Church as narrator and Councilman Robert Henning 5 10th Annual Forest Lawn Memorial Celebration Councilman Armando Rea Commissioner Fields stated that she liked the Lynwood Showcase, but the last two back -to -back segments were too long and did not pertain to Lynwood. Commissioner Lewis also stated that the last two segments of the Lynwood Showcase were to long. Staff person Howard stated that Staff person Roberson is going to shorten the Showcase segment featuring Plain Truth Outreach. She also stated that staff was instructed by Council to include these two segments in the Lynwood Showcase. 0 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE JUNE 10, 1996 MEETING III. COMMISSIONERS'/ STAFF REPORT A. Adult Cable Production Workshop Staff person Howard stated that the Adult Cable Production Workshop - -- classes will begin Wednesday, -June 19 She -also stated - that-the classes have been shorten from (12) twelve weeks to (6) six weeks and that the classes are primarily Lynwood residents.
