HomeMy Public PortalAbout085_20110519_BTFMinutesMINUTES MAY 19, 2011 TYBEE ISLAND BEACH TASK FORCE MEMBERS PRESENT: Amy Lanier, Chuck Powell, Freda Rutherford, Harvey Ferrelle, Joe Richardson, Lou Off, Mary McCracken, Wick Searcy, William Sprague MEMBERS EXCUSED: Arnie Seyden, Berta Adams, John Wylly Visitors/Ex Officios: Paul Wolff, Diane Schleicher, Bill Garbett, Ethan Imhoff, Pat Ferrell, Chatham County. Call to Order(Agenda Item 1) Amy Lanier called the meeting to order at 11:40AM, May 19, 2011 ATTENDANCE AND GUESTS (Agenda Item 2) APPROVAL OF MINUTES(Agenda Item 3) Minutes from March 31, 2011 and April 21, 2011. Harvey Ferrell made a motion to approve minutes from March 31, 2011. Freda Rutherford seconded. Vote was unanimous. Minutes from April 21, 2011. Lou Off made a motion to approve as amended. Freda Rutherford seconded. Vote was unanimous SUB-COMMITTEE REPORTS (Agenda Item 4) State Funding Committee No report as Berta Adams was not present County Funding Committee Harvey Ferrell reported that he has been in contact with Pat Ferrell, Chatham County. Mr. Ferrell suggested that Tybee present a plan to the county. Harvey Ferrell asked that if anyone had any suggestions to please let him know. Mr. Ferrell doesn’t feel it would be appropriate for the City to ask for any SPLOST funding at this point but wait till 2014. Diane Schleicher asked Mr. Ferrell if when we negotiated the SPLOST, could we categorize our SPLOST as public safety. In this way, we would now be category 1 which would make us a higher priority. 2015 Re nourishment oversight Committee Lou Off reported that there has been no meeting to date. Dr. Richardson asked Mr. Off if he knew when the next ESI would be coming out. He replied that they are still reviewing all comments that were submitted. Channel Impact Study, Phase II Oversight Committee No report as Arnie Seyden was not present. Fort Screven Shoreline Hazard Committee Dr. Richardson has not contacted Erik Olsen as of yet. Diane Schleicher stated that we have his reports so he would not have to contact Mr. Olsen. He is to get with Jan LeViner to get the material. OLD BUSINESS(Agenda Item VIII) Amy Lanier asked Paul Wolff as to the status of the recent Beach Task Force Motion regarding the State of Georgia to issue an immediate injunction to disallow any beach quality sand be removed from our sand sharing system followed by a permanent ban on such sand removal by the Savannah COE. Mr. Wolff stated that it had been passed on to Mr. Hughes, City Attorney. Ms. Lanier asked that Mr. Wolff follow up and give status at next meeting. Ms. Schleicher asked Jan LeViner to add to the next City Council agenda. Ms. Lanier asked Ms. Schleicher if a separate line item had been put in the budget for the upcoming year. She reported that it had been completed. Ms. Lanier further asked Ms. Schleicher if the motion made by the Beach Task Force regarding “one cent be taken from the hotel/motel tax to go for future beach re-nourishment”. Ms. Schleicher stated that it is a bad year to do this due to the economy so nothing has been done. When the economy changes, then we would want to revisit the motion. Mr. Off discussed that in the near future we need to raise money for the next beach re-nourishment. He feels that we need to get information out to the residents of Tybee regarding funding for the next re-nourishment. We need to have someone within the Beach Task Force to resume doing articles to the SMN. Ms. Lanier asked Mr. Off if he would start submitting articles to the SMN and he said no, he would be happy to give his articles to someone to update and then submit to the news media though. Ms. Schleicher asked for the articles as she would think about who might do the articles. Pat Ferrell suggested that possibly Rich Wittish might be a candidate for the task as he submits articles for the SMN Island Section. Mr. Sprague suggested we keep in contact with Helen Stone, Chatham County Commissioners, to assist in our projects. NEW BUSINESS(Agenda Item VIX) Shore Protection Committee Report: Lou Off Mr. Off reported that the City is trying to develop a shore protection line. They are to have six meetings within a three month period to develop why the City needs a shore protection line inside the dune. The Shore Protection Committee is learning how effective the GaDNR was on controlling our construction on Tybee Island. Meeting adjourned at 12:30pm
