ADJOURNMENT r BLOCK WATCH CAPTAINS Regular Meeting April 23, 1996 MINUTES The Block Watch Captains met for a regularly scheduled membership meeting on Tuesday, April 23, 1996, 6:30 p.m. at Bateman Hall, 11331 Ernestine Avenue, Lynwood, California. Seventeen (17) Block Watch Captains were in attendance. Staff present was Ralph Davis, Assistant City Manager, Jim Given, Project Manager and Janice Thomas. Deputy David Haney of Century Sheriff's Station was also present. L CALL TO ORDER Mr Adolfo Lopez, Chairperson called the Block Watch Captain's meeting to order at 6:45 p.m. 11. INVOCATION Block Captain Eloise Evans led the group in a prayer. III. PLEDGE OF ALLEGIANCE Block Captain Eloise Evans led the group in the Pledge of Allegiance. IV. APPROVAL OF MINUTES It was MOVED by Secretary Percy Brown, SECONDED by Vice - Chairperson Maria Santillian and RESOLVED, that the minutes of the regular meeting o f March 26, 1996 be, and are hereby adopted in their entirety, except that sentence referring to Deputy Haney relocated to another state and Deputy Cynthia Moore will be our new Century Sheriff's representative and Janice Thomas was volunteering be changed to Deputy Haney did not relocate to another state and Deputy Cynthia Moore will not be the new Century Sheriff's representative and Janice Thomas was not volunteering, but working. V. REPORT BY STAFF President Lopez announced that on May 4th the Block Watch Captains will have a booth and the fee was waived. The time will be from 12 noon until 6:00 p.m. The Captains will have pictures taken with the Earthquake Month Proclamation approved by the City Council for Earthquake Month on this evening. Mr. Jim Given explained the Los Angeles County Bond Act issue. This act will enable the city of Lynwood to expand their parks and construct a new park pathway. Ralph Davis said that this act will be on the ballot in November and asked that the Block Captains support and vote for the approval of this Bond Act. It was questioned by Captain Garcia if the City can redesignate money from the Bond? The answer was the money can not be changed. President Lopez ask that a master plan for the new park be presented at the next meeting. Captain Jones would like to know specifics about the proposal for the park pathway VI. OLD BUSINESS President Lopez stated that Ken Riley of MAD DADS Inc. will provide presentation and video at the Block Captain's meetings. Captain Irene Garcia injected that she know someone who could make a banner for tlhe Block Watch also. The National Block Watch logo will be used. Chairman Lopez mentioned that he had given it to Vice - President Santillian. Captain Evans is concerned with the Block Captains status and wants to know how to initiate interest for Captains that do not attend meetings. Secretary Percy Brown reminded her that there was a committee to investigate her concerns. Captain Irene Garcia told the group that she had received a list from the secretary and phoned the Block Captains that were not attendance. There were plenty of reasons given for not attending. Captain Sanchez commented that he was happy with the increase in attendance and participation. We are going in the right direction. Mr Lara reported that in December of 1995 he tried to contact the Block Captain of his street, he discovered none. He will attend meetings. He talked about the need for speed bumps on Santa Fe and Euclid. Captain Rod White invited Mr. Lara to attend the Public Works Traffic and Parking Commission meeting to discuss the need for speed bumps. The meetings are held on the 4th Thursday of each month at 6:00 p.m. in the Council Chambers. Mr Bass pointed out that he could see the progress in attendance and maybe a policy should be put in place. Captain Evans stressed that too much correspondence is being mailed each month without a response. Captain Garcia wants Block Captains to notify other Block Captains you may know who are not attending meetings. Ralph Davis reminded the Captains that he needs information about active /inactive Captains. This information is imperative and will help the City receive possible funds available to Block Watch Programs. Block Watch 0 0 Chairman Lopez stressed the importance of youth becoming involved with the Block Watch. Mr Jones was instrumental in helping the new Block Captain Carmen Ortega at 12706 Harris to eliminate the drug trading /selling on her block. Mrs. Ortega said, "She was afraid for the Sheriff's that were on the scene" Deputy Haney stated that the Sheriffs need the assistance from the people on the block to help clean up the block. Mr Lara stated he had been threatened by neighbors. Captain Rod White assured the other captains that they could have meetings at locations other than your home. He expounded on the methods he used to contact his neighbors for their suggestions as to where to meet. VII. NEW BUSINESS The n- - Capt:a:iis UG Ealthquake Preparedness Captains White, Santillian, Miller, Garcia, McLeod, Bass and Lopez spoke about what they had done to prepare for earthquakes. VIII. PUBLIC ORAL COMMUNICATIONS Mr Ralph Davis agreed with Captain Sanchez about the Block Captains moving in the right direction. He introduced the Los Angeles County Human Relations Commission and explained the committee functions. Deputy David Haney reiterated the procedures for a Block Captain to call a complaint to the Sheriff's Department. IX. ORAL COMMUNICATIONS BY BLOCK CAPTAINS Captain Evans stated that she and her block has started a law suit because of the loud noise from within her block. Captain Mickey Mesta told Captain Evans to talk with her neighbors about the noise. Captain Irene Garcia reviewed the Lynwood n' Perspective newsletter and would like to see citations included. X. ADJOURNMENT There being no further business, the meeting adjourned at 8.35 p.m. to the next regularly scheduled meeting April 23, 1996. bock /agenda/may96. agn
