CITY OF LYNWOOD COMMUNITY AFFAIRS COMMISSION MINUTES OF THE NOVEMBER 20, 1996 MEETING The Community Affairs Commission meeting of November 20, 1996 was called to order by Chairperson David Litsinger at 5•00 p.m. The Pledge of Allegiance was led by Commissioner Bette Espeseth. Roll Call of Commissioners: Chairperson David Litsinger Vice Chairperson Barbara Newton Commissioner Yolanda Bays Commissioner Bette Espeseth Commissioner Ann Fields Commissioner Lorna Hawkins Commissioner Lucille Walker Staff Present: Mr Ralph W Davis, III Mr Davis certified the posting of the agenda. There are two (2) corrections to the minutes. The first correction is under Information Items. There is a City Ordinance on loud music. The second correction is on the last page. The meeting adjourned at 6.00 p.m. Chairperson Litsinger motioned to approve the minutes as corrected. Commissioner Espeseth seconded the motion. INFORMATION ITEMS Mr Davis reported on the loud music ordinance. He stated that their is now an amended ordinance because the original ordinance was to vague. The Media Services Department will help with the publicizing of the new ordinance. Mr Davis suggested that residents need to communicate with one another when they are going to have a party with loud music. Mr Davis stated that Bullis Road is going to be repaired. He also stated that the alley between Ernestine and Martin Luther King Jr Boulevard may be vacated. Valu Plus is scheduled to be open the first week of December There will also be a Blockbuster and Chief Auto Parts at the same location. Councilman Heine appointed Oscar Flores as the Boy Scout Commissioner Boy Scout meetings are held at all of the elementary schools in Lynwood. 0 Page 2 41 Mr Davis reminded the Commissioners that the Block Watch Captains Meeting is held every forth Tuesday of each month at 6.30 p.m. Mr Davis also stated that anyone interested in being a Block Watch Captain will have to fill out an application form. This form must be turned in with a list of Block Watch Members for that block. Commissioner Espeseth motioned to approve the application form for Block Watch Captains. Commissioner Fields seconded the motion. SCHEDULED MATTERS The Commissioner's Dinner will be held on "fhursday, December 5, 1996 beginning at 6.30 p.m. at Bateman Hall. Mr Davis announced that HRMAC will host its 1 st Annual HRMAC Luncheon at 11.30 a.m. in Bateman Hall. The theme for the luncheon is "Communities Working Together" The Commission agreed to hold their regular Community Affairs Commission meeting at 11 a.m. on Wednesday, December 18, 1996. Mr Davis reported on the Community Services Day He stated that letters for sponsorship were mailed out. The applications will be accepted based on the USDA Guidelines. This program is for Lynwood residents only, anyone submitting an application must provide proof of residency and prool' of income. The event will be held at the reservoir at Mervyn M. Dymally Park on Saturday, December 21, 1996. PUBLIC ORALS Mrs. Irene Garcia from the Law Enforcement Review Board stated that more verification of all information needs be to done and also at last years event too many people had no form of identification. COMMISSION ORALS Commissioner Bays stated that their is still too much prostitution on Atlantic. Commissioner Fields reported on the upcoming Lions Club event. The Lions Club will be sponsoring a pancake breakfast on December 7, 1996. The purpose for this breakfast is to purchase glasses for those who can not afford them. Commissioner Walker thanked Mr Davis for the wonderful display at the "This is Lynwood; Progress and Challenges" event held at Bateman Hall. r Page 3 Commissioner Espeseth stated that the new high school should be completed by late July of 1997 There will be approximately 332 parking spaces. Chairperson Litsinger reported that the First Baptist Church was broken into and a computer was stolen. The Lynwood Sports Association Volunteer Banquet will be held on November 22, 1996 at 6.30 p.m. in Bateman Hall. The meeting was adjourned to 6 p.m. by Chairperson Litsinger The next regularly scheduled meeting will be held on Wednesday, January 15, 1997 at 5 p.m.
