COMMUNITY CABLE ACCESS ADVISORY COMMISSION
MINUTES OF THE DECEMBER 11, 1995 MEETING
The regular meeting of the Community Cable Access Advisory Commission of the City of
Lynwood was held December 11, 1995, at the Lynwood Cable Studio. (The Agenda was
duly posted as prescribed by the Brown Act.)
Chairperson Bill Lewis Jr called the meeting to order at 5.30 P.M. Commissioners in
attendance were Bill Cunningham, A. Ann Fields, Ethel Pacheco, Ada McZeal was not
present.
Staff present were Jolionna Jacobs - Howard and Serena Coulson.
Commissioner Pacheco motioned to approve the minutes of the October 9, 1995 meeting.
Commissioner Cunningham seconded the motion.
I. SCHEDULED MATTERS
A. Community Service Day
Commissioner Lewis stated that the Community Service Day was put on
the agenda because of a letter that was sent to him from the Community
Affairs Commission. He stated that the Community Affairs Commission is
asking the Community Cable Access Advisory Commission to participate
in the Community Service Day concerning the 1 st Annual Christmas Tree
Decorating Contest. He also read the letter that he received to the
Commissioners. Commissioner Pacheco stated that she could not attend
the Community Service Day Program, because of other activities that are
related to Lynwood on December 16 Commissioner Cunningham stated
that he will not be able to attend the Community Service Day because of
commitments at his church on that day Commissioner Fields stated that
she will be able to attend the Community Service Day Program.
Commissioner Fields stated that there are not enough CCAAC
Commissioners to participate in the decorating of a Christmas tree. She
stated that all five Commissioners will be needed. Commissioner Lewis
requested that staff notify the Community Affairs Commission. And let
them know, that due to conflict of schedule with other city activities the
CCAAC will not be able
to participate in the program at the Community Service Day this year He
also stated to the Commissioners that since they will not be able to
participate in the Community Service Day regarding the decorating of the
Christmas tree, perhaps they can look forward to participating next year

B. Critique of the Third Annual Cable Awards Program
Commissioner Lewis stated that staff has made is easy for the
Commissioners to critique the Third Annual Cable Awards Program this
year by having a list for them. He also asked all the Commissioners for
their input on the Third Annual Cable Awards Program. Commissioner
Fields stated that everyone loved and enjoyed the Cable Awards Program,
stating that she thought it was excellent. Commissioner Pacheco stated that
the Cable Awards Program as a whole was excellent. Staff person Howard
stated that she received positive comments especially regarding Keynote
.Speaker Furnell Chatman. Commissioner Lewis stated that he received
many positive comments regarding the Cable Awards Program. He also
stated that it was a delightful surprise to have music playing during the
reception. He stated that the group was excellent and the idea of having
them play was very good.
Commissioner Fields stated that at the December City Council meeting one
of the.Councilmembefs made a statement regarding the planning of the
Cable Awards Program. It was stated that staff should check with the
Council when making decisions regarding the Cable Awards Program in
the future. Staff person Howard stated that Lynwood Information Inc., is
on the agenda the first council meeting of each month, giving City
Council the opportunity to discuss about Lynwood Information Inc., or
anything involving what we do The statement was made during this
segment of the City Council meeting. However, in the - future planning of
programs and anything related to cable we will inform the City Council.
Commissioner Lewis asked, so we can present our list of awardees to the
City Council? Staff person Howard answered yes, so they can view it and
give their approval or disapproval.
Commissioner Lewis suggested that the program be presented to the City
Council prior to the activity Staff person Howard stated that she will send
the program to the City Council through the mail. Commissioner Fields
stated that it was also suggested at the City Council meeting that a council
person be assigned to each Commission.
Commissioner Lewis stated that he thought the Cable Awards Program
was not only nice, but that it was better than it has every been. He also
complemented staff for their very careful and capable preparation in
making the Third Annual Cable Awards Program a success.

Staff person Howard stated that she had some suggestions regarding future
planning for the Cable Awards Program. She suggested sponsorships,
professional Master or Mistress of Ceremonies, develop a planning
committee and enhance the awards for best video project.
She also stated that she was "very satisfied with the keynote speaker
Commissioner Lewis stated that the idea of a sponsorship is very good. He
also stated that a professional Master or Mistress of Ceremonies would
make things flow better Commissioner Lewis recommended more time for
planning of the Cable Awards Program be added to the suggestion list.
Commissioner Lewis stated that the Councilmembers that attended the
Cable Awards Program were pleased to see how it has grown. He also
stated that Mayor Paul Richards II indicated in his presentation that the
City has been looking for an activity for the month of November and the
Cable Awards Program would be the activity that the City rally behind. He
suggested that Staff person Howard and Staff person Roberson raise the
stakes to enhance the award for the best video project, because so much
work goes into developing those projects that are shown at the Cable
Awards Program. He also stated that the students that participate in the
projects should get recognition in a different way, other than just a plaque
itself. Commissioner Fields stated that we will be able to do that if we get
the sponsorships. Commissioner Lewis stated that with the sponsorships
and the development of the planning committee we can enhance the overall
program.
C. Video Production Course Session #8 for Commissioners
The Video Production Course was not presented to the Commissioners due
to the illness of the instructor Staff person Roberson.
D. Preview of Lynwood Showcase #75
Preview of Lynwood Showcase #75 was not viewed also due to the illness
of Staff person Roberson.
E. Discussion on Cable Franchise Agreement
Commissioner Lewis moved to table the Cable Franchise Agreement from
the floor until a later date. Commissioner Fields stated that the
Commissioner that asked for the Cable Franchise Agreement to be put on

the agenda is not present, therefore I moved to table the Cable Franchise
Agreement, it was seconded by Commissioner Pacheco.
H. A. COMMISSIONERS'/ STAFF REPORT
Staff person Howard stated that she spoke to the City Manager about
implementing a stipend for the Adult Cable Production Workshop starting
in January 1996 She stated that the City Manager thought it was a good
idea. She also stated that she will be preparing.the information regarding
the Adult Cable Production Workshop and present it to the Commissioners
at the January 8, meeting.

MINUTES OF THE JANUARY 8, 1996 MEETING
The regular meeting of the Community Cable Access Advisory Commission of the City of
Lynwood was held January 8, 1996, at the Lynwood Cable Studio. (The Agenda was duly
posted as prescribed by the Brown Act.)
Chairperson Bill Lewis Jr called the meeting to order at 5.30 P.M. Commissioners in
attendance were Bill Cunningham, A. Ann Fields, Ethel Pacheco, and Ada McZeal.
Staff present were Johonna Jacobs - Howard, Ron Roberson and Serena Coulson.
Commissioner Pacheco motioned to approve the minutes of the December 11, 1995
meeting. Commissioner Cunningham seconded the motion.
I. SCHEDULED MATTERS
A. Video Production Course Session #8 for Commissioners
The video production course #8 was presented to the Commissioner Staff
person Roberson explained the four stages of video production in full detail.
B. Preview of Lynwood Showcase #76
The viewing of Lynwood Showcase #76 included the following program
segments:
1 Senior Christmas Luncheon
2. St. Francis Medical Center's Our Lady Guadalupe Celebration
3 Market Place of Lynwood
4 Watts Health Foundation's Women and Children Center
Commissioner Pacheco stated that she enjoyed the Lynwood Showcase. She
also stated that the still shots were beautiful.
Commissioner McZeal stated that she enjoyed the Lynwood Showcase.
Commissioner Fields stated that the Lynwood Showcase was nicely done.
Commissioner Cunningham stated that he too, enjoyed the Lynwood
Showcase. Commissioner Lewis stated that he liked the still shots in the first
segment. He also stated that by using a RF mic when interviewing, allows for
only the sound that is required to be picked up. He stated that to better benefit
our needs, a higher quality mic should be purchased. Staff person Roberson
agreed that a higher quality mic would eliminate other sounds when recording.

Commissioner Lewis stated that on the Watts Health Foundation segment,
because there was no voiceover to explain it, he was not able to remember
what it was about. He stated that a voiceover would hold the viewers interest
while watching the segment. Staff person Roberson stated that he and Staff
person Howard discussed the need of a voiceover in the Watts Health
Foundation segment earlier when they viewed the Lynwood Showcase.
Commissioner Lewis stated that a sound bite voiceover would be better He
stated that it would bring the viewers up to date. Commissioner Lewis also
stated that overall the Lynwood Showcase was well done.
H. A. COMMISSIONER'/ STAFF REPORT
Staff person Howard stated due to illness she was unable to present the
information to the Commissioners, regarding implementing a stipend for the
Adult Cable Production Workshop for the month of January 1996. She stated,
as for the polling of the City Council, she called them and the overall response
was good. She stated that the City Council commended the Community Cable
Access Advisory Commission and staff for a job will done at the November
13, 1995, Cable Awards.Program.
