Special Meeting
January 30, 1996
MINUTES
The' Block Watch Captains met for a special membership meeting on Tuesday,
January 30, 1996, 6.30 p m. at the Community /Transit Center, 3798 Martin Luther King
Jr Blvd., Lynwood, California.
Seventeen (17) Block Watch Captains were in attendance. Staff present included Ralph
Davis, Director and Janice Thomas, Facility /Program Supervisor Deputy David Haney of
Century Sheriffs Station was also present.
CALL TO ORDER
Mr Percy Brown, Chairperson called the Block Watch Captain's meeting to order at
6:43 p. m.
IL INVOCATION
Captain Eloise Evans led the group in prayer.
111. PLEDGE OF ALLEGIANCE
Captain Adolfo Lopez led the group in the Pledge of Allegiance.
IV. APPROVAL OF MINUTES
It was MOVED by Captain Eloise Evans, SECONDED by Captain Adolfo Lopez and
CARRIED unanimously to approve the minutes as distributed of the
November 28, 1995 meeting.
V. REPORT BY STAFF
Ms. Thomas announced the upcoming events. Black History Program -Feb. 23, Gospel
Celebration -Feb 25, Unity Dinner -March 8, and Yellow Ribbon Ceremony -Feb 6.
VI. OLD BUSINESS
Ms. Thomas distributed certificates to participants from the Ohhh! Christmas Tree Program.
Captain Evans made known her dissatisfaction with he, block for their lack of participation
in the program. President Brown expounded about the route, houses and decorations that
was seen on the night of the judging.
VII. NEW BUSINESS
The election of officers for 1996 was held and results are as follows: Mr. Adolfo Lopez -
President, Maria Santillian- Vice - President, Percy Brown - Secretary and Parliamentarian -staff
After much discussion, the projects for 1996 are: Earthquake Expo and membership drive.
It was MOVED, CARRIED and SECONDED to have a second annual Earthquake
Preparedness Expo Captains Lopez, Richardson, Evans, Vasquez, Garcia- Chairperson and
Rufus volunteered for the Earthquake Preparedness Expo Committee.
y Captains Lopez, Sanch* A. Santillian and Richardson vol*ered for the Membership
committee. The Membership Committee will be responsible for securing and helping new
members organize new clubs.
Each committee is to report at the next meeting the things that have been done and who will
chair the committees. Captain Evans asked for other committees to be established as needed.
Captain Lopez wants to involve the youth, discuss the possibility of having a float in the
Christmas Parade. He insures that a planning and project committee can handle the request.
President Lopez was the Spanish translator for the meeting.
VIII. PUBLIC ORAL COMMUNICATIONS
Deputy David Haney presented the previous years's crime report by area in the city It was
noted that the highest crime area boundaries are Abbott Road - north, Bullis Road - south,
Fernwood -east and Long Beach Blvd. -west. It was stated that the City of Lynwood was cited
for a 20% reduction in crime for 1993 -94 year.
Deputy Haney had attended a Block Club meeting on Alma Street, their concern is an area
of high crime. Also he reported that a bunco scam was circulating throughout the city, a
person posing as a city employee. Please report any incidents to the Sheriff's Department.
Deputy Haney reminded the group about the Community Academy will commence on
March 21st for 13 weeks, two hours per night.
Ralph Davis, Director of Recreation & Community Services Department presented an article
from the Ontario Neighborhood Service Agency stating that hands on community
participation gives residents a feeling that they can make a difference. He was also concerned
with the events and by -laws for the 1996 year
IX. ORAL COMMUNICATIONS BY BLOCK CAPTAINS
President Brown raised the question of wanting to change the day of the meeting because of
the time conflict with the school board meetings.
Captain Sanchez asked if the Neighborhood Block Watch signs be at the meetings, the answer
was yes.
Captain Dale Jones wants to determine why other block captains are not attending the
meetings.
Captain Evans wants to know if the City of Lynwood like the City of Compton provide lights
for security on homes. The City does have a program through the Housing Rehabilitation
Division to secure loans to upgrade houses. It's available to Lynwood residents.
X. ADJOURNMENT
There being no further business, the meeting adjourned at 8.35 p.m. to the next regularly
scheduled meeting February 27, 1996.
