MINUTES OF THE
OCTOBER 16, 1996 MEETING
The Community Affairs Commission meeting of October 16, 1996 was called to order by
Chairperson David Litsinger at 5 p.m. The Pledge of Allegiance was led by Commissioner

Staff Present: Mr Ralph Davis
Mr Davis certified the posting of the agenda. There are two corrections to agenda and minutes.
The first correction is to the agenda, the third line from the top should read October 16, 1996
instead of October 10, 1996. The second correction is to the last page, it should read
Wednesday, October 16, 1996 instead of November 20, 1996. Commissioner Espeseth motioned
to approve the minutes as corrected. Commissioner Hawkins seconded the motion.
INFORMATION ITEMS
Mr Davis stated that at last nights City Council meeting, two items were held over to the next
meeting. One of the items on hold is the request to create a gateway City Council of
Government. The Southern California Association of Governments (SCAG), represents twenty -
seven (27) cities in Southeast Los Angeles. This program is a great idea because various cities
now have a voice and power Mr Davis explained to the Commissioners that it would be a great
idea for the City of Lynwood to join Southern California Association of Governments.
Mr Davis stated that the City Council held over the amending of loud music and dances, he
stated that this issue is very complicated than it sounds. Mr Davis stated that we do not have
and ordinance to stop the playing loud music. Mr Davis stated that an ordinance needs to be
created.
Mr Davis reported that at the City Council Meeting many awards were handed out and a special
award was given to Carl Ruffin for his dedicated service to the City of Lynwood.

Mr Davis stated that the Block Watch Program is completing the City Survey The survey is not
doing as well as expected. Mr Davis stated that the Block Watch Program is going to reorganize
its program.
SCHEDULED MATTERS
Mr Davis attended the CAHRO Workshop on Thursday He stated that two important topics
were discussed at the workshop. The first topic was entitled, "Education back to basics ", dealt
with citizens getting more involved with their schools and helping with whatever programs the
school has to offer
The second topic discussed was entitled, "Sports - Heroes as Roll Models" Mr Davis stated
that this topic dealt with the family unit. Mr Davis stated that he enjoyed the CAHRO
Workshop very much.
Mr Davis reported on the Human Relation Meeting. The meeting dealt with mediation which
involved roll playing. The purpose of this is to teach each culture, race, nationality, etc., about
one another and perhaps this will lessens the problems between one another
Mr Davis announced that the elections will be held in November and that Proposition A will be
on the ballot. This Proposition would help Lynwood by giving the City over a million dollars.
COMMISSION ORAL COMMUNICATIONS
Commissioner Espeseth stated that a job fair was held at Bateman Hall. The even was very
successful.
Commissioner Hawkins apologized for being absent. She stated the Drive -By Agony will be
hosting a talent show Many people from surrounding cities are going to be participating in the
event.
Chairperson Litsinger stated that Atlantic is getting very "rough" Mr Davis replied by saying
that the improvement work should be completed by next month.
Commissioner Fields stated that the AARP meetings are held the 2nd Thursday of each month
from 1000 a.m. to 12:00 noon at Bateman Hall.
Commissioner Espeseth motioned to adjourn the meeting. The motion was seconded by
Commissioner Hawkins.
