BLOCK WATCH CAPTAINS
Regular Meeting
July 23, 1996
The Block Watch Captains met for a regularly scheduled meeting on Tuesday, July 23, 1996,
6:30 p m. at Bateman Hall, 11331 Ernestine Avenue, Lynwood, California.
Seventeen (17) Block Watch Captains were in attendance. Staff present was Jim Given, Dorothy
Siddell, Ralph Davis, and Deputy Haney of the Century Sheriff station.
I. CALL TO ORDER
Mr. Adolph Lopez, Chairperson called the Block Watch Captains's meeting to order a
6.50 p.m.
II. INVOCATION
Reverend Matthew Harris led the group in a prayer
III. PLEDGE OF ALLEGIANCE
Block Watch Captain, Maria Santillan led the group in the Pledge of Allegiance.
IV. APPROVAL OF PAST MINUTES
It was moved by Chairperson Lopez to approve the minutes of June 25; 1996 with the
following adjustment.
Page 2, Paragraph I, Last sentence shall read," He asked that the citizens get active and
stop the undesirable activity within their blocky"
The motion was seconded by Captain Rod White. Motion carried. Minutes approved
V. REPORT BY STAFF
Jim Given, Project Manager with the Recreation and Community Service Department
gave a brief overview of the City wide special events that were sponsored during the
months of June and July 1996; Juneeteenth (June 15), Unity Festival /Independence Day
(July 4), Senior Citizens Lunch (July 18) and the 75th Anniversary (July 20) He then
thanked the Block Watch for their support for these events.

VI. OLD BUSINESS
A. Committee Reports
Block Watch Captain Evans updated the Captains on the efforts of the
Membership Committee. Their goal is to encourage many of the past Block
Watch Captains to get involved once more and attend the meetings. A meeting
is scheduled for later this week or the beginning of the next.
B Block Watch Parties
Chairperson Lopez reminded all that there is a Neighborhood Blockwatch Party
on August 3, 1996
C. Confidential Immunity
Deputy Haney informed the Block Watch Captains of the new crime reporting
system for Block Watch Members. Beginning hopefully in September, when a
Block Watch member call in to report a crime in progress, all they would have
to do is inform the dispatcher of the their 7 digit confidential number and when
the crime is taking place. The reporting deputy will then only go to that location.
A discussion ensued among the Block Watch Captains. Deputy Haney asked for
all the Block Watch members phone numbers and addresses at the next meeting.

VII. NEW BUSINESS
A. Lynwood Community Partnership Household Survey
Dr Clifford Curr and Reverend Matthew Harris from the Lynwood Community
Partnership presented his organization 's philosophy and goals to the Block Watch
Captains. He then asked them for their participation in assisting him with
neighborhood survey The purpose of the survey is to better understand the
community in hopes of receiving federal, state, county, and local grants. A
discussion ensued. A vote was taken and the Block Watch Captains will assist
Dr Curr and his project.
B Bone Marrow Society
Reverend Matthew Harris gave a quick presentation on how easily it is to be
tested for being a bone marrow donor He encouraged all the Block Watch
Captains to get tested. Bone Marrow donations help save countless -lives each
year
VIII. PUBLIC ORALS
Ralph Davis, Assistant City Manager thanked the Block Watch for generously
participating in the last three city -wide special events and for agreeing to participate in
the Lynwood Community Partnership survey
IX. BLOCK WATCH CAPTAINS ORALS
Captain Garcia complained regarding the overcrowding of cars by some of her neighbors.
Many have more than 5 cars parked on the street. In addition, many times the residents
work on these cars all hours of the night.
Vice Chairperson Santillan complained regarding a couple of nuisances on her street and
asked Ralph Davis who she could call to report them. Assistant City Manager Davis
replied that she could call our Code Enforcement Division.
Captain Carrillo thanked the Sheriff's Department for handling a nuisance complaint
very quickly and professionally
Chairperson Lopez presented the Lynwood Journal article on the Block Watch and
remarked how favorable the publicity was.
X. ADJOURNMENT
Chairperson Lopez motioned for adjournment. Captain Carrillo seconded the motion.
Motion carried. Meeting adjourned at 8.55 p m.
