ADJOURNMENT - TO NEXT REGULAR MEETING ON APRIL 8, 1996 COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE FEBRUARY 12, 1996 MEETING The regular meeting of the Community Cable Access Advisory Commission of the City of Lynwood was held February 12, 1996, at the Lynwood Cable Studio. (The Agenda was duly posted as prescribed by the Brown Act.) Chairperson Bill Lewis Jr called the meeting to order at 5.30 P.M. Commissioners in attendance were Bill Cunningham, A. Ann Fields, Ethel Pacheco, and Ada McZeal. Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson. Commissioner McZeal motioned to approve the minutes of the December 11, 1995 and January 8, 1996 meetings with corrections. Commissioner Pacheco seconded the motion. Corrections to December 11, 1995 CCAAC Meeting I. Scheduled Matters, Section A. Community Service Day Added: "Commissioner Lewis requested that staff contact the Community Affairs Commission indicating that due to conflict of schedule with other city activities, the CCAAC will not be able to participate in the Christmas Tree decorating contest at Community Service Day this year " I. Schedule Matters, Section B. Critique of the Third Annual Cable Awards Program Added: "It was stated that staff should inform the City Council prior to the event of what decisions are being made by the CCAAC." II. Commissioners /Staff Report, Section A. Added: "It was stated that Staff person Howard poll the City Council to get feedback about the Cable Awards Program. Staff person Howard agreed, stating that she would provide verbal feedback from City Council to the CCAAC at the next meeting." Corrections to January 8, 1996 minutes of CCAAC Meeting I. Scheduled Matters, Section B. Preview of Lynwood Showcase #76. Added: "It was stated that the RF (radio frequency) Microphone be included on the list of cable equipment for budget consideration." E COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE FEBRUARY 12, 1996 MEETING I. INFORMATIONAL ITEMS A. Letter regarding the City of Lynwood Award of Merit Newsletter "Lynwood `n Perspective" Commissioner Lewis stated that the Lynwood 'n Perspective newsletter is getting better -and better -and that he is pleased that it is finally getting the recognition that it deserves. He also stated that the Lynwood 'n Perspective newsletter is a great source in getting information to the citizens in letting them know the condition of the city Commissioner Lewis also commended Staff person Howard on the Lynwood 'n Perspective newsletter for a job well done. All the Commissioners agreed that the Award of Merit is a great honor Staff person Howard stated that we worked very hard, but the Award of Merit is not for her, it is for the City of Lynwood. Commissioner Lewis stated that the finished product of the Lynwood 'n Perspective newsletter reflects the hard work that goes into it. H. SCHEDULED MATTERS A. Date for the Fourth Annual Cable Awards Program Commission Lewis stated that Monday, November 11, may be a problem for some people regarding the Fourth Annual Cable Awards Program due to the fact that it is Veterans Day Commissioner Fields suggested having the Fourth Annual Cable Awards Program on November 7, the Thursday before the regular CCAAC meeting. Staff person Howard stated that Bateman Hall Auditorium is more accessible on Mondays. Commissioner Lewis suggested Monday, November 18, as the date for the Fourth Annual Cable Awards Program. Commissioner McZeal asked Staff person Howard to see what Commissioner Fields stated that she thought Thursday, November 7, would be better for everyone. She then asked Staff person Howard to select a date from the two dates that were suggested. Staff person Howard stated that it all depends on what dates are available, she stated that she will call Bateman Hall and select a date for the Fourth Annual Cable Awards Program. B. Discussion on Cable Franchise Agreement Commissioner McZeal asked Staff person Howard for the expiration date of the Cable Franchise Agreement. Staff person Howard stated October 14, 1996. Commissioner McZeal asked Staff person Howard to prepare a list of COMMUNITY CABLE ACCESS ADVISORY COMMISSION MINUTES OF THE FEBRUARY 12, 1996 MEETING equipment needed for the cable office and she requested that the list be given to her Commissioner McZeal also stated that she has already spoken with the persons from Concerned Citizens of Lynwood that will be doing the negotiating. Commissioner Lewis asked the Commissioners if they are familiar with the Cable Franchise Agreement. Commissioner Cunningham answered yes. Commissioner McZeal read Page 3, starting with Line 6 of the agreement to the Commissioners and Staff. She then explained that portion of the agreement. Commissioner McZeal asked Staff person Howard, when reading the Cable Franchise Agreement, did she see anything regarding the studio? Staff person Howard answered yes, here on Page 2. Commissioner McZeal then read the section regarding maintaining the availability of an access studio in Lynwood and the replacing of equipment when needed. Commissioner McZeal stated that the original Cable Franchise Agreement was with Rogers Cable and American Cable Systems bought out Rogers Cable, then American Cable Systems changed its name to Continental Cablevision. She stated that Concerned Citizens of Lynwood will help with the negotiating. Commissioner Lewis read Page 16, Section 9.2, of the Cable Franchise Agreement to the Commissioners and staff regarding the support for local programming. Commissioner Cunningham stated that public access should continue to be free and accessible to the public. Commissioner McZeal suggested that the Commissioners take the Cable Franchise Agreement home and study it and bring it back and then present it to the City Council. Commissioner Cunningham stated that the Cable Franchise Agreement should be renegotiated. Commissioner Fields suggested to find out if the City Council and City Manager has the same interpretation of the Cable Franchise Agreement as the Commissioners. Commissioner McZeal stated not only do we want to find out what the City Manager and City Council's interpretation of the Cable Franchise Agreement is; we're also selecting specific parts of the Cable Franchise Agreement to be negotiated. Commissioner Lewis then asked for a motion for the City Manager and the City Council to review specific parts of the agreement, the motion failed for a lack of majority vote. Commissioner Pacheco stated that she would like the City Manager and City Council to review the whole contract. Commissioner Fields suggested to invite the City Manager and City Council to the March 11, meeting. Commissioner Lewis suggested to a get legal and the City Manager's point of view on the Cable Franchise Agreement. Commissioner Lewis asked for a motion at this point, all Commissioners agreed and the motion passed. B. Preview of Lynwood Showcase 977 The viewing of Lynwood Showcase 477 included the following program segments: I The Lynwood Golden Voices Birthday Celebration 2. Lynwood Villa 3 Royal Pet Center 4 Public Rally Demonstration Against Closure of the Compton EDD Office 5 A Moment in Lynwood's History / Bill Cunningham, Historian Commissioner Lewis stated to Staff person Roberson that the camera person did not do a white balance before shooting two segments of the Lynwood Showcase. He stated that the Lynwood Showcase itself is very good. THERE BEING NO FURTHER BUSINESS, THE COMMUNITY CABLE ACCESS ADVISORY COMMISSION MEETING WAS ADJOURNED AT 7:00 P.M.
